GIRL SCOUTS:
The Board voted to grant permission to Girl Scout Troop 39, under the direction of Mrs. Philip
J. Haggerty, 334 Osgood Street, No. Andover, to sell flags ou Memorial Day and 4th of J,~ly.
A letter was sent to Mrs. Haggerty, a copy to Chief l~?.~!or.
GR. LA%*f{ENCE SANITARY DISTRICT:
A notice was sent to the Board on a public hearin~ scheduled for Nay [~ at 7:30 P.M. at the
Tenney High School, Methuen, on the proposed Rules and Regulation~ of the District, a copy
of which was enclosed. The Board voted to request John Finneran, representative .for the
to~m, to advise them on any pertinent decision that are determined at this hearing. ~he
Board of Public Works was also given a copy of the notice. Mr. Duffy, Sr. stated that they
would be present at the hearing.
SOLID WASTE DISPOSAL:
Notice of a seminar on solid ~aste disposal and dumps was received by the Board. They voted
to have Secretary contact the 3-member Board requesting they attend this important seminar.
F. William Wing and Edward J. Scanlon indicated they would attend the May 12 Seminar at
Framingham Motor Inn; Mr. Nicholas Nicetta was undecided. The registration form and fee
was sent, on behalf of Mr. Wing and Mr. Scanlon, to the Dept. of Public k~orks by the required
date of ¥~y 3.
FLUORIDATION:
The Boar8 received a letter from Howawd M. Thomson protestipg the ,ddition cf fluoridation in
the town's ?mter supply. It ~ms placed onfile for their information.
NF~CK VALLEY PLANNING COMMISSION:
The Board received, from John J. Mouteiro, Chairman of the above-named Commission, a press
notice thzt the overall planning effort of the Commission had been certified by the Department
of Housing aud Urbau Development (H::d) as meeting the current areawide planning re~:iremeuts
of the Department. This enables eleven (11) member communities eligible to apply for Hud
water and sewer facilities and open space land programs. Periodic reviews and the sati
of additional re~dremeuts in order to maintain com~mity eligibility for the ~wo Hud programs
is required. Communities seeking water or sewer facilities grants, such as Andover's ~
million dollar request for its new %mter treatment plant, are covered until October l, 1971.
Open Space grant programs: in the other hand, are covered until &~y 1, 1971. Copy of this
press release was forwarded to the P~bltck~orks Dep~rtmen~.

A copy of a letter containing the resign~tion of Joseph A. Gnthrie: recently-elected Selectman
from the School Cc.~-dttee, effective May 7, 197~-~ was received by theU~Board. Chairman Kirk
was designated to contact Town Counsel and~ upon his recommendation, set a meeting bet~..~een the
selectmen and the~School Committee, tentively scheduled for .~y 10 in the Se!ec~men's Office,
~to appoin~t a School Com~&ttee member to fill the vacancy created by Mr. Guthrie's resignation.

The Board received notice of the appointment of F. William King, Edward J. Scanlon
Nicetta to the 3~man Committee called the Regional Refuse Disposal Planning Committee.
GR. LAWRENCE COI~UNITY ACTION COUNCIL:
Atty. George A. Stella, k~peared before the Board to substaniate the reques~ in a letter sent
to the Board to appoint Joseph Morkeski as a member of the above-named Committee. Re had high
praise for Mr. Morkeski's work, to~ether ~.*ith the work of John ¥onteiro and Robe~rt G~ill.
Mr. Guptill has resigned,bMr. Monteiro is a representative of the Board of ~~on the
Committee and a member to represent the to~.en is needed. The Board tabled said appointment
until a full Board was present at the next meeting.
Conservation Commission:
Tom Bro~.dhead, Chairman of the Conservation Commission, presented tbs Board with a li.~t of the

DICARL0 CONPLAINT:
Building Inspector, Charles H. Foster, Jr., sent a letter re the DiCarlo complaint concerning
a pile of gravel at the rear of homes on Commonwealth Avenue. Mr. Foster stated that the pile
of gravel had been removed and that Mr. Barton of Barron Oil had agreed to level off the fill
he had accumulated for his land as soon as possible. A copy of Mr. Foster's letter was voted
to be sent to ~rs. DiCarlo.
ARTICLE:
The Board received an article for the next Special Town Meeting when held.

MISSILE SITE:
Representative James J. Hurrell appeared before the Board aud stated that, on this day, Judge
Andrew Caffrey had ordered $150,000.00 payment for land damage at the Missile Site. Mr.
Hurrell stated that the State would hire a designer for a recreation area that could be used
both summer and ~nter. Chairman Nirk stated that the Board was substantially in agreement
· ~ith the proceedtugs. He also stated that Selectman ~m. B. Duffy, Jr. had been designated to
be conceruedwith said Missile Site and that he appreciated Er. Hurrell's interest in the site
and advised hime to contact Mr. Duffy concerning all matters pertaining to the site, esp$cially
in the matter of the missile site road. North Andover must have right of entry, from surround-
lng properties.
EMI~IE~ DOMAINBILL:
Mr. Hurrell also advised the Board of a House Bill that is up for vote...it was primarily to
prevent the City of Lawrence to take any land needed for the airportfrom North Andoverby
eminent domain. The Board voted to send a letter indicating~that they were very much in favor
of said Bill. Mr. Hurrell agreed to send the House Bill numbe~ to theSecretary.
LICENSING CONMISSIO~ERS:
The Board received notice of change of name of George's Package Store of North Andover, Inc.
to Den Rock Li~xor M~rt, Inc. The Board confirmed the change and approved same.
The Boardfiled an application received for a Restaurant, All Alcoholic license from Placido
Pappalardo on premises at 100-102 Sutton Street. Other applications are also on file.
The Board received a request from Med-X Corporation, T~npika and Peters Street, for reconsid-
eration of the Board's denial of their application for a "Sunday" license. The matter was
referred to Town Counsel for his advice and comment.
INACCURACY OF REPORTING:
P. Kirk scvercly rcprirmndcd the Tribune· P~porter, ~Ron~F~Farland, ~for-~inac-
curate reporting in two different reports on the land-taking negotiations. Mr. Kirk dictated
a statement to the Reporter and the Board's Secre~au~'negating the original article and re-
qnested it be published. It is as follows:
"I have talked with Attorney Arnold H. Salisbury in regard to the article published in the
Saturday night, April 24th edition of the Tribune. I ~ave not talked with him in regard to
the article in tonight's paper.
I have had numerous telephone cal~s, some of them coming from the School Building Committee,
all who obJecta~to the inaccuracy of the facts as reported in the paper, particularlyin
'~regard ~o the Saturday night release. Some of~the same facts were repeated in the Mondaynight
release.
The articles, as reported, have jeopardized our position to negotiate on several of the parcels
involved in the land of the new High School. Some of the negotiations have been concluded, the
results of which have not been released for one reason, particularly, to avoid Jeopardizing
negotiations on parcels that are l~ft. ~
At the present time, I know of no possible problems, especially regarding the Village Land Cra,
which is mentioned in the 'Saturday and Monday releases. To my knowledge, the reporting in
regard to the Village Land Company is inaccurate.
In regard to the "Howe" parcel, I do no~ understand where the reference to the Howe parcel
came from. The agreemen~ for this parcel was an agreement that we came to some months ago.
Tomy knowledge there never was an "estate" involved. It is my firm belief that a retrac-
mion is in order for the inaccurate facts that have been presented.
Once again I have ~o state that these two Tribune releases have severely jeopardized our
negotiating position on the remainder of these parcels. As Chief negotiator on all of the
parcels except the Village Land Company parcel, I feel strongly aboutthis subject matter.
Because of a possible "Conflict of Interest" I have withdrawn from the negotiations concern-
ing the Village ~and Compar~ parcel.
The above-stated protest hasbeen submitted by me, individually, as.the Chairman of the
Board of Selectmen."
