The Board held their regular meeting on this date with all members present; Selectman Arthur
P. Kirk, William B. Duffy, Jr. with Chairman Joseph A. Guthrie presiding. The Warrant and min-
utes were approved as submitted.
JURY DUTY:
Mary F. Dizazzo, 148 High Street and Eleanor Routhier, 43 Jetwood St. were drawn for Jury duty
at Salem Superior Court for the February 5 Sitting.
POLE LOCATION: CONDUIT: HEARINGS:
The Board approved a petition for a Joint pole location on Park St.

IABM SITE ROAD:
A letter from the General Services Administration advised the Board that the Government had
accepted the town's offer to purchase an 18.48 acre segment of the access road to the former
ABM Sentinel Site for the sum of $10.00. The matter is being processed. Selectman Kirk made
a motion the letter be received and that Selectman Guthrie's commendation that "Jack Erle de-
serves a 'well-done' for his efforts in this matter" be recorded in the minutes.
SURPLUS SALE:
The Board approved action taken by the School Committee to sell, for $1.00, a surplus type-
writer to the Council For the Aging.
FLATLEY COVENANT RELEASE:
The Board received the requested letter from Attorney Willis re the release of the Flatley
drainage covenant. Mr. Duffy moved to rescind prior action of the Board taken on the matter.
Mr. Kirk made a motion, seconded by Mr. Duffy, that the covenant be released. Chairman Guthrie
made the vote unanimous.
EMERGENCY TELEPHONE NUMBER "911":
A letter from Alderman Alfred A. Donovan, Director of Public Safety in Lawrence advised the
Board of a meeting, January 23, 1973, at Lawrence City Hall, l0 A.M. to implement the national
emergency telephone number "gll" to be available throughout the United States. The Board
voted to notify Chief Lawlor, Chief Daw and the Civil Defense Director, John Coco, of the meet-
ing.
"KNOW YOUR TOWN":
The North Andover Jaycees announced, by letter from Chairman John P. Kirk, that they were pre-
paring a second biennial "Know Your Town" event and invited the Board to participate. They
requested the enclosed preliminary entry form be completed and sent by January 19 to expedite
adequate facilities in the High School. The Board so voted.
STOP SIGNS:
A letter from DPW Commissioner Bruce Campbell advised the Board of a less complicated program
for issuance of permits for necessary Stop signs. Campbell requested a listing of intersectio:
that need Stop signs, which the State will supply with posts if the town indicates, in writing,
their willingness to install said Stop signs and posts. He also requested the name of the
liaison person the DPW task force should get in touch with to implement this program. The
voted to have Jack Erie contact Chief Lawlor and to send the Chief a copy of the Campbell
CERTIFICATE OF INCORPORATION:
Received: a character reference from Chief Lawlor of Larry Pahigian for a certificate of in-
corporation,,to be sent to the Secretary of State.
TOWN C~ARTER STUDY COMMITTEE:
Ted Peters and Robert Mascola, representing the Town Charter Study Committee, met with the
Selectmen requesting them to sponsor their Article. Chairman Guthrie read the Board's letter
sent to Town Counsel on the matter. Salisbury was requested to draw up a properly-worded
Article with "the Selectmen's right to appoint a new Committee" to do the ground work on the
Article. Chairman ~uthrie explained that members of the League of Woman Voters could expedite
much of the time-consuming research needed for a Town Charter draft and they ~ould, consequent-
ily, be an asset to the comittee. The present commitee members would remain if they so wished.
Ted Peters.stated he thought that the present committee,with the exception of three members,
wish to stmll serve on the committee.
CHARLES PETERSON MATTER:
Attorney Morley appeared once more on the Charles Peterson matter. After discussion, the Board
voted to have Jack Erle pursue the matter with Town Counsel Mr. Duffy requested another letter
be sent to Town Counsel asking his opinion whether or not the Peterson matter can be solved.
The Board so voted.
HISTORICAL COMMITTEE:
Mrs. Fritz Ostherr appeared before the Board representing the Historical Committee and stated
they had made ten architectaral' surveys on homes built before 1776 and had sent them to the
State House. She requested that the comittee be appointed the Bicentenial Committee of the
T own. Selectman Kirk questioned if this was the responsibility of the Civic Celebration
Committee. The Board requested that the Historical Committee present their request to the
Board, in writing. :
