DISPOSAL COMMITTEE: A letter, sent by County Engineer, James Carlin, advised the Board that the Commissioners' were proposing a Refuse Disposal Study Committee. A letter was sent, in reply, to Nr. Carlin enclosing the names and addresses of the 3-man members of a ReEional Committee. Copies of Mr. Carlin's letter were sent to N. Nicetta, Wil21am King and Edward Scanlon. POLE LOCATION COMPLAINT: A letter sent to the telephone company by Kurt Hanson was received by the Board. He stated that a pole was in a location on Andover Street, opposite 'the old Hay Scales, that created a traffic hazard amd requested its removal. The letter was acknowledged and a letter was sent to Jeremiah Casey, telephone com~uy Right of Way Agent, for an investigation and rs- port. A copy of Mr. Hanson's letter was enclosed. REQUEST: SIDEWALK REPAIRS: Daniel Morrison, 283 Middlesex Street, sent a letter to the Board stating the sidewalk in his vicinity was very dangerous to walk on and requested the sidewalk be repaired. A copy of his letter was sent to the Highway Surveyor and the Board requested Mr. Nicetta to in- vestigate and repor~ to the Board on the matter. S~T,~I STREET RECONSTRUCTION: A letter from J. Berkover stated that the Chapter 90 work on Salem Street was completed. He requested written acceptance of the work by the Board. The letter was referred to the ~Highway Surveyor for comment and report. Chairman Kirk and Mr. Nicetta will view. the area reconstructed before acceptance is expedited. CERTIFICATE OF INCOEPO~ATION: The above-named was referred to the Chief of Pblice for character references. ~..! ACCO~.~T: A copy of a letter to Harry Dow from Town Accountant re bond procedures and reinbursements re the new High School was received by the Board and filed. ~A.~-~E~ CO.: A letter re property on Salem Street owned by Land-Vest Co. was received by the Board.. Copies were sent to theBoard of Selectmen, Planning .Board, conservation Commission and posted on the b,~ 1 etin board. LANRE~E AIRPOP~ SIGNS: -~1 McGovern, Mgr. of the Lawrence Airport, requested permission to install signs in various locations. ~he request was referred to the Building Inspector for report. O~vz£ DEFENSE: · John Coco, Civil Defense Director, brought the Board forms to authorize hie department to participate in the surplus program. He was so authorized by the Chairman's signature. SCHOOL PROJECT LOAN, ACT OF 1948: The following vote of the Board of Selectmen and statement of the Clerk of the Board of Selectmen, Joseph A. Guthrie, was.taken on August 26~ 1971. It is as follows: I, the Clerk of the Board of Selectmen of the Town Sf North Andover,Massachusetts, certify that at a meeting of the Board held August 26, 1971, of which meeting all members of the Board were du~y notified and at which a quorum was present, the following vote was unanimously passed, all of which appears upon the official records of the Board in my custody: VOTED: that the saIe of the following 5 1/4 per cent bonds of the town dated, October 1, 1971: ~6.8000.000 School Project Loan, Act of 1948 (Nos. 1 to 1360) payable October l; 360,000 ix 1972 to 1982 and $355,000 in 1983 to 1~0, to :Halsey, Stuart & Co.,Inc., Bankers Trust Company and Associates at: 1OO.16 and ~crued interest is hereby confirmed. August 23, 1971 (continued) 08 ~ LICENSING COMNISSIONERS: A hearing was held on the application of Shields Inc., 100-102 Sutton Street, John J. Naneger, for a Club, All Alcoholic license and a Common Victualer license. Chief Lawlor sub. mitted a character reference for the officers of the cSrporation. The Board approved the Cl~b~ Ail Alcoholic license, subject to the approval of the ABC. Approval of the Common Victualer license was tabled until a report is received from the Board of Health. SUNDAY & OPERATION LICENSE, a renewal, was approved for McLay's Florist & Garden Cir. on Turnpike St. Approval for Lucille's Inc., 80 Chickering Rd.-a Restaurant, Ail Alcoholic license was re- ceived from the ABC. GASOLINE STORAGE APPLICATIONS were received from Atlantic Richfield Co. 167 Main Street for 4000 additional gals of gasoline, underground...from George Balssmo, Innis Street and Franci Trombly, Andover By-Pass. The Board set hearings for 7:30, 7:35 and 7:40 P.M. on Sept. 13. Report from the Fire Chief will be requested on these applications. Application for renewal of a Class I license for George Far,as, 1615 Osgood Street, was tabled until verification of the address was received from Chief Lawlor. 8:00 P.M. Maeting-ENERGENCY EMPLOYMENT ACT: At the request of the Selectmen, Department Heads and State field representatives met with the Board for discussion of the Emergency Employment Act passed three weeks ago. Robert Sem. ler, representative from the U. S. Dept. of Labor and Dale Jones, field representative, were present. Mr. Sem_ler was official spokesman. He stated that the basic aim of the EEA was to provide Jobs for unemployed; ~obs .in towns and cities that were needed but unable to fill because of budget limits. Mr. Semler emphasized that no political appointee would be acceptable and that only 1/3 of the Jobs to be filled could be professional; skilled and un- skilled to be hired .... 6.8% of funding for training. Personnel and 3.2% for administration of ~-~ at the end~.~f two years, 50% of Jobs. Persons to be hired for period of two years~ employees to be permanently retained, i.e. if four men hired to work in tree department, two men will be retained at the end of two years. Employed must be residents of area. Wages should be same as other town employees in given category, l~r. Semler stated, in answer~ mtO an inquiry, that personnel could be drawn from Civil Service list but that Civll Service requirements could be waived. (This statement is still in question) ~Conciderable discussion ensued: .Selectman Dully stated he thought positionS should be filled that ware turned down at town's last annual Town Meeting in March particularly that of Executive Secretary. Fire Chief Daw remarked that the Executive Secretary position was not turned down because of bud- get reasons, that it was thrown out for the second time by the townspeople because they dia not want an Executive Secretary. Superintendent of SchoolS~ Peter Garofoli, stated that it ~ was his opinion, that funds cuuld be better spent in needed Jobs of town departments, that the salary required for an Executive Secretary could provide three or four needed positions.' Selectman Dully replied that Mr. Garefoli was not there to tell the Board of Selectmen whet .' to: decide on what position was necessary. ~. Garefolt ~reto~ted that the Board of Selectmen had invited him and other department heads to this meeting expressly for their opinions and advice on what Jobs were needed and had the most priority...that he was present to do pre- cisely that and Mr. Duffy could ',take them or leave them." It was at this point that Mr. Semler stated that the EEA program would exclude any ,'political" appointment. requested the department heads present to verbally list their needs. Selectman Daffy stated they should be submitted in writing to the Board. Chairman Kirk stated that, because of the lack of. time, (the Board had to submit an ,,Occupational Suz~ary" to the state the .following : morning to be eligible for EEA funds ) a verbal listing had to be acceptable. The following . departments stated their' needs: Fire Dept.: Four firefightere (later withdrawn by Chief Daw) Public Works: Three men - water meter - sewer - water. Planning Board: Enforcement officer for sub-division control 1.awe. · School Dept.: Matron for girl's lavatory. Maintenance.' superintendent. Teachers. Highway DeRt.: Laborers. Mechanic for equipment. Tree Dept.: Tree Climber. Four (4) laborers. Town Clerk: Full time custodian. Nan to keep Lake Cochichewick shores clean. Girl typist. Building Inspector: Full time Building Inspector. (Withdrawn when advised that anyone who was presently employed would not be eligible for EEA appointment.) Chairman Kirk advised the Field Representatives that North Andover was not present at the first meeting of the Emergency Employment Consortium on August 19 because" the Board was not notified. However, he stated that Selectman Gnthrie would represent t~e 'North Andover at the second meetf ng to be held in Haverhill Council Chambers August 24, at l0:15 A.N. at Haverhill. Mr. Guthrie attended with the Board's Secretary. At the August 2~th meeting, a motion was passed designating the City of Haverhill as the agent" to administer the employment program for the Consortium. Mayor l~aldron of Haverhill indicated the willingness of Haverhill to serve as sub-agent. Tit e followin~ information .was ' givern: Herb Brown(Manpower Affairs State Office):20% of the fiscal year's money can be spent first 6 months of the program. i~i: Jim Dawbaugh (Haverhill C.A.C. ):Teachers under the Act do not count as professionals and ' are not covered by the 1/3 professional limitation. ~_Agreed: No town within the consortium exceed the 1/3 professional rule. This agreement would not apply to small towns having less than 3 Job slots. (continued ~)
