HomeMy WebLinkAbout1973-04-09 Board of Selectmen Minutes ~S APRIL 9, 1973 (continued) DRAINAGE COMPLAINT: A Mrs. Chiampa appeared before the Board on her complaint that sewerage was backing up from water drains on her street, Glenwood Avenue. Jack Erle explained that the Public Work's Superintendent stated that any heavy, sudden rainfall will overflow the drains. To eleviate the situation, clean up plugs are removed and water drains into sewer pipes causing pressure resulting in back up of sewers. The Selectmen recommended that the Public Works Dept. be con- tacted to alert citizens not to drain water into sewerage. Mrs. Chiampa requested that the town clean up the street and Chairman Guthrie requested J. Erle to contact the Public Works to do the job. REGIONAL SOLID WASTE COMMITTEE: Chairman Guthrie advised the Board that he would like to contact the Moderator, Attorney Donald Smith, who appoints members of the Regional Solid Waste Committee, indicating that they would like the Board of Selectmen represented on the committee. Out,e,, pre .~ g were approved as submitted. SCHOOL BOND: The Selectmen executed a school bond in the amoun~ of $250:000. awarded to White, Weld & Co. at 4.7% interest. JUROR: Juror to be drawn for Nay 21 Sitting~ at Newburyport, %fas pos~poneduntil next meeting, Monday, April 23, when Town Clerk will be available. GAS EXCAVATION: The Board approved a petition to excavate ~o repair gas mains on 20a Johnson S%ree~ and 58 Beverly Street. SPRING MEETING: Received: An invitation to attend the Essex County Selecmmen's Association Spring Meeting, April 28, at Castle Hill, Ipswich. DOG IMPOUND~NTLAW: A letter from the County Commissioners enclosed a copy of Chapter 49 of the Acts of 1973 which reduces the period of Impoundment of Dogs from 10 days to 5 days. This is a 90-day law which will be effective May 27, 1973. This ns$ice will be included in the May 21 Agenda. STREET LIGHTS: Chairman Guthrie announced that he would like to discuss the s~ree~ light recommendations'of the Mass. Electric Co. re the installation of same in the new High School and new Fire Station areas. He requested that the subject be taken up at a Thursday meeting in May. NEW GARAGE: Mr. Guthrie also announced that on May 7, the Board and the Highway Surveyor would visit several newly constructed garages as a preliminary s~ep ~owards a new town garage in North Andover. LICENSING COMMISSIONERS: The Board approved the application for renewal of the Common Victualer license for the Nort~ Andover Dairy Queen, 478 Chickering Rd. Conservation Commission~ North Andover Youth Commission The following appointments made by the Board are listed on the next page. The Board voted to recommend Selectman John F. Coady as their representative on the Regional Solid Waste Disposal Study Committee to Moderator Donald Smith. The Board also voted to send a letter of thanks and appreciation to John F. Coady and Richard H. Stang for their long, faithful service on the Personnel Board.
