GAS EXCAVATIONS: " Petitions were approved to excavate to install gas services at 133 Adams St. and Johnson St. JOINT POLE LOCATIONS: The Board approved Joint locations for existing poles on Maine. St., Waverly Rd. and Wentworth Ave. CERTIFICATE OF iNCORPORATION: An approved recommendation of Hrsala ~ckwell was received from Chief' Lawlor. NOTICE OF INTENT: BEN OSGOOD. A copy of a notice to Ben Osgood from the Dept. of Natural.Resources ordered kim to cease and desist all building At Apple Hill Development in North Andover to fill a pond area at Morningside Lane. The Board ordered the edict filed. COUNCIL FOR THE AGING: The Board received notice of the resignation from the above-named council from Mrs. Persis Murphy, 3 Ellis St. The Beard voted to send her a letter of appreciation and thanks for her services. Mr. George Everson, Chairman, advised the B card by letter that Mrs. Robert W. Friis had been appointed to fill the vacancy caused by the above resignation, with the Board's approval. Mr. Everson also advised the Board he had been appointed Chain,an of the Council. The Board sent letters of cong~at~altions and approval. JOl~ POLE LOCATION: A hearing was set by the Beard for No~. 29, 1971, at 7:30 P.M. on the petition of N.EiTeI. & Tel/ Co. for a joint pole location on State Highway By-Pass. H. OSFAN: A letter from Director Oshan stated, in effect, that the State would consent to wait to have the Memorandum of Agreeme:,t executed by the Board until the December 2Otb Special Town Neeting authorized the Selectmen to do so. Delinquency Prevention Program: Selectman Guthrie reported that am a recent meeting it had been voted t6'r~nlarge .the Committee and to appoint three students to serve on the committee. He announced the appointment of William Boutilier to the committee 'at this meeting. A letter will be sent to the Governor' s Council on Law Enforcement, with a copy of the proposed program in North Andover, to Thomas Sweeney, 80 Boyles~on St., Bm. 1230,' Boston, Nass. requesting fumis to aid in the program. STI~'"AT LIGHT :' A street light survey for Mrs. Stoehr, 971 Salem Street, was approved by the Board and voted to be installed. TOWN CENSUS: The B '$ard voted to send a letter to John F. X.Davoren, Sec. of the Commonwealth~ ,asking to · be advised why the pop,,lati6n of North-Andover., as 'listed in the National Census, has been adjusted to reflect the criteria used in the last State Census to result in the determination that the 1970 year population of North Andover ~s 14,848. VOC SCHOOL BUDGET: ~ John Sullivan, representative member from North Xndover, will be requested to meet with the Board at the nextmoetingmo discuss the Voc School Budget andNorthAndover's share of the COSt. LTC~ISING COMMISSIONERS: At a hearing on the application of Capt. Pizza ( Stephen S. Captain, Mgr. )at 535 Chickering Rd. a Mrs. Griffin, 841 Chickering Rd., appeared before the Beard and voiced her objections. After a short discussion, Chairman Kirk made a motion that the location was not a proper place for this kind of license to be granted, that it was too close to the North Andover High School and the bulk of his customers were. high school and grammar school students. The application ~ was denied unanimously. A hearing was held on the application to store 1000 gals. fuel oil for N. Nicett~ at 91 Belmont Street and tabled until the next meeting to allow abutters to voice questions on the application. An approval was received from Chief Daw.
