HomeMy WebLinkAbout1971-01-04 Board of Selectmen MinutesThe Board held the~ regular meeting on this date with Selectmen Duffy, Jr. and Kirk present· Selectman F inneran was absent still due to illness. Selectman Duffy presided as Acting Chairman in Mr. Finneran's absence. TOWN P~PORTS: Annual town reports were received from Dr. Edward C. Bulger, Animal Inspector and James W. McDouald~ Chairman, North Andover Council For the Aging. Reports were forwarded to the Town Report Committee for inclusion in the annual Town Repc~t. CRAWFORD-CURTIS: Building Inspector, Charles H. Foster, Jr., sent copy of letter he sent to Crawford-Curtis com- pany which contained rulings said company had to abide by. Mr. Foster, after listing the allowed uses of their property, stated that, as long as they abided and conducted their bus- according to the rulings stated in the letter, and the police departmen enforces the "No Parking" law on the street, he felt that the complaints ~f the neighbors would cease. The Board accepted the report for filing and the matter was closed. FLATLEY DRAINAGE: Town Counsel replied to the Board's letter re the drainage easement required by the State on the Flatley apartment property. He stated that he had been in contact with the Flatley attorney who said that there is no present emergency in connection with the drainage problem and that he was in the process of preparing an easement from Nerrimack College to the Town. When com- pleted he will so advise Town Counsel who will proceed with the necessary processing of said ~ easement. INSURANCE~. R. C. Lafond, Insurance Committee Chairman, sent letter to the Board with recommendations of said Committee. It is urgent that the town take out Liability Insurance, Mr. Lafond's committee stated and pointed out a few incidents that could occur to sustantiate their reco- rm~endation .... collapse of a bleacher at an athletic field, the fall of a person on .Town Hall steps...possibility of a School Nurse improperly administering remedies toschocl children. Mr. ;~*ond also pointed out that the Town's Insurance carrier, Royal-Globe, stated that they felt it was necessary that the Town carry the recommended Comprehensive General Liability to support their writing the Railroad Protective Liability. Mr. Lafond stated that renewals of this policy may depend on whether the Town agrees to carry this Liability Insurance. The Board tabled the . matter for further study. REMOVAL ~ERGENCEY: The Board of Selectmen declared auSnow Removal Emergencey on January 1, 1971, at 11:00 A.M. S~;.~M STREET CHAPTER 90 RECONSTN;CTION: The Board received notice of the contract award for the above-named work which was given to N. Pandelena & Son, Inc., 240 Pleasant St., Methuen, Nass. who was the lowest bidder with bid of $81,970.$. The Board accepted the award, subJectto the approval of the Highway Sur- veyorl Mr. Nicetta gave his approval at a later date. The Board's copy of the contract for maintenance work on Salem, Foster and JOhnson Streets Was received from the Dept. of Public Works. NASS. AVENUE ACCEPTANCE: · A letter was received from J. Berkover, District Highway Engineer, requesting the Board to carry out the voSe of 1966 Town Meeting action that Nass. Avenue be accepted this year by the Board. Mr. Kirk~Knd~: Mr. Duffy, jr. voted to send a letter inviting a representative of the Public Works and the Highway Surveyor to attend their Selectmen's meeting on January 18, 1971. The letter stated that regardless of any objections from the Highway Surveyor, the acceptance of M~ssachusetts Avenue would be expedited on this date. RECREATION TRNCK: A letter from William NcEvoy, Director of the Recreation Council, stated that he had been told to remove their recreation truck from behind the town building to another parking .place by the town's Dept. of Public Works. The Board was of the opinion this matter could be . ' settled very easily and Selectmen Kirk was assigued the duty to contact the parties involved.
