Kirk, John J. Lyons, Joseph A. Guthrie, David F. Roche, John D. Robinson and George J. Cullen. KE~TETH E. PICKARD: Chairman Guthrie announced the Board's sincere~..regret for Ken Pickard's untimely death and expressed their deep appreciation for what he contributed to the town of North Andover. Selectman Kirk made a motion, which was unanimous, that one page be set aside "In Memoriam,. for Mr. Pickard in the Selectmen's book of minutes. LICENSING COMMISSIONERS: A hearing was set on a gasoline storage application from John McLay, 785 Turnpike St. for January 22, 1973, at 7:30 P.M. Chief Daw's approval to be submitted, in writing. Approved: Renewal of the following licenses: Common Victualer: Boston Hill Snack Shop=Nessiua's Catering Service, Jimmy's Pizza. Class II: Eddie's Amoco Service Station, 79 Chickering Road. Alice M. Letarte, Secretary *~~~~ ~Clerk .JANUARY 15~ 1973 The Board voted unan- The Board of Se2ectmen held their regular meeting on this date with all members present: Selectmen Arthur P. Kirk, William B. Daffy, Jr. Esq. with Chairman Joseph A. Guthrie presiding. The warrant and minutes were approved as submitted. OFF DUTY POLICE RATES: The Board approved the off duty compensation for police officers as submitted by Chief Lawlor. A letter, attested by the Town Clerk~ will be sent to Jacob Berkover, District Highway Engineer, contain~n~he rates and the vote of the Board. CIVIL CONSTABLE: The Board reneWed the appointment of Clinton P. Vose as Civil Constable in North Andover for the ensuingyear. WINTER CARNIVAL-JAYCEES: The Board approved the request of the North Andover Jaycees for permission to hold a Skimobil race at the Lawrence Municipal Airport on February 17, 1973 at their Winter Carnival. A nctic~ of the Bo~rJ's approval will be sent to the Registry ofM~tor Vehicles, Boston, Mass. who will the necessary permit. TOWN REPORT BIDS: ~ Bids to print the Town Report were received and opened by the Board Chairman. Three companies sub- mitted their bids: DBL Associates, Inc..S18. per page...Town Printing Co...$15.00 per page...and Lawrence Lithograph, Inc. J~$20.05 per page. The Board voted to receivethe bids and refer them to the Town Report Committee for their recommendations. BD. OF APPEALS VACANCIES: -~ The Board unanimously appointed William N. Salemme, a full member of the Board of Appeals and the Planning Board of Appeals to fill the vacancy left by the death of Kenneth Pickard. Also an Associate Member of the Board of Appeals was Alfred E. Frizell, 131 Appleton St. Mr. Sale~e will serve until 1977 and Mr. Frizelleuntil 1974, fillingMr. Sale~m~e's unexpired term. GAME WARDE~:~ ~James Nutton, Game Warden, appeared before the Board requesting the Selectmen to purchase another badge forhim. The Board so voted. TOWN MEETING ARTICLES: The Board tentatively accepted all Articles submitted by department heads and committee chairmen and referred articles submitted by private citizens to the Board of Registrars for ratificati of signatures. The Dog Officer Leash Law article was included in the warrant sub 'ect to the Selectmen's review. A z~py will be sent to each Selectman. Copies of the Articl~es will be sent to Town Counsel and the Advisory Board Chairman. The Board reserved the right to withho~ acceptance of the Article submitted by the Advisory Board which would fund E.E.A. positions after June 30, 1973.
