TOWN ASSESSMENTS: A questionaire sent with a letter re town assessments from the Legislative Research Bureau Director, Daniel M. O'Sullivan was referred to the Board of Assessors for completion. RE~IR~D TEACHERS." GROUP INSURANCE COMMISSION: The Board received a request for a formal acceptance re life and health premiums for retired teachers, former employees of the town, but who collect retirement benefits from the State Teachers' Retirement Board. The matter was referred to the Town Treasurer for his recommendatto FLATLEY DRAINAGE: A copy of a letter sent to T.J. Flatl~ey Co. from Jacob~ Berkover re drainage from his Royal apartments onto Rt. 125, near the Rt. ll4 intersection. The Board voted to acknowledge the letter and requested a copy of the anticipated~report from T. J. Flatley. HE~RY PROVENCHER: The Board received the requested information from Town Treasurer re the work dates of one Henry Provencher who had previously requested a certification of same from the Board. The Board sent a copy of Mr. Maker's letter and the certification to Mr. Provencher. LEFT TURN SIGNALS: A letter from J. Berksver advised the Board that, after investigation of the request of Mr. Michaud, petitioner, the District Public Works had determined that left turn signals should be installed on Rt. 125, at the intersections of Mass. Avenue and Main Streets. They did not think the signals would be necessary at the intersection of Sutton Street and Rt..125. They also advised that they had. sent these recommendations to the Boston dept. of Public Works for approval. Copy of this letter was voted to be sent to Mr. Michaud. JOINT POLE LOCATION: The Board approved a joint pole location on Waverly Road. No hearing necessary. MASS. ELN3THIC CO.: The Board received a request from the electric company to transfer:' one 1000 lumen mercury from pole 2353 to.pole 2352. The Board referred the matter to Jack Erle for investigation and report. A street light survey, vicinity of 656 Foster Street was tabled until budget authorized for 1972 GAS EXCAVATION: The Board approved a petition to excavate to install gas service for John Laurentani, 30 Glen- wood Ave. INSURANCE: Letter from Insurance Services Office requested corrective measures in different town depts. which must be accomplished within the next 60 days. The Board voted to send copies to depts. concerned with covering letter. BASKETBALL & FIELD HOCKEY TEAMS: The Board voted to send a letter of congrat,,~tions to the above-named teams who won the Cape Ann Championships. TOWN GARAGE MEETING: Arthur Kirk, Chairman of the Board, reported on the meeting held last week on the new Town Present were N. Nicetta, Leo Lafond, Joseph Borgesi and Mr. Kirk, Joseph Guthrie, Jack ERie. It was the consensus of opinion not to present the matter at this year's town meeting, but Mr. Kirk does not want the matter to "go down the drain." He also reported that the Tree Warden and Public Works Supt. wouid like only the Highway Dept. to move to the new garage where they would have ample room to store all their machinery under cover. Mr. Lafond and ~r. Borgesi stated that they would have sufficient room for their departments in the "own garage located behind the town buildings. Mr. Kirk stated that he had reservations about this arrangement. JOHN LYONS- ROOF REPAIRS: J. Lyons appeared before the Board to tell them that heav~ winds had necessitated having it repaired at the cost of $400. The Board authorized him to proceed with the necessary arrange- ~ents.. BLUE CROSS-BLUE SHIELD: Mr. Ted NcAloon appeared before the Board to ask why the question on the Blue Cross-Blue was not also an article in the Town Warrant. The Board stated that it could be on a future warrant, if approved, of a Special Town Meeting. Letter from John Coco, Civil Defense Director, re town's eligibility for surplus gov't, goods. Also, a letter advised the Board that John Lyons and Kidgely Underwood would be responsible for the Civil Defense department while Mr. Coco was in Europe on government business. Z~8 FEBRUARY 28, 1972 HOUSE BILL 5108: Chairman Kirk advised the Board that he had sent telegrams to Governor Sargent and Senator Rurak, February 15, 1972 which stated that the Board of Selectmen were in favor of the above- named Bill and urged them to support it. HOUSING: A copy of a notice to the Highway Surveyor from T. Foulds, Housing Director, advised that the new housing project off Colgate Drive was .now occupied and requested town services for same. LICENSING COMMISSIONERS: From ABC, notice of Public Hearing on proposed repeal of Commission Regulatipn No. Alice M. Letarte, Secretary ~**~* ~ J ~ ~'~-~- _ MARCH 6, 1972 - ELECTION DAY: 15B, March 20. Clerk. The Board of Selectmen held their regular meeting on this date with all members present; Selectmen Joseph A. Guthrie, W. B. Duffy, Jr. with Chairman Arthur P. Kirk presiding. The warrant ant minutes were approved as submitted. Excitement was in the air and a big night was ahead for Chairman Kirkwho was up for reelection. SPECIAL TOWN h~TING: If Question #2 on the election ballot is passed, the Board will have to call a Special Town Neeting after the regular Town Meeting on Narch 18, 1972. The question calls for the To~ to pay an additional premium of employeesJ~roup life and health insurance, not just 50%. The Board voted to take no action on the Special Town Meeting as there was nc reason at this point to call one. RE~IR~D TEACHERS INSURANCE: ThaBoard of Selectmen voted unanimouslyto accept Section liE, G.L., C-32B (Retired Teachers) and a letter will be sent to this effect to Martin J. Foley, Head Administrative AssiStant, Nass. Group Insurance, Boston, Mass. POLICE SEP~EANTAPPOINTMENT: Upon receipt of the Police Chief's recommendation, the Board voted unanimously to appoint Patrolman Edward T. Sullivan to the position of Police Sergeant in the North Andover Police Dept. Mr. Sullivan received the highest score in the Civil Service. exam given for this appointment; 90.59%. Patrolman John R. Crane had second highest score, 83.5~% and the last Patrolman on the Civil Service list, Ernest A. ~berts, received the score of 83.52. Letters will be sent to Civil Service advising of the appointment, to the appointee, Edward T. Sullivan and letters of commendation sent to Patrolman Crane and Roberts for their high scores on a very difficult exam. VOC SCHOOL ASSESSMENT: A copy of a letter sent to Gown Treasurer advised the Board that the town's assessments for Voc School had been reduced and the total amount would be $112,699.19. ACQUISITION OF PROPERTY - J. P. STEVENS CO. A letter from Town Counsel and the 'firm of Sullivan and Worcester advised the Board that a Special Town Meeting would not be necessary to accept the deed on property offered by the Stevens Company. However, it will be necessary for the Board of Public Works to vote to accept said deed at their meeting to be held on Narch 9, 1972. NEETINGS: March 7 - 8 A.M. - Forum, Rolling Green. Joe Borgesi, panelist. Narch 7 - 10 A.M. - Meeting at Flatley Complex, Turnpike St. for discussion of drainage problem. N. Nicetta and Jack Erle will attend and report.~ Naroh 9 - 7:30 P.M. - School Bldg. Committee -Supts. Office - Selectmen will discuss walks and traffic problems, vicinity of new high school. Naroh 9,- 7:30 P.M. Town Charter Study Committee - Town Hall. March 11 - 10 to 3 - Nerrimack College Auditorium - Girl Scout affair. March 11 - 9:30 to Noon - Dept. of Education, 555--Chickering Rd. Mr. Guthrie will try to attend. TOPICS PROPOSED AREAWIDE: The Board received two brochures on a proposed areawide Topics Plan from the Dept. cf Public Works. The Board requested the Secretary to check with Chief Lawlor to determine whether he has a copy of the plan. Jack Erle and Selectman Duffy are reading the two brochures. The Board convened with Selectmen Guthrie and Duffy extending their best wishes to Chairman Kirk for a successful election.
