HomeMy WebLinkAbout1971-08-09 Board of Selectmen Minutes Thc Board of Selectmen held their regular meeting on this date with all members present: Selectmen Joseph A. Outhrie, William B. Dully, Jr. and Chairman Arthur P. Kirk presiding. The and warrant were approved as submitted. REQUEST-JOHNSON ST. John Salzetta and residents of Johnson Street requested the re-p&inting 'of the yellow traffic lines on Johnson Street. The Board referred t~e request to Chief Lawlor for expediting. PAILROAD CROSSING SIGNS: the Board was advised by letter from the MBTA that warning signs for the railroad crossings on Main and Sutton Streets could be purchased at the B. & M. Billerica Shop at the cost of each, F.O.B. The Board voted to send letter to Chief Lawlor inquiring advice on what of sign should be purchased. BOND ISSUE: N~N HIGH SCHOOL: The Board of Selectmen voted approval for the Town Trsasurer, James J. Maker, to issue bonds for Article l-A, in the amount of $300,000.00 and Article 2, in the amount of $6,500,000.00 ' which were passed at the Special Town Meeting held on June 15, 19fD. CO~TER SERVICE: The Board received a letter re continued commuter train service between North Andover 'and Boston. The Board voted to table the matter until the NBTA sent further clarification on the matter. The Board previously sent a letter enclosing the attested vote of the annual Town Meeting confirming the town's wish to continue the present co~m~m~er service. MASS. AVE. ACCEPTANCE: At the request of the Board, Town Counsel perused the formal acceptance of Nass. Avenue sent by the state Dept. of Public Works. Nttorney Salisbury reported that the notice was in order and that Town Clerk, John Lyons, could sign the necessary forms to conclude the matter. LAND TAKING-~ HIGH SCHOOL: Town Counsel advised the Board on the processing of the new Nigh School land takings. Board stated they would act according to the advice of Town Counsel. The GAS EXCAVATIONS: Two petitions to excavate to install gas services on Salem Stroet and Mass. Avenue was approved by the Board. BLUE CROSS-BLUE SHIELD: A letter from John McCabe, Blue Cross representative, was placed on file. Chairman Kirk stated that the Town Committee on a better program were meeting in the near future to resolve the matter. BERRY ST.-RT. ~ Traffic Sign: A letter from Jacob Berkover, District Highway Engineer, advised the Board that their request for a Stop sign at the intersection of Berry Street and Rt. 114 would be installed as soon as 'the work load allowed. The Board voted to refer the letter to Chief Lawlor requesting he ad- vise them as soon as the sign was installed. 0~. 90 - S./IT.k'~ ST[~.EET CONTRACT: ...... . ....... . _. The contract for the Salem Street, Chapter 90 reconstruction was received by the Board and re- ferred to the Town Accountant for-', ls files. LAND COUP2: A notice from Land Court was referred to the Highway Surveyor for kis information. Certificate of Incorporation: An affirmative character reference for a member of the New England Methaphisical Club was re- ceived by the Board from Chief Lawlor. PUBLIC SERVICE EMPlOYmeNT BILL: Letters from Congressman Michael J. Harrington on the above-captioned matter were received by the Board. The Board voted to have Chairman Kirk to reply and advise Mr. Harrington that the Board, at this time, had not come to any conclusion in which way the town should proceed but 'to keep the Board informed on the subject matter. TOWN FIRE INSURANCE: A letter from Richard Lafond enclosed corrective measures to be taken in various town buildings requested by .the Fitchburg Mutual Fire Insurance Company who insures the town. The corrections must be made mn sixty (60) days. Letters were sent to Peter Garofoli, Sup't. of Schools, Prin- of Kittredge, Franklin and the Nigh School. Letters were also sent to John Lyons, Town Bldg. custodian, the Tree and Public Works Dept. to correct faulty installations. ' POLICE SERGEANT PROMOTION: Civil Service sent letter requesting data on applicants for promotion to the Police Sergeant position. The Board referred the request to Chief Lawlor requesting his recommendations onthe subject matter. Department of Co,unity Affairs notice. Brochure from Bentley College. Voc School Minutes. LICENSING COE~ISSIONERS: John J. Shields submitted applications for a Club, All Alcoholic and Common Victualer licenSe for premises located at 100-102 Sutton Street. The Board set a hearing on the subject matter for August 23, 1971, at 7:30 P.M. The hearing will .be advertised, abutters notified and Chief Lawlor requested to submit character references on the officers of the corporation, Shields Inc. T~ie Alcoholic Beverages Control Commission senttwo notices: One an amendment which allows women to enter and consume alcoholic beverages in TavernS;previously, only men were allowed. Rules and procedure for new or transfer of licenses concerned the second notice. Permission was granted to Arthur Kent to conduct a "Barn Sale" on August 17-18 at 850 Johnson Street. The minutes and warrant were approved as submitted. JURORS: Drawn for~the September 13 Sitting, at Salem were Charlotte Kort, 14 Brewster St. and John J. Lawlor, 116 Mass.' Avenue. Drawn for the September 17 sitting, at Lawrence was Daniel L. Noyn- ihan, 9 YzY Street.' DELINQUENCY PREVENTION PROGRAM:' The proposal drawn up by the Sub-Com=~.ttee, headed by Selectman Guthrie, was approved by the Board.' Letters of endorsement were received from the Supt. of Schools and Chief of Police. The Board 'voted to authorize the Sub-Committee, thru Mr. Guthrie, to present the Delinquency . Prevention Program to the State. Mr. Guthrie advised the Board that he wouldlike two High School students appointed to the committee. Selectman Kirk authorized the requested appoint- ments. Michael Thompson, a member of the Sub-Committee, who is leaving for college in Washing. ton, will continue his activity as a member of the Sub-Committee, in Congressman Ha~-~£ngton'-- office. The Board. voted to send a letter to Congressman Harrington confirming Mr. 'Thompson's position and interest in the Youth Commission of North Andover. Copies of the program were sent to Senator Rurak and Representative .Hurrell, also. POLE LOCATION: The Board approved a. joint pole location on Great Pond Rd. and Andover Street. No hearing necessal~'. PEDESTRIAN CONTROL AMENDNENTS: Required Pedestrian Control Amendments were submitted and signed by Selectmen Guthrie and At the date of this writing, Chairman Kirk has not signed said amendments. BEE STREET TRAFFIC SIGN: A report from Chief Lawlor advised the Board that a Stop sign had been installed by the State on Berry Street, intersection of Rt. 114. Upon the motion of Chairman Kirk, the Board voted to have a street light insta]~-t this intersection as recommended in the electric compa.ny's survey in a letter dated December 10, 1970. STOP SIGN-HAROLD STREET: Residents of Harold Street appeared before the Board with a petition to have a Stop sign in- stalled at the intersection of Harold Street and Narblehead Street. They also requested speed zoning and signs inStalled. Motorists and trucks speed down Narblehead street after coming Mass. Ave. and Sutton Street. They fear for the safety of their children and also said they do not dare park their cars on the street because of the situation. A letter from Chief advised the Board that he recomended a Stop sign at this location;that he had been assured by Rep. Hurrell, the State DP~ would be contacted. The Board voted to send a letter to j. Berkover requesting said sign. Copies of correspondence to be sent to Rep. Herrold and petitioners. ADDITIONAL ITEMS NOT ON AGENDA BUT APPROv~u BY THE BOARD: CONPLAINTS: Conditions at Stevens Memorial Park: A letter of complaint regarding conditions of the park and vandalism was sent to the Public Works Dept. Chairman, J. J. Willis and copies sent to j. Borgesi and Chief Lawlor for investigation and report. Complaints to Chairman Kirk re conditionS in the Flats Bridge Area were referred to Chief Law- lor.
