HomeMy WebLinkAbout1973-02-05 Board of Selectmen MinutesThe Board of Selectmen held their regular meeting on this date with all members present; Sel- ectmen Arthur P. Kirk, Atty. William B. Duffy, Jr. with C~m~irman Joseph A. Guthrie presiding. The Warrant and minutes were approved as submitted. SCHOOL CROSSING GUARDS: On recommendation of Chief Lawlor, the Board appointed Susan Northan, a Regular School Crossir Guard and Florence Snell, a Reserve in the School Crossing Guards. G.L.E.A.M. A letter received from ~ev. James P. Kellar of G.L.E.A.M. requested the Board to appoint a nominee to an important meeting on Child Care, Febrauary 13, 1973. Chairman Guthrie was authorized to contact John Monteiro to attend the meeting. If he was not available, Mr. would represent the Board. CERTIFICATE OF INCORPORATION: A certificate of incorporation was referred to Chief Lawlor for character references of two North Andover citizens who are members. PRECINCT WORKERS PAY: Compensation discussion for Precinct Workers was postponed until next meeting as the Board of Eegistras were unable to attend the Selectmen's meeting. Wardens will also.be invited to attend. AMBULANCE FEES: Chairman Guthrie and Jack Erle reported to other members of the Board the results of a meeting with the Board of Fire Engineers on the subject of fees for future ambulance service. Chair- man Guthrie stated that the matter should be studied over a period of six months or so to in- vestigate the many sides of the subject. Duffy motioned to request the Board of Fire to submit their recommendations and comments, in writing, on the subject matter. PERSONNEL BOARD: Chairman Guthrie informed the Board that he and the Building Inspector, Charles H. Foster, Jr., would meet with the Personnel Board to discuss the salary of a full-time Building Inspector. RETIREMENT SYSTEM: A letter was received from the County Commissioner's Office in regard to North Andover's pay- ment share of the Essex County Retirement System. The Board voted to send a copy to Town Treasurer for his budget information. LICENSING COMMrSSIONERS: The Gommissioners approved the application of John J. NcLay,785 Turnpke Street, for a license to store 24,000 gals. of various fluids, underground. Giard, 57 Second Street, was drawn for Jury duty at Lawrence Superior Court on March 5, 1973. ELECTION WORKER'S COMPENSATION: The Board of Registrars and Wardens of Precincts ~. to V met with the Selectmen to discuss the up-grading of election worker's compensation. ~-fber considerable discussion and several re- comendations from the group, Selectman Kirk re~$~me~ded that the Wardens be paid $4.00 per h: Clerks, Inspectors and Counters, $3.00 per hour ~nd the · . Clerk, $3.25 per hour. All com- pensations with a 6-hour minimum. Selectman Duffy made this recommendation a motion, seconded by Kirk and made unanimous by Chairman Guthrie. FREE CASH: A letter from Director of Accounts, Gordon .~. McGill, advised the Board:.hat the amount of available fund or "free cash" as of January 1, 1973, for the Town of North Andover, is $397,71~ It was received by the Board. OUTDOOR ADVERTISING: The Board received a notification from the Outdoor Advertising Division that a sign, installed by the Merrimack Savings Bank on Chickering Roaud, should be removed for they did not apply for a permit for same. The matter was referred to the Building Inspector and the Chief of Police.
