HomeMy WebLinkAbout1971-03-01 Board of Selectmen MinutesMarch 1, 1971 OO~ The regular meeting of theBoard of Selectmen was held on this date with all members present; Arthur P. Kirk, William B. Duffy, Jr., and Chairman William A. Finneran presiding for the last time. This date marked the end of seventeen years of long and faithful service of Chairman Finneran who had announced some weeks before that he would not run for reelection due to personal committments. Mr. Finneran's wife and children, his parents and his brother and sister-in-law were all present at this, his last meeting. Alice M. Letarte, Secretary. MARCH 8, 1971. k~en all were assembled, Mr. Kirk made a motion to the Chairman that if it met with his approval, he would like to postpone ~the Agenda of the meeting until next Monday's meeting, March 8, for he had more important busi?.ess to attend to. Chairman Finneran nodded his agreement and Mr. Kirk proceeded with the presentation of a handsome plaque that had the year's of Mr. F inneran~'.s~service to the town inscribed in gold. Mr. Kirk thanked B ill on behalf of the Selectmen and the Town of North Andover for all the time and effort he had expended during the 17 years as a member of the Board, and wished him the best of health and happiness in the coming years. Several department heads and townspeople came into the office with their well-wishes to Bill who ~ms always well liked and known by everyone. His common sense, his knowledge of Town Administration and his wonderful sense of humor will be greatly missed. ~C ,~ !erk The regular meeting of the Board of Selectmen was held on this date ~ith members Arthur P. Guthrie to REORGANIZATION OF BOARD: Upon motions of the Board the following Board titles were voted: Board of Selectmen? LICENSING Commissioners: Chairman: Arthur P. Kirk Chairman: Wil!iamB. Duffy, Jr. Clerk: Joseph A. Guthrie Clerk: Joseph A. Guthrie fROR: ances J. Sergi, 41 Miflin Drive, was drawn for jury duty, Superior Court, Lawrence, for Sitting. GIRLSCOUT WEEK: Several Girl Scouts with their leaders were present at this Selectmen's meeting to witness the Proclamation of Girl Scout Week by Chairman Kirk. Pictures of the girls were ~aksn for the North AndOver Citizen paper. RESIGNATION -BD. OF APPEAIS: A letter from Donald J. Scott contained his resignation from the Zoning Board of Appeals; perso~ al Committments interferedwiththe time necessary for membership on the Board. The Selectmen voted to send a letter of acknowledgement with their thanks and appreciation for Mr. Scott's efforts on behalf of the town. PARKING BAN: Upon verbal approval of Chief Lawlor and Highway Surveyor, the Board voted to lift the winter's "No Parking" ban, subject to reimposementof the ban, without notice, i~ the event of a Spring snow storm. APPOINTNENT REQUESTS: Requests were received from Louis J. Kmiec, Jr. to be an Advisor to the Merrimack Valley al Planning District Commission and from Stephen G. Letarte, 39 Milton Street, for a Spare Work- er. Both requests were tabled until the proper appointment date arrived. The Board voted to set aside the March 29th meeting date for the annual appointments and others. JAYCEES: The No. Andover Jaycees sent a reminder to the Board of their participation in "Enow Your Town" day, March 28, at l0 A.M. ESSEX COUNTY ~JDGETS: Notice received on the Essex County Budget hearing from the County Commissioners. The Board voted to request three more copies of the 1971 county line budget; to acknowledge and thank Director Barry for the invitation to attend the hearing which they would make every effort to attend. PETE~S STREET-CHIEF LAWLOR: In reply to th~ Board's inquiry, Chief Lawlor stated in his letter that traffic lights had been requested many times at the intersection of Andover, Peters Street and Route 125. Engineer Paul LeBlanc of the State Department of Public Works has been requested to expedite ,this under the "Topics" program. Chief Lawlor also stated that before'~? he would recommena a one-way or dead end street he would like to see a survey of the intersection under the "Topics" (over)
