The warrant was approved as submitted. JURORS: Nellie Skinner, 84 Woodstock St. and Paul F. Jukins, 147 High'St. were drawn for Jury duty at the February 7, 1972~ Sitting, at Salem. Dorothy Rennie~ 200-Chickering Rd. was drawn for the February 7, 1972 Sitting, at Zawrence. POLE PETITIONS: A petition for Jbint location of existing poles on various streets was approved. A petition fo~ a pole and wire location on Old Clark Street was set up for a hearing on jarmary 24, 1972. ~ ~OWN COUNSEL: BUILDING INSPECTOR - CIVIL SERVICE: I Town Counsel sent. a letter to the Board in reply to thei.r, question: "If this question Inspector's questmon which will appear on the baliot~ at the town election) gets a favorable answer on the b, llot, would this still be effective if the Building Inspector was subsequently made a full-time position?" Town Counsel replied that the office of Building remain under Civil Service whether the Job was subsequently made a full-time is an affirmative vote on the question. This statement was substantiated by Assistant Director ~dilliam F. Mc~ell, Division of Civi2 Service. T. he two questions to be placed on the ballot are: ~"Under the provisions of Section 49A of Chapter 31 of the Genersl Laws, shall the town of North Andover vote that the office of Building Inspector be placed within the classified Civil Service?" ,,If it is voted to place the office of Building Inspector ~ithin the classified Civil Sw vice shall the town of Norbh Andover vote to provide for the continuance in said office of Charles H. Foster, the present incumbent thereof, after passing a qualifying examination?" Selectman Daffy wished to go on record as being opposed to the question being placed on the ballot. Selectman Guthrie agreed with Nr. D~ffy stating the the question was ill-timed, of no benefit to the town, only to the Building Inspector, that the people should be informed about the question. A motion was made and seconded that the Board go on record in the minutes as being opposed to the question and to placing the Building Inspector's question on the ballot;- that the timing of this question was ill-advised. SN0~ REMOVAL E~ERGENCY- DEC~2~BER, 1971 Approval from Gordon A. ~Gill, Director of Accounts, for the snow removal emergency declared December 30, 1971, at 1:30 P.M. in the amount'of $2,999.04 was received. Approval was previous- ly received for a snow remo~l~:emergency in December in the amount of $4,36~.96. DRAINAGE PRO~.F~M: Francis, Pierce appeared before the Board requesting that a catch basin or ditch be instnl ~ ed at the base of his residence, 8~ S. Bradford Street. Th~ ~oard stated that they would take possible means ~o alleviato the condition. The matter was referred to Jack Erle. N. A. 'COUNTRY CLUB: BLlll NcEvoy, ~ecreation D. irector, appeared before the Board and stated that the North Andover Country Club had~ ~ight lmghts to donate to the Recreation Council if the Selectmen sent a approving the donation. The Board voted to do so and to send a letter of thanks to Lee Reversi, Chairman of the Board of Governors of the club. N. A. JAYCEES: The members of the Jaycees appeared before the Board requesting that the week of January 16-22 be proclaimed Jaycee Week. .The Board so voted and the Proclamation was posted on the b,,~ ~ erin board. TE~MINAE LEAVE: The Board'recetved a letter from Edward J. Donovan, 21 Maple Avenue, former Highway Dept. em- ployee, advising the Board that he had requested N. Nicetta to take the necessary steps to send him the amount due him for 20 days of Terminal Leave; he had worked 24 years for the Highway Dept. The Board voted ~o send N. Nicetta a copy of Mr. Donovan's letter ~and requested Mr.  io~t~a to advise them as to what action he has taken on this matter up to the present time. ~They voted also to send a copy of their letter to Nicetta to Mr. Donovan. W.B.· DUFFY, SR.: Mr. Duffy, Sr. sent a copy of a letter he had sent to the Board of Public Works which stated, "In order to preserve my rights under Article 6 of the Special Town Meeting on June 21', 1971, please request that the $6,000. voted under the Article to be held over in 1972." NASS. SELECTNEN'$ ASSOCIATION;' POLICE & FIRE LEGISLATION: The Association sent an inquiry requesting their opinions' about the Legislature passing manda- tory pay bills and about Chapter 1082 of 1971 in particular. The Board's answer was fha% a majority vote of the Board feels that this legislation is in violation of Home Rule and usurps the authority of local Boards ..... that the Nass. S~lectmen's Associati~n should take whatever action necessary to effect a repeal of this Act. 298 JANUARY lC, 1972 (continued) BLUE CROSS-BLUE SHIELD: The Board of Selectmen signed three copies of the new Blue Cross-Blue Shield contract and re- turned them to Town Treasurer. Copies of the new benefits had been requested by Chairman Kirk. JAYCEES WI~EER CARNIVAL: A group of Jaycees attended the Board's meeting and announced that they were sponsoring a winter carnival ~o be held February 4-5-6 and would be chairmaned by Bob Doucette. A ski race- slalom meet was scheduled at Boston Hill February 4...Saturday and Sunday, February 5 and 6 airplane rides am the Lawrence Airport and ski mobile rides and races were scheduled with a fashion show, Sat. evenin§ and a Sunday Breakfast at the High School cousisting of pancakes and sausages. Sunday night a fireworks display is scheduled. A skating rink would be avail- able on the weekend at the AirpoA~o. NCEVOY- EXCEPTIONAL CHILDREN PROGRAM: Bill N~Evoy requested the Board's approval to include a sum of money in his Recreational bud- get for a very worthwhile program for excsptionsd children to be called the North Andover- Andover Special P ~ram. The Board voted unanimously to approve the requested sum of money and voted mo send a letter to Advisory Board Chairman, Elincr Cahill, with information on the program submitted by Mrs. Mary Ellen Osgood of Andover. A letter of thanks and appreciation was also voted ~o be sent Mrs. Osgood for her time and efforts expended on this project. Copies of these two letters will be sent to Mr. NcEvoy. JAYCEES- APRIL CARNIVAL: (JANUARY 17 MINUTES) (inserted here, in error) The Jaycees also requested a permit to conduct a week-long carnival in April to be held am Grogan's playground. Selectman Duffy stated he. thsught a hearing should be held on this re- quest .... usually a hearing is not necessary on this type of reques~ if it involved town-owned property. Acting Chairman Joseph Guthrie stated he would agree if the newspaper notice stated the hearing will be held with the Board's intent mo grant the permit. The Jaycees requested they have, or that the~Civic Holiday Celebration Committee, comprised of nine members of the Jaycees, be given the authority mo hire the nncessarybands, cazmivals, ,etc. for the coming 4th of July Celebration. They stated that this was the time of yea4'to conclude this part of the celebration for performer's programs are set up for the ensuing year at this time. The Board of Selec~menunanimously granted the authority requested and a letter, granting the authority, was sent mo John Kirk, Chairman cf the Committee. M~EVOY-SEATINGRINKS: Bill NcEv~y advised the Board that he had purchased the polyethylene cover for a proposed skating rink. Chairman Kirk stated that the army reserves had volunteers tohelp the town with the skating .rinks~ ' ' NOE~H ANDOVER GARDEN CLUB CC~LAINT: communication from Nrs. Alice R. Harris, President of the N. A. Garden Club stated .the garden club had contributed many hours of plan~ing and labor toward the planting project of shubbery and plants around the new Police Station. She stated that they had been neg- lected and not maintained and felt that said maintanan~e was the responsibility of the town. She requested that the Board contact the proper authorities to correc~ the neglect .' .and to ensure the maintenance of the plants. Chairman Kirk directed a letter be senn to Chief Lawlor with a copy of Mrs. Harris's letter. A letter of acknowledgement will also be sent to Mrs. Harris. LICENSING COMNISSIONEES: renewal of the Common Victualer license for Hi=Way Grocery was approved. Selectman Guthrie presided as Acting-Chairman in the absence of Arthur P. Kirk who was ill. POLE LOCATION HFARING: The Board approved a pole location petition on Andover StreetJ CONDUIT INSTALLATION PETITION: ' A petition to install conduits on 0sgood and Sutton Streets was set up for a hea. ring, 1/31/72. Abutters will be notified. TG~N REPORT PRINTING BIDS: Four companies 'submitted their bids to print the town's annual ~eport:* Town Printing Company, Bowley Printing Co., No. East Offset, Inc. and D.B.L. Asseciames. The bids were submitted to Jack Erle and John Lyons mo be analysed as ~o the best offer. C ROI ATO '* The Board confirmed the appointment of Robert J. Maker as of January 14, 1972 ~o the position of ~mmunity Coordinator for the town of North Andover. Announcemenm was also made by Mr. Guthrie that Jack Erle had been assigned the administration of the Emergency Employment Act. GAS EXCAVATIONS: Permission was granted to excavate at 4 locations in town: Church St., Waverly Rd.~ Peters St. and .Waverly Rd., corner of Margate Rd.
