The workshop began at approximately 7:15 p.m.
Members Present
Richard Rowen, Richard Nardella, and John Simons. Also present
were Karen Nelson, Director of Planning and Community Development
and Kathleen Bradley, Town Planner.
Discussions
Blue Ridge Road - Paul Ouin-
Mr. Paul Quinn gave the Board an overview of Coventry Estates.
Phase II has a history of wetland issues. There would be 10,000
sq.ft, of disturbance of wetland if crossing is built. The
crossing would be 125 ft. long. There would be minimal disturbance
of the woods because the utilities can be put under the existing
old wood road to connect Bear Hill with Coventry utilities.
Mr. Rowen stated that he would like to see it connected.
The developers have met informally with the Conservation Commission
and the Division of Public Works.
Mr. Nardella arrived at approximately 7:30 p.m.
The wetlands in the area have grown by 30 to 40 feet since the
plans were approved. Currently there is no Order of Conditions
from Conservation.
Lot 130 and 129A would be reconfigured around the proposed cul-de-
sac.
Ms. Nelson stated that the road would never have been built if it
was not going to be connected to Coventry.
Mr. Nardella stated that he did not like to change subdivisions
once approved, especially where a "Master Plan" was done on this
site.
Mr. Simons arrived at approximately 8:00 p.m.
Warrant Articles for Town Meetinq
The Board discussed proposed warrant articles
including the following:

Change in PRD language to clarify 50 foot buffer zone
location and uses and to grant the Planning Board the
power to waive this requirement.

North ~ndover Estates - Sion Lot Release
Creation of a bylaw to protect hilltops, slopes, erosion
control and the like.
Revise sign bylaw to discuss subdivision signs and
political signs.
Review Phased Development Bylaw
Review streets to be accepted by Town.
Mr. Rowen and Mr. Nardella signed the North Andover Estates Lot
Release.
North Andover Heights - Sign Covenant
Mr. Rowen, Mr. Nardella and Mr. Simons signed the North Andover
Heights Covenant.
Election of Officers
The election of officers was discussed.
