HomeMy WebLinkAbout1973-03-12 Board of Selectmen MinutesM~HCH 12~ 1973. 47,~ The Board of Selectmen held their regular meeting on this date with all members present; it was the first meeting for two newly elected members, John F. Coady and John P. Kirk. Chairman Joseph Guthrieo presided. The warrant and minutes were approved as submitted. ORGANIZATION: The Board voted the following titles for the ensuing year: Board of Selectmen: Chairman: Joseph A. Guthrie Clerk: John F. Coady Licensing Commissioners: Chairman: John P. Kirk Clerk: John F. Coady PRESENTATION: Chairman Guthrie presenteda plaque to former Selectman, William B. Dully, Jr. in of his efforts as a member of the Board. Mr. Duffy accepted with thanks stating, in jest, that ~his was his last public speech until Town Meeting. GIRL SCOUT WEEK: Four girl scouts, representing Scout degrees, were present to hear Chairman Guthrie read a Proclamation observing this week as Girl Scout Week. GAS EXCAVATIONS: The Board approved a petition to excavate on Salem Street to install gas services. A Notice of Intent to excavate on state roads by Charles Construction Co. was sent by Law- rence Gas Company. NO PARKING SIGN: The Board received a request from the Board of PublicWorks that a "No Par~ing" sign be installed in the Flats Bridge area on Great Pond Road to be enforced after 6 p.m. This is to protect pollution of the town's water source, Lake Cochichewick. The Board referred the request to Chief Lawlor for his recommendation and action on the request. STOP SIGN: The Board received a request for the installation of a "Stop" sign at the intersection of Mablin Avenue and Inglewood Street. Request was referred to Chief Lawlor for his recommen- dation. GR. LA~RENCE COMMUNITY DRUG COUNCIL: Ray Tague and Dr. Shea appeared before the Board to report on the activities of the G.L.C. D.C. and to ask the Board's support of their Article in the coming Town meeting. Their ba~- ic request is $1JOO per capita per year. The requirements for their program means they must seek aid from the communities they are serving. Presently, the program is financed by State and Federal funds, personal donations and services rendered by many volunteers. Bon Secours and Lawrence General Hospital have shouldered the complete financial burden of their walk-in clinics, but as the drug problem is becoming worse instead of better, they must have help from the communities to continue the program at a proper standard of progress. Their present program has been rated a top program over other programs in the State. As ii North Andover's Town Meeting will be the first community to consider this funding request, it is important what the result is as other communities will probably concur with North Andover's decision on aid to the drug program. The Selectmen have voted to approve the full amount requested, $24,000, as submitted in Article 52. TOWN MEETING DATE: A reply from Attorney Donald Smith, Moderator , re the date of future Town Meetings ad- vised the Board that he thought Saturday afternoons, the present Town Meeting date, was more cbnvenient to the townspeople than a night date would be. PLANNING BOARD: The Board received notice from the Planning Board of a hearing on a subdivision on Andover Street. PERSONNEL BOARD: A letter from the Personnel Board advised the Selectmen that, if the position of Building Inspector is voted full-time, they would recommend compensation Grade S-20, based on the job description and surveydata submitted at this time. KNOW YOUR TOWN: The Board received instructions for the "Know Your Town" event to be held on April 7. The Boardwill attend. T~N COUNSEL APPOINTMENT: A date was set for the annual appointment of ~ Town Counsel, March 26, at 7 p.m. The Board voted to have a legal ad, advertising the annual appointment, inserted in the Eagle-Tribune. REYNOLD'S MEMORIAL: The Board voted to authorize former Selectmen, Arthur P. Kirk, to continue working on the project of the installation of the Reynold's Memorial. 474 H 12, 197 (continued) CABLE TV: Attorneys Fenton and Elias appeared before the Board on beha].f of the Lawrence Community Antennas Inc. who requested permission to have cale lines installed on poles in North Andover to service Cable TV in the Lawrence area. Selectman John Coady asked the following questions: Why does the telephons company request a permit? Elias: for purpose of Right of Way. If anyone is injured during installation, would town of North Andover be liable? Elias: . No, they have insurance policies that Cover any contingency. Would installation of the cables interfere with resident's TV reception in that area? Eliam- No, type of installation would not interfere. The Board also inquired and was Assured that this would not bind o.r obligate the town of North Andover to have or consider Cable TV installation in the town, now or in the future. After further discussion, the Board voted to grant permission to the telephone company to install the required TV cable wires for Lawrence service. The letter, prepared by J. Erle, could be picked up at the Selectmen,s office the following afternoon. TAG DAY: The Board granted permission to the Noly ROsary Green Berets Band to hold a Tag Day in North Andover on April 6 and 7. Chief Lawlor will be so notified. FENCE VI~ER: The Board received a letter from Albert C. Johnson, a Fence Viewer for 19 yrs, an annual appointment of the Selectmen. Ee stated that he was resigning from was to eld to walk the thousands of miles to ~iew the town's fences the positicn~ that he and stone walls. He also inquired if his 19 years of service warranted a flag-draping of the town building at the proper time. The Board accepted his resignation and Chairman Guthrie will acknowledge the letter. TOPICS PROGRAM: Jack Erle reported on the Topics program and State program. At the DPW meeting in Danvers, Mr. Erle was informed that the State would give -~ ~ ..... zor Omas, the probable date, the sum of $12,000. of State funds for the installation of much-needed sidewalks, requested for years in North Andover, on Chickering Road from Mass. Ave. to Main Street. They will be completed this year. Chairman Guthrie eXpressed appreciation for a Job well done and a mission aCcomplished after so many years. PARADE COMMENDATIONS: to Selectman Coady motioned the Roard/write letters of commendation~.to the American Legion for their fine appearance in the St. Patrick's D~y Parade and Congratulations to the Fire Dept. and Club, 2104 for their trophy winning entries in the parade. It was so voted.
