HomeMy WebLinkAbout1976-10-25 Board of Selectmen Minutes The Board of Selectmen held their regular meeting on this date with all members '~" present; Selectmen John F. ¢oady, Thomas J. McEvoy with Chairman Joseph A. Guthrie pre- siding. The warrant and minutes were approved as submitted. HEARING: The Selectmen' approved the petition of the N. w.. Tel. & Tel. Co. to install 30 feet of conduit on Pleasant Street. PUBLIC WOE~S ACT: Brian Sullivan stated that the town had 30 to 45 days to submit applications for Federal funds. A Special Town Meeting should be held to show EDA we are starting project. After discussion, it was decided to table decision on having a Special' Town Meeting until next meeting. Other Articles will be submitted, also. Application for Federal funds will be in the amount of $260,000. Brian to set up meeting with Advisory Bal., Selectmen and arch- itect on November 9 at 7 p.m. Request ~ be made for Middle School for Nov. 16 or 23. B~0OKSIDE FENCE: Letter' from District Highway Engineer explained to Board that fence has not been taken care of because a contract fora proposed Topics Job~.scheduled to be done in that area included the removal and resetting of said fence. MEPJ~NACK P~D. TRANSIT AUTHORITY: Notice of a special meeting of the above-named authority received..meeting to 'be held on Friday, Oct. 29, at 7 p.m. in Nethuen. Board voted to authorize Brian Sullivan to repro- sent the town in place of J. Coady who will be unable to attend. A letter to the author- ity will be written to that effect. SAFETY MEETING: A Safety meeting wLll be called on Friday, OctOber 29, at 7:30 a.m. in the new garage to alert employees on hazards of Jobs, FENCE: Attention to a broken fence in the town yard that allows small childea to wander in to the old garage buildings wes brought up. Mr. McEvoy stated that he will instruct the Ceta Workers to repair and stabilize the fence for the time being. BLUE C~0SS-BLUE SHIELD: The matter of who is eligible for inclueicn in the town's B.O.-B.S. program was discussed. Briaa advised that other communities had a policy that members had to work a min/zmm of 20 Or 30 hours a week and be permanent employees. Brian submitted a list of part-time permanent workers who are presently included in the group insurance plan at an approximate cost to the town of $6,000. per year. He recommended a policy that a person be a perman- ent employee working at least 30 hours per week. At the present time, Town Treasurer has no policy to go.by. Mr. McEvoy stated that a policy should be drawn up at once. Mr. Coady 'stated that a "grandfather,, clause be in policy whereby present part-time employees could make arrmmgements to Join another program and that the matter he tabled for two weeks to enable further study on a proper policy. Mr. McEvoy disagreed but it wes so voted. LOCAL 64 RECIASSIFICATION: Mr. Sulliva~ reported on meeting last Friday with the employees amd stated that W. O'Connell from 'Evans Associates and he explained to the employees what process weuld he used to do. the Study. A questionaire was passed out to the men which they will return in 'a Week. Study should be completed in approximately S weeks. UNEqV. OYMENT INSURANCE: Nr. Sullivan reported on the ~bove-named bill, passed by Congress and President expected to sign it, which calls for mandatory coverage of local employees under the unemployment compensation insurance: The bill increases the maximum taxable wege p.er employee from $4200 to 6000 per year, increases the total mximum to be assessed per employer from 3.5 and nc reimbursement of administrative costs to governmental bodies. ~gO~NtS COMPENSATION: CETA Costs incurred to provide coverage is supposed te be reimbursed BY CETA. To date, no reimbursements have been received by the town. Mr. Lafond and Hr. Sullivan have discussed the possibility of having a completely separate policy for CETA employees so they will not affect our experience record, raising our costs. HIGHWAY SU RVE~0R: Letter from the V.F.W. advised the Board that they would have to withdraw their agreement to let H.S. install drainage from Park Street, through their parking lot, to Pleasant St. if it was not done very soon. They plan to hot top parking lot before cold weather sets in. Mr. Cyr stated that he could install the above-named drainage to Pleasant Street and perhaps through Town Meeting obtain an easement to go down Le~/ngton Ave., etc. The Selectmen motioned to support Mr. Oyr in this plan and instructed Mr. Oyr to draw up an Article to get necessary easement for rest of installation.
