Dully, Jr., Esq. with Chairman Arthur P. Kirk presiding. The minutes and warrant were apprcved as smbmitted. SC~O~L ¢O~ITTEE APPOINTNENT: Nembers of the School Co~ttee, Mr. Trombly, Nal~w~er, Rilluer and NcEvoy convened with the ~ers of the Board of Selectmen to elect a School Committee member to fill vacancy created by the resignation of Joseph A. Guthrie who was elected to the Board of Selectmon in March, 1971. Mr. :Trombly. made a motion that the election should be made by ballot which was seconded. Nr. Kirk further added that it would be an Australian ~11ot. Mr; Trembly stated that m~__mhere of the appointing committee should sign their ~ to their ~ote...it was so moved and agreed. Mr. Trombly requested the presence of. the Town.Clerk to distribute and count the ballote..it was so moved and agreed. Before the ballots were distributed, Mr. Kirk made a motion that' all applicants be considered as nominees. It was seconded and agreed. The ~ote and counted by the Town Clerk as follows: Er. Perkins -. William B. Duffy, Jr. Nfs. Baldwin - l~icherd Nillner, Atty. Chas. Trombly, Thomas McEvoy, Richard Hal+~ er. Mr. Pangione - Arthur P. Kirk Blank ~- - Joseph A. Guthrie. Mrs. Richard 'Baldwin was elected to the School Committee. Mr. Kirk made a motion that the ~appointnent'.be made uns~.~ue, ami it was 'so voted. Atty. Trombly stated that he would notify Mrs, Dald~lx~. her appoin+.ment. TREE RE~0VAL HEARING: The Board of Selectmen apprcved the re,~val of a tree for the iust-~-tion of a driveway for Renry Fary, 32 Ashland Street. · GAS. NO PA~i~,~G,- FOUNTAi~ D~VE: The Board approved the recommendations of Chief Lawlor that cars could not park, on the left siS' of--.F0un_tain 'Driv~e,. between' East Water Street and Davis Street. Stewart Wilson, Executive Dir- ector of. the North Andover Reue~ng Authority, had requested same due tO congestion caused by dc~ble1!~king on the I~OW street. NEDIAN OPENINGS-I~. ~ ~ ~!: Reco~engations in a Iett~r from Chief Lawlor re the closing of the median openings on Rt. 11~ frcm'Wilson'e Corner to Rt. 12~ were approved by the Board; The Selectmen .voted to send to' J~ob Berk~ver, District Richway Engineer, advising of their approval. The Police-Ohief also recommended that a barrier be ins+~ ~ ed to prchibit pedestrian crossing in the same area. DOG CONPIAINT: S+~,~ey Buturlia, Dog Officer, submitted a letter reporting his investigation of'a dog nuisance complaint from Do~d Dane, 46 Francis Street.' He stated that dogs have been littering his preper~y with papers and garbage taken from trash barrels and digging holes in his lawn. Mr. Buturlia reported that there were no rules and regulations concerning pets at the Veterans PrcJect;. He stated that people at the Veterans Project create these problems by using improper containers for' their trash and garbage disposal; that owners of dogs are responsible for all damages done to other people~ properties. The Board voted ~o table decision in the matter they received a reply to their letter to Thomas Foulda, Chairman of the Reusing Auth_~rity.
