Guthrie and Chairman Arthur P. Kirk. Selectmen Duffy was absent on va- ca%ton. The minutes and warrant were approved as submitted. Selectman Guthrie interrupted his vaction to attend the meeting. The Board approved a petition of Mass. Electric Co. and New England Tel. & Tel. ¢o. for lo- cation of one pole on Sutton. Street.. NISSILE SITE MEETING: A meeting With a member of the Department of Natural Resources, Gordon Bliss, resulted in few concluding facts pertaining to the so-called missile site. He advised the Board that the water hole would eventually be filled in...they had started the project, but machinery had broken down; that the department was going' to contract the WOrk to complete, it. To date, the promised funds from the Federal Coverr~ent had not been received which, of course, was impeding any progress on the planned Recreation area. Mr. Bliss stated that the Army had settled with the land owners by reverting the land they had ~aksn back to the owners. Nr. Kirk stated that the status of the road was important; that he was concerned about the aCcess road to Salem Street. The meeting was concluded after further discussion with the request of Mr. Kirk that the Department of Natural ~sources keep them informed of any new developments...that Mr. Bliss could reach Atty. Duffy at his Boston Office when anything important developed that the Board should know about. NOTICE OF INTENT: A Notice of Intent, sent by John J. Willis, Attorney for George H. Fart, indicated that he wanted to fill in land on his property off Salem Street, enlarge the pond to control Boston Brook as it goes through his land. The Board set a hearing for 8:00 P.M., July 26, 1971. Said hearing was advertised, 13 abutters notified as well as John J. Wt]~is ,George H.' Farr Conservation Commission, Board of Real'~h, Planning Board, Dept. of Natural Resources and Mass. Dept. of Public Works. JANES ADAN'S COMPLAINT: Nr. Adam, 244 Salem Street, appeared before the Board and stated that the town had not completed-~he work due him on his property. Chairman Kirk instructed Secretary to look up terms of the agreement arrived at on December 22, 1969, and to send copy to Mr. ~m$ Tc also check with the Highway Surveyor and Tree Warden whether work had been completed or' not. GAS EXCAVATIONS: The Board approved two petitions to excavate for gas services on Andover Street, I3~ Reacon- hill Blvd.., 647 Waverly Rd. and 1~ Narkawty Ri. Selectmen Joseph 'A. Guthrie requested asurvey be made for a street l~ht on pole 5137 located on Martin Avenue. The Board so moved. ,~Uk PAREING E~STRIOTIONS - MAIN & PAE~F~R STS.: A.'letter from Chief Lawlor submitted reco~endations for No Parking signs to be installed~on the westerly side of Main Street, from Main St. to Parker St. Aisc, No Parhing restriction on Both' sides of Par~ Street, from Chickering Read to Main Street. 'Several young adu2ts appeared before the Board to protest the no perking restriction, stated that they were care- ~ful to keep the place clean, that they had no other place to convene. Selectman Guthrie stated that they were not being denied being present on the triangle but 'they could not park their care there. Residents opposite triangle had to park their cars there in the winter to get them ~ff the street during the No Parking Ban and visitors to the homes .had-to have a place to park. Selectman Guthrie rode a motion that Chief Lawlor's recommendations he put into .'ef~eot and Chairman Kirk seconded the motion. TRAFFIC, Chief's RECONNE~DXTIONS, E~. 12~, CBIGKEBING ~D.: · At a Sp~cia2 Maeting on July 2, attended By Selectman Guthrie, Chaiman Kirk, Joseph DiAngelo, Highway Surveyor, Chief Joseph Lawlor, Michael R. Giaz~m~so, resident of Village Chickering Rd;, Representative James P. Hurrell, and Senator James J. Rnark, the following recommendations were submitted by Chief Iawlor as a result of two serious accidents and many nsar-accidents on Chicksring Noad, Rt. 12~: 1. Reduce traffic speed to ma~[m~ of 3~ m.p.h, from Turnpike Street(Rt, llJ~) along Andover Street to Chickering Boad to Osgood Street to Sutton Street. 2. No Passing from Andover Street on~'¢hickering Boad to Dufton Court. 3- Request ~affic lights: Peters Street and Chickering Read-Ohickeri~gRoad and Vil~ :e Green Apte.-Prescott Street and Ohickering Road. ';- ' 4. Sidewalks on Ohicke~ing Road from Village Green to Nain Street and Chickering Road, Ple~asant Street to Sutton Street. The Board voted to send the recommendations to the DPW District Highway w.~gineer in Danvers, Jacob Rerkover, specifically c~ng his attention to reco~r~endations No. 1 and 2 which the Board requested be accomplished immediately. OFFICE MEMO: At the July 2 meeting, Senator Rurak and ~epresentative Hurrell requested that they be sent copies of ~1 correspondence referring to State activities. Berkover, District Hishway Engineer, answered the Board's inquiry regarding Stop signs and traffic~ control signals on Massachusetts Avenue. It stated that in order to incorporate ~be Stop signs, the Town must adopt an amendment to its Rules and Orders. Upon receipt of three copies of that amendment to the Rules and Orders of the Town of North the DPW will issue permits to the Town covering the Stop Sign locations .: The Board voted to refer the letter to Chief Lawlor for his comments and reco~endations to be submitted before the next meeting on July 26. POLICE SALARY SUR~EY: T.wr.~L ADVISOR: A copy of a police salary survey was received from Andover Town Manager and referred to Chief Lawlor. The Board also received a copy of a Mail-Gram to Andover Town Manager re the Police Legal Advisor, which was self-explanatory. The matter was tabled until July 26th. E.D.A. APPOINTmeNTS: A letter from E~verhill Mayor, james F. Waldron, indicated that two members must be from each Town and City participating in the EDA program to form the Area Economic Develop- ment Committee. The appointees should have a knowledge of the economic development plans of North Andover. The two-man Board referred the matter to Chairman Kirk. MASS. BAY TRANSPO~ATION AUTHORITY: A letter from the MBTA to the Board requested the action of the Town in regard to renewing a contract for continued train commuter service between North Andover and Boston. The Board · voted to send a copy of the vote taken at Town Meeting in March, 1971, authorizing the Board to renew said contract. CABLE TV: A letter from Town Counsel requested copies of correspondense in our files on cable TV applications in the past. The Board so voted to have Secretary do so. NOTICES RECEIVED: Insurance memo to be distributed to all departments. Chapter 90 Assignment funds for maintenance of North A~dover roads. Copy of letters to various departments from E. Cahill, Chairman, Advisory Bal. Copy of letter to Town Accountant re plumbing fixture records from Peter Garofoli. Dept. of Public Utility public hearing on Western E~ctric rates~.Guthrie may attend, Ucc School minutes. LICENSING CONN~SSIONEBS: Joseph Guthrte, presiding in theabsenoe of W. Duffy, Jr. Application' received for transfer of .the Restaurant, All Alcoholic license from Lynch's Rest. Inc., John Lynch, Mgr. to Lucille's' 125, Inc., Lucille Fiorenza, Mgr. 80 Chickerlng P~.(same location) was set up for a hearing onJuly 26, 1971, at 8:00 p.m. To be advertised, and sent to John Lynch, Lucille Fiorensa. A list of the officers of the new corporation were to Chief Lawlor for character references, to be submitted for the July 26th 'hearing. AuTOMATIc RENN~AL OF LICE~ES: A new and less-involved method of renewal of liquor licenses who are at the same location and the same ownership was received by the ABC. The applicant only has to sign a renewal affida-. vit which will be sent to the ABC. The Board voted that the proper action be taken at the ~ppropriate time. ~A'IN~ - J~LY 16, 1971: A special meeting was held in Town Counsel's office on this date. Present were Ettormey Thomas of Sullivan & Worcester, Atty. Salisbury, Town Com,~,el and Selectmen Arthur P. Kirk and Joseph A. Guthrie. · As a result of this meeting, the Board of Selectmen, by a ~majority vote, appointed the firm of Sullivan & Worcester as Special Counsel to pursue the subject matter of Article 9 in the Special Town Maeting Warrant held on June 22, 11971. A letter voted to be sent to Sullivan & Worcester, Attention of Atty. Thomas, stated the Board partic- ularly wished to instruct the firm to make a preliminary investigation~ but to refrain from entering an ~act,,~ tahing unless so informed by the North Andover Board of Selectmen. Copies of the letter were sent to Atty. Salisbury and John J. Willis, ChA.+~m~u of the Bd. of Public Works. YOUTH COMMISSION: JULY 12, 1971 NEE~ING: Michael Thompson appeared briefly before the Board with the result th~he and a Youth Coa- sultant will meet ~th the Board on July 26 to discuss a proposed Youth Commission for North Andover. BLUE CROSS-BLUE SHIELD MEETING: ~ /- " - · - A Special Notice memo was sent to the Board of Selectmen, John l~cCabe, Blue Cross-Blue Shield Representative, Ted McAloon, Town Employee representative and the Town Employees Insurance Benefit Committee...John Lanni, Stewart Wilson, Albert Goebel, Jr., James Maker, and P~ger lawson. The memo was a reminder of an important meeting to be held on Tuesday, Aug~mt 3, 1971 at 8:00 P.M. in the Sclectmen's Office, Town Building.
