HomeMy WebLinkAbout1976-09-13 Board of Selectmen Minutes LAWP~CE- LAND-TAKING: · Letter from City Clerk of Lawrence advised the Board that the Assistant City Solicitor, ward J. Grimley, would meet.with the Selectmen on September 16, at 7:00 P.M. to dtsouss the purchase of town-owned land for new Lawrence High School. HIGHWAY SURVEYOR-N~ POSITION: Bud Cyr attended the Selectmen~s meeting to discuss an employee who has been maintaing all the ·Highway Dept. vehicles. Mr. Cyr wish to promote him to a Specialist category to enable the department to pay him the wages he deserved to earn. The employee had given Mr. Cyr notice that he would have to look for another Job with higher pay in order to exist. It would be called, "Heavy Equipment Specialist,. W-8 for the next 6 months~ Town Counsel stated that it would not have to go through Town Meeting action, a statement that the Selectmen questioned. Personnel Board stated to the contrary. No solution was arrived at,pending meeting of the Personnel Board on September 15. EVANS SU~VEY: Upon~report of the Administrative Assistant, the Selectmen voted to contract Charles E~ans to ma~.e a reclassification of Jobs. LEAGUE OF WOMEN VOTERS: Letter from League of Women Voters inviting Board to attend meeting~ Sept. 15~ 1976 re up- dating the North Andover Natural Resources Planning Program. MISSILE SITE: Brian Sullivan reported that Ge~orge Bliss, Dept. of Natural P~sources, had cslled him to advise that they would post the Missile Site area, prohibiting the firing of an~ guns and that the local police department would enforce the ban~ When wrltHen confirmation is re- ceived, a copy will be sent to J. CAPITAL BUDGE~ COMMITTEE: letter from F~bert Magg requesting listing of future needs for Capital Budget processing. LICENSING COMMISSIONERS: Approved: Application for auctioneer's license to Peter F. Stone, 435 Mass. Ave. Application received for m Clas~ II license from Andrew F. Cashman, on premises at 4 Nain Street. Hearing set for Sept. 27, at 8:15 P.M. To be advertised, abutters notified. Request from Patricia G. O'Connor, owner of all issued and outstanding stock of Clayton F. Strobel, Inc. She requested permission to pledge all of the stock in Clayton F. Strobel, Inc. to North Acceptance Corp., 23 Central Ave. Lynn, Mass. as security for a loan to the corporation. Tabled until Sept. 20, 1976. NcEvoy with Chairman Joseph A. Guthrie presiding. The warrant and minutes were approved as submitted. C 0N~JIT PETITION: Petition to install 50! of conduit across Boston Street from N.E.T.& T. Hearing set: 9/27/76 7:45 P.M. ' GAS ~XCAVATIONS: Approved: Two excavations on Concord St. and Coachman Lane to install gas services'. TENNIS COURT NIGHT LIGHTS: Two letters received from Charles J. Reese and Mr. & ~Ms. Herland requesting installation of lights at night at the new High School tennis courts to double the playing time in the mmmmr and fall. Copies of letters to be sent to Public E~s~ Ch., School Committee and Ch. of the Recreational Council. Letters to be sent to petitioners advising they had a right to submit and Article in the warrant for the next Town Meeting for the vote of 4he to,ms- people. Brian Sufalivan stated that there my be money from the State or Federal funds for the light installations. Funds are Federal but they are administered threught the State D. ept. of Natural Resources. Funding, if available, would be 50% of the cost. N.A. HISTOP~TCA~. CO~SSION: Letter from Louisa Eing, Secretary, of the above-named commission, advised Board of the new slate of officers: Chairman: David Knepper, Vice-Chairman, Anne Howes, Treasurer, Maria Ward, Secretary, Louisa M. King. The Board appoi2ted Martba Iawson, 440 Osgoed St.~ member of the Historical Commission to fill vacancy resultin~ f~om the resignation of Peter V. Rossiter. The commission was so advised.
