AGREEM]NT: The Board of Selectmen voted ~sign the Emergency Employment Act Agreement for the coming year. Their signatures were attested by Town Clerk, John J. Lyons. CAPITAL BUDGET COMMITTEE REPORT: The Board discussed the above-named report due on August 31, 1972. The Board voted to instruct the Chairman to arrange a conference with the Capital Budget Committee to discuss additional land and space. MERRIMACK VALLEY COMMISSION - HOUSING COMMITTEE: The Board discussed a letter from the Planning Board advising of the appointments on a Housing Study Committee. They voted to send a letter to them complimenting the Planning Board on their choice of members for this committee. The Planning Board also requested that the Selectmen appoint an Advisory Committee to the Housing Study Committee. The Selectmen voted, however, to suggest to the Planning Board that the membership on this committee be expanded rather than having an Advisory Committee of two members to be selected by the Selectmen. A letter to this effect was so voted. PRECINCT OFFICER'S LIST: The Board received from their Secretary the list of Precinct Officers and Workers, appointed by the Board, for the ensuing year. The Board voted to fill the few vacancies at their Sept. llth meeting. They also voted to send a letter to the Board of Registrars to remind them to submit their recommendations re the payment of the town/s precinct officers and workers, in writing, prior to the Selectmen's September llth meeting. COUNCIL ON AGING: The Board received a letter from a Mrs. Dena V. Carbone, 92 Heath Road, requesting 'appointment to the town's Council On Aging. The Board voted to write to Mrs. Carbone advising her that, at the present time, the Council on Aging had a f~q] complement of members and were very active in Project Transerve, a project to which she referred. The Board also thanked her for her interest and advised her that her name would be placed on file. A copy of both letters were Alice M. Letarte, Secretary. POLE HEARING: Petition for joint pole location on Marbleridge Road, approximately 38'south of Salem St. 1 pole (remo.ve 1 pole). Tabled until abutter, Charles Wilcox, 315 Salem St. and the Tree Warden, Leo Lafond, is contacted by Mass. E~ ctric Co. in regard to large Spruce tree owned by Mr. Wil- cox that could be damage~ by pole location. CHAP. 9o LAND TA~INGS: Letter from James Carlin, County Engineer, contained names for land takings re Chap. 90 Salem St. reconstruction. He advised the Board to appoint an appraiser to determine the money value of the land takings to be paid to the abutters. The Board referred the matter to Jack Erle for processing. CONTRACT: Received, Chapter 90 contract for Salem St. reconstruction. ferral. Given to Town Accountant for re- C~PTER 90 19't3 PROGRAM: N. Nicetta, Highway Surveyor, submitted recommendation for 1973 Chapter 90 funds to be by the Board. He. recommended that ~he Selectmen officially request $80,000.00 for of Salem, Johnson and Foster Streets, and $3,000.00 to be used for maintenance of North Andover roads.. Selectman Duffy stated that specific streets should not be named; that the Board was going to appoint a road study committee. Selectman Guthrie made a motion to request the $80,000. be used "for the improvement of North Andover roads." A letter will be sent to J. Berkovar to that effect; a copy to go to N. Nicetta. The motion also included the request that 53,O00. be used for maintenance of North Andover roads. HOUSYNG STUDY CONMITTEE: Member, Mrs. Steikert, advised the Board that the first meeting of the Housing Study Committee would be held Thursday, August 31, at 7:30 P.M. in Stevens Nemorial Library. Chairman Kirk stated that a member of the Board should attend. Two additional members, to be appointed by the Board, was tabled until Planning Board is heard from. Alfred Frizelle, Esq. 's application to the Study Committee was also tabled until Sepb~.ll meeting. STREET LIGHT SURVEY: A street light survey for Adams Ave., corner of Mass. Ave. was received and tabled. TOWN CHARTER STUDY COMMITTEE: Two notices of Town Charter Study Committee meetings were received by the Board. Chairman Kirk will contact Ted Peters re Town Counsel's decision. Town Counsel stated that at the annual Town Neeting of 1969, the Town Charter Study Committee was directed to report to the Selectmen. At the annual Town Meeting of 1971 the Committee was to report at the annual Town Meeting the following year. Therefore, no authority was given the Committee to sponsor any petition but,
