McEvoy with Chairman Joseph A. Guthrie presiding. The minutes and warrant were approved as submitted. David Law, 440 Winter St. was drawn for Jury Duty, at Lawrence, for January 3, 1977 ~itting. Francis N. Laulor, Jr., 40 Belmont St. and John R. Daly, 1%3 Chadwick St. were dra~n for Jury duty, at Salem, for January 3, 1977 Sitting. Grace V. Limifors, 14 NaBlin Ave., was dra~n for Jury duty for January 10, 1977, at Salem. BD. OF ~PEAZS v. H0~S~G APPEA~S C.O~'A'~'EE A~D .OTHERS: Severa~ raside~ts appeared again before the Board requesting the Selectmen vote to take Housing Appeals decision to the S~rpreme Court. A ~ Denahue suggested an Article be inserted in town meeting warrant to cover cost of Appeal. She added the cost of the appeal would be minimal compared to ~hat low cost housing inst~l-tion ~uld cost the to~n in schools, etc. Others 'said the action was to protect the citizens of the town. Mr. Gnthrie stated that the chances were eli~ of having the decision overruled. Selectmen have until December 2~th to appeal to the Supreme Court. Nr. Coady stated that ~e have gone through the emotio~ aspect of this matter. The T ~wa has carried the cudg&of a few people contrary to nt~rous other people in town.We have Been critized as .a result of our efforts. If those people who are so vehemently opposed to the lo~ housing plan, they are perfectly free to carry this appeal forward as iudi.viduals and taxpayers. Mr. MeEvoy said · that ~-*t week he had requested for mere t'~e before the decision ~as made ~hsther or not~ to appeal to the Supreme Court. During the last week he had conferred with several lewyers ~ho had advise~ him that there is no chance in the wnrld to win over the Housing Appeals decision. Town 0~m~el also states there is a very slim chalice for Tobin's victory. ~r. Guthrie, afte~ several others voiced their op~on, asked if there was a motion to' appeal to the Supreme Court. No motion was made, therefore, the Board ~ not' go any further or take any action to appeal. CONSERVATION COt~SION: Pat ~mBly appeared before the Board stating th~ had received funding requested By the State, contract to be signed by C~man C~thrie. Board asked Pat to have Conservatio~ C~..,~ssion state their reco~endstions, in writing, on the Regiozsl Resource Recovery Proposal. She agreed. The Selectmen advised h~m that .~hey did not have any Jurisdiction over paring tickets and could not help him. They advised him to park in the driveway. SOv.T~ WASTE: Brian Sullivan repo'x~ed that he and Bud Cyr and Joe D~'Angelo had insp~'ed the area along the Merx~m~ck River from R~. 12% Access Rd. to the ~-~t]1 site. From what they saw, it would be possible to hnild an access road along the River to the proposed site for the Resource Recovery Facility. Brian will he meet~_~ Mr. Cousins to review the town's proposal. Brian suggested that at some time iz the next two weeks a meeting with ail the other Boards, Committees, Dept. Hea~s should be scheduled re the town's proposal. FIRE CONTRACT: Centract ~ be retyped this week ~ich ~ include a'{'{ the items discussed at the last meeting with the Union.
