Restaurant, Ail Alcoholic license. She presently has a Club, Ail Alcoholic license. The
Board tabled the application for further steady.

HFAEINGS: CON~JITS:
The Board-approved two petitions to. install 1 duct on Hillside Bead and lay and maintain
underground conduits on Hillside Rd. Selectman Kirk motioned they be. approved subject to
approval of the Public Works, Highway Dept. and Police Dept.
TOWN YARD FENOE BIDS: .
Two bids were received for installation of the town yard fence; Reliable Fence Company
and from A1 McGregor.' The Board. voted to take the bids under advisement' and to refer them
to the sub-committee 'consisting of W. Duffy, Sr., N. Nicetta, John Lyons and Leo Lafoed:
for their recommendations on said bids.
WOMEN LEAGUE VOTERS:
Mrs.' John Beherts, member of the N.A. League of Woman Voters, presented the Board~witha
book entitled, ,,Nassachusette State Goverm~nt." She also requested that they add-their
comments or corrections to a rough draft on annual Town Neetings. The draft was sent
to Mrs. ~oberte the next day with their co,ants ami notations.

November 16, 1970, at 7:30 P.m. was the date sen for'opening of bids by the' Selectmen for
tha annual awarding of the contract for the ensuing year.

STREET LIG~ REQUEST:
The Board voted ~o request a survey be made for street lighting, vicinity of 90 Pntnom~Rd.,
residence of Hrs. Sheila Ratcliffe. ' . ~ '
WATER DANAGE CONPLAI~T:
The' Beard received a letter concerning x water damages stemming :from a waterway starting
at Noody~ Street ~ down Prescott Street, accumulating excess water in: a culvert'~ that-, runs
onto Davis & Purber property. The Board referred the complaint to the Highway Surveyor
for his investigation ami recommendations for their next meeting. Hr. Kirk stated that he
wanted~to go on:record that he would ~..~r himeelf'to make ~ly,d.eci.sions.~on~?:matter.

CHICKERING ~D. LIGHTS:
The Boar~ received a letter from J. Berkover advising that. the Board's long-standing re-
q,~ast for pedestrian-activated lights at the intersection of Chicksring Rd. and~.Nass. Ave.
was being expedited. "
TOWN COUNSEL LETTERS:
Voted to be received by Selectman Kirk were three letters ~copies) to K. Krekorian and the'
B. & N. Chief Engineer, subject matter, railroad crossing repairs, restricted parking in
front 'of Thomson School .and commercial vehicle parking, is all pending. -
BO~B SHELTERS:
A letter from J. Callahan re proposed bomb shelters in the Central Mcrrimack Valley was .
referred by the Boax'~ to Jack Farrell, Civil Defense' Director. .
WIPING INSPECTOR:
The B card was notified by John Thompson, Wiring Inspector, that he would be out Of the
country for one week on vacation.
VETEP, ANS INVITATION:
The Board were invited to attend Veterans Nemorial Services on Sunday, No,ember 8, 9:15 A.I~.
in St. Michael's Church. The~ were also invited t~'participate in the dedication of a
square., intersection of Sutton and High Streets, on Wednesday, Nov. 11, 1970, 9 AfN., to
the .memory of the late Louis P. Seundere.
RESIGNATION- IRVING HOWES:
The Board of Selectmen received official notice from Attorney John J. Willis, Chairman of
the Board of Public WOrks, that they had received a letter of resignation from member,
C. Bowes, who had faithfully served on the Board for many years. (continued)

~ISSILE SITE:
Selectman William B. Duffy, Jr. informed the Board that he had discussed the proposed future
of the missile site with Oonm~issioner of Natural Resources, Arthur Brownsll, this meeting
st~.tng from newspaper reports that the state would create a recreational area at the area.
0b~rman Finneran stated that, inasmuch the Board had not received ar~ official c~mmanication
from the Federal of State gove~.~ents, the Board should ignore all reports relative' to any
definitive action until such a notification had been received.
LICENSING COMMISSIONERS

The Licensing Board received a conn,~ntcation from the Alcoholic' Beverages Control Commis.

The North Andover Board had denied the license twice, previously. The letter stated ......
'Me think that the college' will be able to better control the drinking habits of its students
if they are allowed to drink on campus. Furthermore, the r. egislature by the enactment of G.L.
c. T38~ P14 made it quite clear that a liberal interpretation in the granting of
should be applied by the local licensing authorities. Lastly, without substantial evidence,
the 16eal' licensing' authority should not speculate as to problems of enforcement. It is
sufficient to deal with those problems when, and if~ they arise. We, therefore, under our
limited Jurisdiction, suggest and reco~end to the Licensing Co,m.~ssionsrs that they

Selectman Dully stated that he was always of the opinion that the license should be granted;

Arthur Demuysere, 47 High Street, operator of a "Ro~l~ng Kitchen,, for many years called,
Art's Catering applic~/for a Common ViCtl,n~er license. Mr. Dmuysere is a holder of al2
required Beard of Health permits but did not realize that he had to have a ca~m~_n vict~,-~ er
license-until 'nOw. Mr. Kirk stated that-Art's 8atering Service has been in existence for
some years, 'serving many industrial plants very satisfactorily. Hr.' Finneran' stated that,
as it was a new application, it~ should go through the regular procedure....recommendations
must be. received from Chief Lawlor and the Board of Health. It was so voted and the
application was tabled pending required reports.
HEARINGS - GASOLINE STORAGE:
The Board approved two applications to store gasoline underground: 5000 gals. at 350 Winthrop
Ave~ue~ ~s 500~ gals. additional at William Arsena/~t's garage, Chiekering
