The Board of Selectmen held their regular meeting on this date with all members present;
Selectmen John F. Coady, John P. Kirk with Chairman Joseph A. Guthrie presiding. The
minutes and warrant were approved as submitted.
HEARING SET- CONDUIT:
A hearing was set for July 23, 1973, at 7:30 p.m. on petition of New England Tel. & Tel. Co.
to install approximately 30 feet of conduit on Morningside Lane, at Rasset Lane.
POLE INSTALLATION:
Petition was approved to install 1 pole (remove 1 pole )on Boston Road.
GAS EXCAVATIONS:
Three petitions were approved for excavations on 490 Main St., Longwood Ave. and Hillside Boad
to install gas services.
LAWN PRIVILEGES:
Letter from School Committee re recinding lawn privileges to students and others was
Chairman G~thrie motioned, Board voted to attend meeting with School Committee, Thursday, July
12. Mr. Guthrie will invite J. Borgesi, Chief Lawlor and W. Cyr to attend and discuss subject
which School Committee regards as a community problem. Mr. Guthrie will arrange meeting with
Mr. Garofoli.
SALEM ST, CHAPTER 90:
The Board received petition from residents of Salem St. re Chapter 90 reconstruction of Salem
St. Residents said reconstruction would convert road into a race track...proposed layout
would diminish the value and liveabiltty of the neighborhood...that Chapter 90 monies could
be best applied elsewhere on other roads in town. The Board voted to take the petition under-
advisement...send copy of petition to the Highway Surveyor for his information and possible
comments. They also voted to send a letter of explanation to the petitioners re the committ-
ment of the 71-72 Chapter 90 funds.
FIREWOE~S DISPIAY:
Edward Garvey appeared before the Board to discuss the danger to residents and townspeople
when fireworks are set off too close to homes. He also showed an unexploded bomb that had
not gone off during the firework display which he personnally~ searched for because of danger
to children that might have found it. Mr. Garvey had placed in in a pail of water and will
turn it over to the Fire Dept. for disposal. The Board expressed their appreciation to Mr.
Garvey and stated they would use facts brought before them for future reference next year.
The Board also voted to send a letter to the Board of Fire Engineers bringing to their
attention that those in charge of the Fireworks display had not tracked down the unexploded
fireworks bomb. '
MODULAR HO~ INSPECTION:
Building Inspector, Charles H. Foster, Jr., appeared before the Board to discuss a certified
Inspector re the installation of modular homes in North Andover. It was resolved that the
Building Code Committee hold a meeting on the matter and send their recommendations to the
Board for their meetings on July 23 or August 6.
LICENSING GONNISSIONERS:
Chairman John P. Kirk presided at a hearing held~ on an application for license to store
100 gals. gasoline, ahoveground, and 3000 gals. underground from Ray Finocchiaro, 11 River-
view St. Four abutters were present to express their objection to more heavy trucks going o
over the Riverview St. bridge and Ashland St .... that more truck traffic would create a safety
hazard in the heavily populated area. They also stated that the bridge sign posting the ton-
nage allowed was gone and the sign indicating :.,~hland St. was a One-Way street was also goner"
After the discussion, the Licensing Board voted to grant the storage of gasoline subject to
the installation of a protective fence. The Board sdso authorized Chairman Guthrie to
communicate with the Highway Surveyor and Chief Lawlor re the bridge and street signs.
The Board approved an application for an Auctioneer's license(town-wide) for~e Kittrell
5340hickering Rd. from July l, 1973 to June30, 1974. //~ ~ ~~
