Duffy, Jr. present. Selectman Kirk was absent due to illness. SNOW REMOVAL EMEROENCT~ECLARED BY THE BOARD OF SELECTMEN, SUNDAY, 1:00 A.M. Secretary sent a letter to Director of Accounts, Arthur MacKinnon, notifying him of the emergency and that the total amount expended would be forwarded to his department as soon as advised by the Highway Dept. .POLE L00ATION: The Board approved a pole location on Turnpike Street at a hearing held on this date. HONORARY APPOINTMENT: Chairman William A. Finneran received notice that he had been appointed an honorary member to the North Essex Council, Inc. Boy Scouts of America. They had high praise for Mr. Finneran in the announcing letter. TOWN REPOHT & BUDGET DEADLINES: The Board received the above-named schedules which are annually distributed at this time of the year. The Selec~men's Budgets are due in the Town Accountant's office by December 20 for the Advisory Bd. For the Town Report: Statistical or essay report, January 15, ~1971 and Financial report, January 21, 1971. GAS EXCAVATION': The approval of the Board w~,s given on a gas exca~tionpetition to repair a gas main on 330 Andover Street and Third Street, corner of Naple Avenue. STREET LIGHTS: The Board voted to have a street light survey made on 634 Salem Street, vicinity of Howard Coon's residence. Request of Mr. Coon who stated there had been lights until reconsmruction. A street light estimate for the 1971 budge~ was received by the Nass. Electric Co. The Board voted to send a letter to the Andover Town Nanager requesting the anount spent ip. that town for street lighting this year and to he advised if they had a set schedule or program re installation of s~reet lights. -~'-~?~-~ ~RO~s DRAW~: Selectman Duffy, Jr. drew,~he names of the following for the January 4 sitting, at Salem: William Bamford, Jr., 25 Thorndike Rd. a milk salesmand and Constance Byron, 7 Walker Rd. sail-employed. JUNK CARS: A report on the two Junk 'cars on property located on 141 Forest Street was received by the Board from Chief Lawlor. The owner has hadthe junk cars moved to the side of the prp. perty and they will be picked up by Mr. Redmond Houghton shortly. A copy of the report was sent Mrs. Buchannan who complained of the "eyesore." SOLID WASTE DISPOSAL COMMITTEE: . 1The three member B card of the above-ns~ed committee appeared before the Selectmen present to discuss the need for a Regional Refuse Disposal District. Mr. Scanlon, Mr.. King and Mr. Nicetta that the town will need this type of operation in about 7 years, .despite,~the new. landsite acquired for the town's disposal site. In preparation for the proposed_ .district, the.present committee will become a Regional Planning Committee. They requested the Board to sponsor an Article for the annual Town Warrant to raise or appropriate the sum of $1500. North Andover's share towards the expense of .the hiring of a planning consultant or engineer to formulate plans for said District. The Board agreed to do so. The Board also ..voted~ to send a letter to the Capital Outlay Committee Chairman, Mark Henry, ad.~rlsing said' Committee that, while no concrete plans have been made, to date, it is entirely possible that in the 'next six years there will be a need for capital expenditure by the town of North' AndoVer in connection with the solid waste disposal problem. Under C_hapter 748~ Acts of 196~, the ~ Noderator will appoint three citizens to serve on the town's Reg. Re:uee Disposal Planning Committei · NISSILE SITE: Selectman Dully, Jr. suggested a letter be ~ritten to Commissioner of Natural Resources,. Arthur W. Brownell, requesting a meeting with him and his staff, in Boston, ~o discuss the problems of the abandoned missile site ~o expedite the resolving of same. The Board suggested the dates of December 17 or 18 in the P.M. WARRANT OPENING: 'The Boardsvoted to open',.the Town Warrant for Articles to be included in the Annual ~Town Neeting Warrant. The warrant was opened am 7:35 P.M. this date, December 7; 1970 and will close on Saturday, January 9, 1971, at 12:00 noon. Notices of these dates were sent to all town department heads. INSECT & PEST CONTROL: The Board voted to forward a notice regarding the amount needed for insect and pest control for 1971 to the Leo Lafoud, Superintendent. of same. SNOW REMOVAL AID: The state Department of Public Works sent their annual notice that they would remove snow on Rt. 133, from Rt. 125 to Boxford in the town of North Andover. A copy of the notice was forwarded to the Highway Surveyor.
