R. C. LAFONDINSURANOE:
~r. Lafond, at the request, attended a morning meeting at Bishop's ~staurant on November~
and reported to the Board, by letter, on said meeting. The Board, at Er. Kirk's suggestion,
voted to write Mr. Lafond a letter of acknowledgement and thanks for attending the meeting.

CRA~EORDER# 1 - TC~BUILDING CONTRACT:
At the request of Town Clerk, John J. Lyons, The Board voted Change Order No. 1 for lahor
and materials furnished for removing glass and wood panels in six (6) office doors
with birch panels two sides - stain and varnish to match existing woedwork. Labor and
materials for above-named work...$212.O0.
LEONARD GATES:
Er. Oates appeared before the Board complaining that he had been u~ahle to reach the Build-
lng Inspector Monday afternoon. He stated the Secref4~ry had told him he was out doing
necessary inspections. Chairman Finnsran stated that he would request Er. Foster to get in
touch with him.
LICENSING OOMMISSIONEP~
Applications from Club, ~ Inc. a-~ K. of 0. Association, Inc. for rens~als of their
Club, All Alcoholic licenses were approved by the Board at hearings heard on this d~te.
The ~oz~non Victualer license application for Arthur Dem~se~e (Art's Catering Servio,) was
approved by the Board after receiving affirmative references.and reports from the-Board of
Health and the Chief of Police, Joseph W. Lawlor.
Hearings were set for November 23, 1970, at 7~30 P.M. on the following renewa~J.applications:

The Board of Selectmen held their regular meeting on this date with all members present;
Selectmen Dully, Jr., Esq., Arthur P. Xirk with Oheirman Finnsran presiding. The warrant
and minutes were 'approved as submitted.
The petition of Mess. Electric Co. to install 2 ducts on Turnpike Street was approved by the
· Boar~.

Bidswere advertis~ito be opened on this date, at 7:30 P.M., for #2 Fuel Oil to be
to~theTown~Dept's, for the ensu~ngyear. Only one bidwas received...from CyrOil Co., the
present supplier. The Board voted'the compan~F the contract, subject to checking %he bid
the specifications by the Chairman.
GAS EXCAVATIONS:
Petitions .were approved for the gas compar~ to exca~te to repair gas mains on the following
streets: 447 Mess. Ave., Andover Street, corner .of Dufton Ct. and Sutton Street, near 'Sears.
Police Officer required.
Affirmative.references were. received by the Board from Chief Lawlor for members of two pro-
posed'.clubs: Andover Hockey Association, Inc. and the Community Day care Center of La~reuce

The contract for $23,000.00 of state aid for repairs to Salem, Foster and Johnson Streets
.was received bythe Board to be executed. The matter was tabled until next meeting.

P~GIONAL.VOCSOHOOLBUDGET FOR 1971:
A preliminary Budget for 1971 was hand-delivered to the Selectmen's Office and to
of the Advisory Board on November 13 1970. North Andover's share of the cost Was
$104,6%7.38 .... to be paid in four (41 payments of $26,164.3450.
GASOT.TNE PI~ICE INCREASE:
Gulf Oil Co. sent a memo to the Board advising an increase in gasoline tank price of. O070

LAWRENCE'NO~H ANDOVER B~JNDARY LINE:
Town Counsel sent a copy of a letter he sent to Lawrence City Clerk, Joseph Smith, requesting
that implementing legislation be filed by some Lawrence representative prior to the December
filing deadline.
BULLDING INSPECTOR REPORTS: L. OATES:
A letter to the Board advised them that the Building Inspector, Mr. Foster, had inspected the
of the Seymour family on Linden Avenue and found that. there was no change in th~
or use of the property notwithstanding the verbal complaint of a neighbor, Leonard
0ares. He so informed Mr. Oates on November 16 over the telephone. Mr. Oates, after much
verhalabnse threatened to appear before the Selectmen again with his complaint. Mr. Foster
suggested that Mr. Oates hire legal counsel to confer with the Town Counsel. Mr. Foster:
stated that as far as his office was concerned, the problem or matter was closed. ~ Mr. ~
Foster stated that, as a result of his investigation of the two properties, he had found Nr.
Oates in violation of the town's sign by-law and stated that~he would advise Mr. Oates of
the violation by 'letter, requesting that he conform to the law. Mr. Foster sent the Board
a copy of the above-mentioned letter to Mr. Oates which contained details of Oates' viola-
tions.
TOPICS PROGRAM:
The Board received a copy of a letter re the state contract on the Topics Program with a
showing the progress made. Copies of the letter were voted to be sent to the Highway
Chief Lawlor and the Plauning Board. The Board sent the plan to the Planning Bd.
Chief Lawlor late~ viewed the map and was quite.pleased with the results of his and'the
Highway Surveyor's work.
GO-SLOW-CHILDREN SIGN:
The Board v~ted toapprove the request for the above-named sign sent in by Mrs. Lally to.be
posted in the vicinity 'of 245 Johnson Street. Theraquest was referred to Chief lawlor.
RESIGNATION: 0 'LEAEY:
The Board received a letter of resignation from Daniel T. O'Leary as a member of the Board of
Appeals; Mr. O'Leary was recently appointed ~o fill the vacancy on the Board of_public Works.
The Selectman voted to send a letter of acknowledgement and thanks to Mr. O'Leary for his
services on the Board of Appeals and to extend their best wishes in his office as a member
of the B~ard of ~ublic Works.
~POI~TNENT - CONM~NITY AFFAIRS:
AS requested by the department of the Community Affairs, the Board appointed ~k Henry, 3%
Evergreen Drive, No.Andover, to represent the town in the study of the feasibility of having
regional computer cen~er for city and town goverm~nte. Mr. Henry was. appointed a member
of the Advisory Committee for Technical Review. The Department of Community Affairs will be
so notified.
RENTAL INCRFASES '~~//~
.A Mr. E~. Collins appeared before the Board to i~qutra if there was an~ rent control, especi-
ally for apar~mente, in North Andover. The Board voted to ask Town Counsel if they, as a~
~Board, had any possible legal control on said rentals. They requested the information for
nsx~ week's meeting. .Mr. Collins said that he would try to acquire further information on
the matter.
PRECINCT V:
The Board of Registra Chairman, Mr. McCormack, Mrs. Lyons and John Lyons met .o~ this ..date.to
discuss the location for the new Precinct V voters. Precinct V is a division of Precinct' IV
.and will Be in effect January 1, 1971. Mrs. Lyons suggested the Nasonic Temple to which .~
Selectman Duffy, Jr. objected because of the already traffic congestion in that l~cationJ
After~ considerable discussion with Chairman Finneram, Mr. Kirk and Attorney Duffy, Mr. Kirk
made a motion to have Franklin School the Precinct V voting center; Mr. Dully seconded the
motion~ Chairman Finneran made it unanimous. Superintendent of Schoools, Mr. Garofoli,'will
1be sent a letter advising him of the vote of the Board and requesting approval of the.School
Committee ·
THOMSON SCHOOL PA~KING:
Town Counsel sent a copy of a letter sent to him from X. Xrekorian, Traffic Engineer, advising
Mr. Salisbury that the Department of Public Works had no objection ~ the proposed Amendment
prohibiting parking during certain hours indfront of Thomson School and upon receipt of the
regulation, it will be processed for approval.
REGIONAL REM~SE DISPOSAL DISTRICTS:
Attorney Dully, Jr. presented the Board with copies of Chapter 748 of the Acts of 196~ which
defined an act authorizing the formation of regional refuse disposal districts. The Board
accepted the copies for further study.
