HomeMy WebLinkAbout1971-03-08 Board of Selectmen Minutes'~60 March 8, 1971 (continued) CHP. 90 - SALEM STREET: A copy of the contract for the reconstruction of Salem Street, Chapter 90 work was received and referred to the Town Accountant and Highway Surveyor. NEW HIGH SCHOOL: The Board was advised by the Emergency Finance Board that they had authorized the town of North Andover to borrow $6,900,000.00 to finance the new High School. STATE CENSUS FOR SINGLE REPRESENTATIVE DISTRICTS: The Secretary of the Commonwealth sent notice of legislation passed that required a State Census be taken in 1971, and every tenth :~lOth) year thereafter in the year ending in 1 (one). The Board officially designated John J. Lyons, Town Clerk, to be the Local Census Director for the Town of North Andover. Secretary John'X. Davoren was so advised. COVENANT: Jay Burke presented a covenant in regard to a Zoning Article (69) in the Town Warrant. The Board voted to refer the covenant to Town Counsel for his recommendations on same. They also voted to request the Planning Board's decision on hearing they conducted concerning said Article. SPECIAL SELECTMEN' S NEETING: Chairman Kirk requested the Secretary to pos~ a notice on the bulletin board stating the Board would hold a special Selectmen's meeting on Thursday, March 11, 1971, at 7:30 p.m. A discus- sion of Town Meeting Articles will take place. LICENBING COMMISSIONERS: An application for renewal of a Sunday license for C~berland Farms, Inc., 128 Main Street was approved by the Board. A letter from Building Inspector, Charles H. Foster, Jr., advised the Board that the taxi cab application of Donald Beveridge for 52 Harwood Street was in a residential area which prohibits any business license. The Board voted to deny said application and Mr. Beveridge will be so notified with a copy of Mr. Foster's letter enclosed. Permission was requested by the Holy Rosary Green Berets organization of Lawrence to hold tag days on April 23 and 24 to raise money for new uniforms. The Board voted permission, subJec~ Alice M. SPECIAL MEETING: The Board of.Selectmen convened for a Special Selectmen's meeting on this date with all mem- bers present, Selectman Joseph A. Guthrie, William B. Duffy, Jr. with Chairman Arthur P. Kirk presiding. LOCAL CENSUS DIRECTOR: Aththe request of the state Secretary of the Commonwealth, the Board officially designated John J. Lyons to be the local Census Director for the town of North Andover. The office of the Secretary was so notified. ARTICLE ~I - SPECIAL TOWN MEETING: Considerabl~ discussion on Article II took place at this meeting. Atty. Duffy stated that he did not agree with Town Counsel's ~,l~ng that the Article could be included in the Warrant; that it was a totally wrong, legal opinion. Mr. Kirk stated he did not approve of the decision for the Article was not properly presented by the Board. Selectman Guthrie agreed that She Board's primary concern ~as the' Article in question was not endorsed or included in the ~Special Town Warrant by the Selectmen. A statement was compiled by Mr. Duffy to be read when the Article came up at the Special Town Meeting. ARTICLE 69: The Board received the Planning Board's decision and recommendations relative to Article 69of the ann,~ Town Warrant. The Planning Board unanimously recommended Favorable Action, to consider the proposal on its merits, without a covenant. (Article 69 is a petition, submitted by Vincent J. NcAloon to amend the North Andover Zoning By-Law by changing from Country Res- identtal to Village Residential a parcel of land located between Sutton Street and Chadwick Street and divided by Surrey Drive. He wishes to build 12 "single family" homes. NE~ HIGH SCHOOL-RELOCATION OF WIRES: The Board of Selectmen convened at 7:55 P.M. to attend the School Building Committee meeting. The following is a resume of that meeting: On Thursday night, Narch 11, 1971, the Selectmen met with the School Building Committee and the representatives of the Mass. Electric Company. The Board unanimously accepted a plan entitled, "Relocation of 23 KV Lines" -2326B & 2375- a/c North Andover High School. This plan has been approved by the Public Works Dept., the High- way Dept. and the Tree Warden, subject to approval of Town Counsel. The cost of the relocatiam of wires will be borne by the MassaChusetts E~o~ri~cCompany. ~
