HomeMy WebLinkAbout1973-03-20 Board of Selectmen MinutesThe Board of Selectmen held their regular meeting on this date with all members present; Selectmen John F. Ccady and John ?. Kirk with Chairman Joseph A. Guthrte presiding. The minutes and warrant were approved as submitted. GAS EXCAVATION: The Board approved a petition for an excavation on Park Street, corner of Osgood Street, to install a gas service for the Stevens Nall Long Term Care Facility. ABM SITE ROAD: The Board received a letter from the General Services Administration enclosing the deed conveying a portion of the missile site road to the town from the government. The Board voted to refer the deed to Town Counsel for recording in the Registry of Deeds. COMPLAINT: Barry Cate, 12 Ashland Street, an E.E.A. employee in the Board of Public Works, appeared before the Selectmen registering a complaint against the Town Clerk. He stated his request for nomination papers for a Selectmen's seat in the next town election, March, 1974, had been denied. He informed the Board he had gone to the Secretary of State requesting the papers but was told they would not issue them to a ci~i~em~ but, on request of the Town their office would send the papers to the Town Clerk's office. Nomination papers are normal ly distributed in December or January. Cate requested the Board to order Town Clerk to get the papers for him. Chairman Guthrie advised him that the Board had no authority or juris- diction over the Town Clerk or his office. Mr. Cate declared his Civil ~ights were being violated and departed. G.L.HANDICAPPED STREET HOCKEY LEAGUE: Chairman Guthrie advised the Board that a James Kimball, 220 Boxford St., N. Andover, Pr~s. of the Greater Lawrence Handica~ped Street Hockey League, had verbally invited them to appear at the opening of the League's season on Sunday, March 25, at 1:30 p.m. to be hel on the premises of the North Andover Mall. Mr. Guthrie will attend and, on behalf of the Board and the town, will extend the town's greetings and good wishes for a successful season. The minutes and warrant were approved as submitted. JURORS: Two jurors were drawn for the April 30 Sitting at Salem Superior Court; 15 Cabot ~oad and Barbara Dempsey, 255 Massachusetts Avenue. Frederick C. Soucy, SPECIAL POLICEOFFICER - AIBPO~: A letter was received from Thomas J. Davies, Jr., Airport Manager, in regard to additional security to the Lawrence Municipal Airport and submitted the name of John B~ Violette, a North Andover resident, to be appointed a Special Police Officer subject to the approval of the Selectmen and Chief of Police. The Board voted their ap~reval as Chief I~wlor had in- dicated his approval, in writing. Mr.~Violette was so appointed. EXCAVATION NOTICE: Received: Excavation notice from Manny Hajj Construction Corp. on Autz~nAvenue. CHAPTER90: A letter received from County Engineer, James B. Carlin, listed the names of residents of Salem Street who would be affected by land-~aking in the Chapter 90 Salem St. re~ The Board votedto authorizethe Chairman to write to Mr. Carlin stating the figures and arrangements as submitted in the letter were satisfactory for processing. AMBULANCE SERVICE: The Board received a letter from the Board of Fire Engineers in answer to the Board's in- quiries re ambulance service. POLICE CAR BIDS: Upon request of Chief Lawlor, the Selectmen set Monday, April 2, at 7:30 p.m. as the time for opening bids on four (4) new, 1973 Police cars. TOWN CHARTER STUDY COMMITTEE: Ted Peters appeared before the Board stating that, if the present Town Charter Study is still in existence, they plan to participate in the "Know Your Town" event. Chairman Guthrie advised him that all co~ittees were in effect until the annual appointments are made by the Board.
