A meeting was arranged for this date, at 9:00 A.M., in the Selectmen's Office by Congressman
Michael Harrington to discuss the alleged "tentative" agreement being reached by the State
Massachusetts and the United States Army concerning the disposition of the abandoned Missile
Site in North Andover. Mr. Marrington invited members of the U. S. Arm~, GOv. Sargent,
Commissioner Brownell or representatives of those offices. Selectmen's Secretary received
a telephone c-~;~ on Tuesday, at 5:10 P.M., after office hours for Mr. Kirk from Mr. Harring-
ton's Secretary notifying Mr. Kirk of the meeting the following Monday. A lette, of con-
firmation was received in the Selectmen's Office the following Friday addressed to Mr. Kirk.
Er. Finneran did not receive any notification. Mr. Kirk and Mr. Finneran were unable to
attend at such short notice. Mr. Dully was present, together with Congressman Harrington ,
his two secretaries, Colonel Bane and Commissioner Brownell. Several interested citizens
were present with the news media and television personnel.
Congressman spoke at length, answered questions, and his main point was that he saw no
why the State should pay for the restoration cf the missile site area when it was the
Government who had caused the demolition cf the site. Colonel Bane as much as assured that
Commissioner Brownell would be awarded the sun of $150,000. to restore said site. Mr. Dully
commented on the lack of communication between the government and the Board of Selectmen in
the past; the Selectmen were continually "kept in the dark" as to the Army's plans for the'
missile site construction and, after the project was abandoned, has had no indication what
the government planned to do to reconstruct and correct the damage to the site. It was
stated that the Selectmen should appoint an Advisory Committee to work with the State and
Government on the restoration plans of the site.
I~ORANDUI~ OF UNDERSTANDING: ..
The town's copy of State funds made available for maintenance of roads, specifically Foster
Johnson and Salem Streets was received by the Board.
TOWN C0~NSEL:
A copy of a letter sent to Mrs. Jobm Roberts re Town Meeting data from Town Co,~--~el was re-
Ceived by the Board.
CRAWFORD-CURTIS MATTER:
Atty. Clifford Elias, engaged by Town Counsel, sent copies of correspondence from his office
sent to the Building Inspector on the above-nemed matter. He stated that he acted as a
Special Town Counsel in this matter. However, he was not appointed to that position by the
'Board; he was e~plCyed and paid by Town Counsel to investigate and advise the Building
Inspector on the Crawford-Curtis problem. The Board voted to have the Building Inspector
report on the action he has taken on the problem as advised by Atty. Elias.
I~ASS. LEAGUE OF CITIES & TOWNS:
An invitation extended to the Selectmen's Secretary by the above-named to attend a computer
seminar was forwarded to Mark Henry, Chairman of the Capital Outlay Committee and to David
Roche, Town Accountant, for their attendance at the seminar.
TOWN YARD FENCE:
The Board voted to award the contract to install a town yard fence to Reliable Fence Co. of
North Shores, Inc., Peabody, l~ss. who was the lowest bidder. Letters to that effect will
go to M.J. Powers, Manager of ~elaible Fence GO. and to Mr. A1 McGregor, North Andover, %he
second bidder. A copy will be sent to the Highway Surveyor, N. Nicetta. ;
· SANTA CLAUS PARADE.REPORT: ,
William P. McEvoy, Chairman, submitted a report on the ann~s~ Santa Claus paradeI which con-
sisted of 8 bands and 30 floats. Despite the wet weather, there was a great turnout of:

c~.~.~ttee, the sponsor's and participants of the very, successful parade. Upon motion of Mr.
Duffy, Jr., the Board ~nanimously appointed Mr. Mc~voy, Chairman of the 1~71 Santa Claus
Parade. .~
TOWN ~]~ING CLOSING:
Town Clerk, Mr. Lyons, appeared before .the Board to request that the town building be closed
Saturday so the hall floors could be properly cleaned and waxed, professionally. TheBoard
agreed to the proposal subject to the wishes of the Department heads whose offices are open-,
ed on SAturday; the only offices opened on Saturday are the Town Clerk's, To~n Treasurer's.

LICENSING COMMISS_I~ONERS.
The Licensing Board approved and granted the renewal applications at hearings of the
Lynch's Restaurant, Inc. - Restaurant, All Alcoholic.
North Andover Country Club, Inc. - Club, Ail Alcoholic.
Common Victualer licenses for the above-named.
