ALL NIGHT PAREING BAN:
Selectman Kirk made a motion to have the all-night parking ban lifted, effective immediately,
with the stipu2ation that, in the event of a snow storm, the ban would be reenforced immediate-
ly. Letters advising the Chief of Police and Highway Surveyor of this motion will be sent.
LICENSING COmmISSIONERS:
Application, approved, of the transfer of a gasoline storage permit from Alfio Pappa!ardo to
Trombly Bros. on the corner of Sutton and Main Streets. Chairman Guthrie motioned that Mr.
Pappalardo be sent a letter of commendation from the Board on conducting a respectable business
for 44 years, and to convey their best wishes for a happy retire~ut. _ · ~

MARCH 5~ 1973
The Board of Selectmen held their regular meeting on this date with two members present;
Selectman Arthur P. Kirk and Chairman Joseph A. Guthrie. Selectman William B. Duffy, Jr.,
was absent. This was the last meeting for Selectmen Kirk and Duffy. ~he minutes and warr-
ant were approved as submitted.
Jurors:
Selectman Kirk drew two names for Jury duty: Winifred T. Gallant, Andover By-Pass for duty
on April 2, at Lawrence and Joseph E. Pellerin, 36 Camden Street, for April 2 Sitting, at
Salem.
EXCAVATION:
The Board approved an excavation petition for work on Ferry Street from pipe installations
under Nerrimac River.
TV CABLE:
The Board received a letter from Attorneys Fenton & Elias requesting permission to run cable
through North Andover for future cable TV service in Lawrence. The Board voted to refer the
letter to Town Counsel for comments and recommendations, and instructed Jack Erle to contact
the utility companies to verify facts as presented in the letter.
ABM SITE:
Jack Erle reported a phone conversation with ~. Robert Hebb, Dept. of Natural Resources,
who promised to set up 60 gaL drmms filled with rocks and sand, cabled to one another, to
act as a road block at the end~ of the black top road at the entrance to the former ABM
site. This action will be enterim until the ground is ready for bulldozing at which time
the Dept. of Public Works will bulldoze dirt and gravel at the location to form a more per-
manent obstruction. Hopefully, this will solve the problem of stolen cars and burned out
cars being attracted t~ the area...a burden on both the Police and Fire departments.
TOPICS TRAFFIC PROGRAM:
Jack Erle reported that later in the week, the DPW will be holding a meeting with town offi-
cials to complete the "75% plans" to reconstruct the intersection of Rt. 125 By-Pass ~and :~
Salem Turnpike including the Sports Arena entrance to Merrimack College. This is part of
Topics Early Start Program which also includes two other locations -- Peters, Andover Streets
and Chicksring Road traffic lights...Main and Sutton Street traffic light. The "75% plans"
on the two locations have been completed. The schedule presently ca~ls for all these im -
provements to be completed in the summer of "73.
JAY ~OAD ADJUDICATION:
The Board voted to adjudicate Jay Road and voted in a second motion to instruct the Planning
Board to take the necessary steps to put the road in the condition required by them. Letters
received approving adjudication from Planning Board and the Board of Public Works. A nega-
tive reply received from Nicolas Nicetta, Highway Surveyor.
LICENSING CONMISSIONEBS:
Acting as Licensing Commissioners, the Board voted to approve renewal application of William
Lawton for an Auctioneer's license, town-~ride, subject to the payment of the usual fee.
