HomeMy WebLinkAbout1973-06-04 Board of Selectmen MinutesThe regular meeting of the Board of Selectmen was held on this date with all members present Selectmen John F. Coady, John F. Kirk, with Chairman Joseph A. Guthrie presiding. The warrant and minutes were approved as submitted. GAS EXCAVATION: Petition approved to excavate 192% feet in street on Great Pond Boad to replace 4 inch gas main with 6 inch steel gas main. CONGRESSMAN HARRINGTON: Chairman Guthrie announced that Congressman Harrington had requested the use of the Select- men's Office on June 16, at 9:45 a.m. during a two-hour visit to greet and talk to constitu- ents. Mr. Guthriec stated that he would be present to greet and extend a welcome to Mr. ~arrington from the Board. The Board, upon recommendation of Ted Peters, appointed Barry ~hys, 826 Dale St. a member the Town Charter Study Committee to replace resigned member, Lucretia Lyons. TO~N FOREST PIC!~ZC AREA: The Board approved request of Girl Scout Troop 67 to uae the Town Forest picnic area on June 12 with the uaual stipulation that Supervisors be present and the area cleaned up' after using. SPECIAL TOWN MEETING: After considerable discussion on whether to c~11 a Special Town Meeting or not, the ensued: Selectman Coady told Mr. Thomson, petitioner, that the townspeople had had.lplenty of opportunity to decide on the flouridation article submitted at the annual Town Meeting and their vote in the affirmative should stand.. Mr. Coady made a motion not to c,ll a Spec- ial Town Meeting. Chairman Guthrie stated that, though he agreed with Mr. Coady and to Town Counsel's letter stating that Article I, submitted by Mr. Thomson and others, was illigal, he saw nc alternative but to carry out the Board's repensibility by c-~l~ng a Spec- iai Town Meeting as required by the petition submitted and signed by 200 townspeople. He further stated, that, although the Board had to call a Special Town Meeting, he would not wat%ta precedent started that would have the townspeople think they could negate any vote of the annual Town Meeting by requesting a Special Town Neetir~ unless there were extenuating circumstances. Selectman Coady added that proper representation of the town would not be present at a Special Town Meeting. selectman Kirk made a motion to have Selectman Coady's motion not to have a Special Town Neeting withdrawn. Chairman Guthrie relinquished his Chair to second the motion. Kirk and Guthrie voted, "Yes'.'.. Jack Coady voted, "No." Selectman Kirk made a motion to hold a Special Town Neeting on June 2%, 1973, at 7:30 p.m.. in the N.A. High School Auditorium. Chairman G~thrie relinquished his ~hair to second the motion. Kirk and Guthrie voted, "Yes." Ooady voted, "No." Chairman Guthrie then opened the ~m.~rant at 8:1% p.m. and closed it at 8:3% p.m. The following Articles were submitted: 1 & 2) Articles on flouridation from Mr. Thomson and others. 3 ) Article to advise the members of the N.A. Housing Authority that it is the sense of the citizens of the Town that there exists a need for "low rental housing" for "families of low income" within the meaning of Chapter 12lB of the General Laws. (See ArticleJ submi ted by the School Building Committee. %) To raise and appropriate $ for the purpose of contructing fencing along the Chickeriug Boad side of the new High School property, submitted by the Selectmen. Warrant was reopened on June %, 1973,at 3:1% p.m. to include two Articles on the To~ By-Law submitted By the Planning Board. The Warrant was closed a~ 3:16 p.m. Chairman Guthrie contacted the Board to reopen the warrant. LICENSING COMMISSIONERS: Chairman John P. Kirk presided over the Licensing Commissioners meeting. An application was received for a l~'ense to store %% gallons of litho solvent, abovegreun~, in the Davis & Furber building, corner of Elm And Water Streets for D.B.L.
