The Board voted that, as individuals they were in full agreement with the petitioner, but as a Board, they couldn't set a prece- dent on mtters falling in this category. APPOINTMENT ANNOUNCEMENTS: The Board voted to have the Administrative-Assistant, Jack Erie, draft a letter to the Tribune to inform the townspeople that, if they were interested in appointment to any town committee, they should notify the Selectmen, in writing. After the vote was taken the Town Reporter offered to place the announcement in her column. TOWN COUNSEL APPOINTMENT: At 7:00 P.M., prior to the Selectmen's meeting, nine department heads convened to make the annual appointment of Town Counsel for the ensuing year. One application was submitted, that of the incumbent, Arnold H. Salisbury, Esq. Chairman Guthrie presided over the meet- ing and, after instructing the Secretary to collect the secret ballots, counted them and announced Mr. Salisbury had been reappointed. They also voted Town Counsel be paid the salary as approved at town meeting and that "Town Counsel's salary be understood to cover only the foreseeable services to be expected of him, and that the matter of additional compensation to him for other services be referred to th~electmen for ac~K~as questions relating thereto may arise. Kirk ~ith Chairman Joseph A. Guthrie presiding. The warrant and minutes were approved as submitted. POLICE CAR BIDS: Four bids were submitted to supply four, new 1973 police car~: Manzi Dodge, ~10,800~.-Shawsheen Motors, S11,027 - Woodworth Motors, $11,711. and Clark Motors, $12,237. Nanzi Dodge was awarded the contract with the lowest bid of the four submitted. GAS EXCAVATION: The Board approved a petition to excavate on 44 Andover Street to install gas service. POLE LOCATION: April 9, 1973, at 7:30 p.m. was the date set by the Board to hold a hearing on a pole and wire location on Second Street. Abutters will be so notified. AIRPLANE:NOISE: A resident of Water Street, Lauretta S. Wilson, sent a letter to the Boa~d complaining about the continuous drone overhead of airplanes that follow the same pattern ~f flight all daylong. The Board voted to have Jack Erle contact Airport Manager and the Board will follow up with a letter urging that flying curfew be enforcedJ Re~no!d's Pla~$round Site: The Board discussed the proposed playground at the Reynold's Site on Johnson Street and voted to authorize the Chairman, through Jack Erle, to contact the Board of Public Works re plans of .said playground. 'HOUSE BILL 3824: A letter received from the Committee On Rules re a constitutional amendment to require a 2/3rds vote instead of a simple majority vote on any legislation which would impose additional costs on cities and towns. The Board voted to contact Rep. Francis W. Hatch, Jr. to advise him of the unanimous support of the North Andover Board of Selectmen on House Bill 3824. Our State Repre- sentative will also be contacted. LI~ETED PA~ING: Eric Hope of Hope's Bicycle Shop appeared before the Board requesting that limited parking be expedited inffront of his shop, corner of Water and Elm Streets. The Board voted to refer the matter to Chief Lawlor for his recommendations on the matter. WATER COMPLAINT: William Ciampa, 58 Glenwood Street, appeared before the Board stating that seweragswas flow- ing out of the catch basins as well as water on his street and asked if anything could be done about the situation. He conceded that theextrao~dinary, heavy rains could have contributed to the problem. The Board referred the matter to Jack Erle who will investigate the situation with the Pub!Ac Works Dep~rtment. DEPARTMENT MEETINGS: Chairman Guthrie informed the press that, after the Selectmen's meeting was concluded, t~ 'Board would meet with Chief Lawlor to discuss his department's activities. This is the first of a series of meetings with town departments with the object to implement closer and better communications with other departments.
