In past years, it was the policy of the Board to award a Club or Re license when one was available. However, a mottce sent by the Alcoholic Beverages Control Commission stated that the town was allowed the-following: Three (3) Retail Package Store,All Alcoholic licenses. Eighteen (IS) ~ll Alcoholic licenses, ~ said number incl.ndes Wine & licenses but excludes the Veterans' Club license (Vet's licenses nsea not ce court, em as one of the 18 lice~--~-~-~lowed.) The tabled applicaticn of Nangaret Legault (Naggte's Place) for'a Restaurant, All Alcoholic license to replace her present license, a Club, All Alcoholic, was discussed. The Club license is not the proper license she should have. According to George Nelson, Ex. Sec. of' the ABC, as related via the telephone to Selectman's Secretary, her license could be changed to a Restaurant, All Alcoholic instead of the Club, All Alcoholic license. Quote," 18 all~'alcoholic licenses, of any kind." Unquote. Chairman Kirk stated that he would like t-o have Mr. Nelson's statements, in writing,before a decision was made. In the meantime, Nr~. Alice N. Letarte, Secretary ~_~~~~lerk The.Board of Selectmen held their regular meeting on this date with Selectman Arthur P. Kirk and Chairman William A. Finneran present. Selectman William B. Dully, Jr. was absent. PHANEUF VIOIATION: Building ~nspector, Charles H. Foster, .advised the Boardlby. letter that the original letter sent by him to Mr. phaneuf regarding dismatled and Junked vehicles on his property was re- =urned to him by the post· office. However, Mr. Foster finall~ located Nr. Phaneuf's place of business in Niddleton and sent him copy of original letter to him. A meeting will take place at the location on.Berry Street on Monday, November 30, to discuss alleged violations. The .Board voted to request a report from the Building Inspector on.this matter by Monday, Dec. 7. LETT~ OF THANXS: Mrs. Nary C. Saunders, widow of the late Mr. Louis Saunders, express her thanks and.appreci- ~ation in a letter to the B card and others who were responsible for the placque and square of land that was dedicated to the late Mr. Samnders on Veteram;s Day. ~P~E:~CONTROL: Town Counsel reported by letter to the Beard that there were no rent control regulations in the town, If specifically authorized to do so by the 'State Legislature, a town may adopt a By-Law regulating rents. This was done for the town of Brooklinc by c. 8~3 of~ the Acts of 1970, but no special legislation has been enacted with reference to rent control in this LAWRENCE-NO~2H ANDOVER BOUNDAE~ LINE:' Mr~ Nicolosi, Lawrence City Engineer, stated in a letter to Town Counsel that he had b~en assured~by Gerald F. Clohecy, Engineer for the State Department of Public Works that' plans would be c6mpleted by November 20~ 1970 in time for filing with t he legislature before the December deadline. This was the fourth final date assumed by the Dept. of Public Works to Mr. Nicolosi. C~AUFORD-GURTIS COMPLAINT: Building Inspector, Charles Foster, Jr., advised the Board, by letter, that he had conferred with Atty. Elias, November 19, on the above-named complaint. Atty. Elias, at that time, said he would submit a supplementary decision to clarify, bis original letter on the matter tc the Building Inspector. Mr. Foster stated that he had sent Atty. ELias a letter requesting himto 'submit a new decision, in writing, that will settle this problem. The Board voted to acknowledge and thank the Building Inspector for his report and requested Mr. Foster to "diligently pursue" the problem and to submit a final report on Monday, November 30. STREET LIGHTS: The Board voted to request a street light survey on Essex St., near intersection of Boxford and Essex Street...requested by Mrs. Arthur Griglack, 32 EssexSt~ Also for the vicinity of 910 Johnson Street to 1000 Johnson Street, requested by Mr. Anthony Fragella, and others. A street light survey was received from the Nass. Electric Co. for street lighting, vicinity of Putnam Rd. The Board tabled ~ha survey for further study. A Survey received in August (31) for street lighting on Rt. 114, vicinity of Harold Parker Forest entrance and Berry St. was questioned by Nr. MoCullon, petitioner, as survey re- con~ended the removal of street lights to be replaced at that location. Mr. MoCullon stated that there were no existing street lights in that vicinity. The Board voted to request a corrected survey. Chief Lawlor was requested by the Board to submit a history of reported accidents at this location. 46 NOV mm 23, 197o (continued) GO SLOW-OHILDRE~ SIGN: The Board voted to refer to Chief Lawlor a request from Mr. Carroll Taylor for the installa- tion of tha above-named sign, vicinity of 910 Johnson St. and 1000 Johnson St. Mr. 0. Taylor's young boy had been hit by a car recently. JUNK CAR VIOLATION: The Board referred to Chief Lawlor and the Building Inspector a complaint from Mrs. Buchannan of 1 Lacy Street of an "eyesore" created by the presence of two Junk care parked on proper~y of Mr. Robert's home on Forest St. which was razed by fire last year. The Board requested a report for November 30, 1970. ALL NIGHT PA~KING BAN: The annual restriction of all hight parking will be in effect December 1, 1970, a~ 1201 A.N. To be advertised, November 28 and November 30 in the Eagle-Tribune. The ban will be for the months' of December, January, February and March accept in the case of an emergenc~'.... GAS EXCAVATIONS: Petitions to excavte on Winter St for installation of a gas service was approved by the Board. POLE LOCATION: A hearing was se% for December 7, 1970 for p01e and wire location on Turnpike Street, 7:30. SNOW RENOVAL TE~TION-~S. AVE.: letter from Jacob Berkover, District Highway Engineer, notified the Board that, as of Nov. 1970, the state department will no longer perform any snow removal operations on' Mass. Avenue. The Board voted to so notify the Highway Surveyor. A previous notice of this action was received by the Board on September 30, 1969, and the Highway Surveyor was so notified. (Maggie's Place) 1288 Osgood St. Common Victualer license renewals for ssme were granted. PROPANE GAS APPLICATION: A hearing was set for December 7, 1970, at 7:30 p.m. on the application to store 3-1000 4al. tanks of propane gas, abovegro,~ on Rt. ~1~, McLay Rd. from ~uburban Propane Gas ~orp. POLE PETITIONS: Approved by ths Board ~wo petitions...Joint pole relocation on Osgnod St., and removal of s~x poles on Osgood 'St. No hearing necessary. The Board voted to have a street lighting survey of the first pole on Nilk Street requested by Mrs. Frank Gu~rrera, 34 Milk Street. A request was made, also, for an estimate of street lighting expenses for the 1971 budget. DOG CC~PIAINT: The dog officer and ~hief Law,'or will be r~queste~$ .make a repor~ on a dog nuisance com- plaint made by Professor Herbert Meyer, 101 Sutto~M~. and Mrs. Arthur N. Pernokas, 80 Sutton Sutton Hill Road. They stated in their letters that they are afraid to walk in the street because of a dog owned by Mr. Accursio on Sutton Hil2 ~oad.
