Guthrie presiding; Selectman John Po Kirk was on. yaoation. The warrant and minutes were approved as submitted. CONDUITS: Hearing held on petition to install 30 feet of conduit on Morningside Lane, at Russet Lane. Approved, subject to Chief Lawlor's approval. DUCTS: Hearing set for August 6, 1973, at 7:30 p.m. on petition of Hass. Electric Co. to install ducts on Farnham Street. Abutters to be notified. POLE RF~OVAL: Approved: A petition to remove street light pole on Andover St. No hearing necessary. GAS EXCAVATIONS: Approved: Two petitions to excavate on Salem St. and Brentwood Circle to install gas services. HIGH SCHOOL FENCE: Received: Letter from Chief Engineer~_~ob~rt Tierney re High School fence. Jack Erle to submit copy of fence plans to School/~e. DRIVE CLOSING: A request from Chief Joseph W. Lawlor to close drive on Chickering Boadwas tabled until next meeting. ANBULANCERELATED SERVICES: Regionalizing ambulance related services discussed. Members of Fire Dept. present questioning North Andoverambulance service being combinedwith neighboring cities and towns. They stated that they were in need of better equipment and training but still did not want combined services. Chairman Guthrie and Jack Erle explained that the letter of intent from the Selectmen would not commit the town of North Andover to any program submitted, but would Just show their interest to evaluate any proposals submitted in the future. It was so voted. Any proposal ~uld have to have Selectmen's, Town Meeting and Robert Wood Johnson Foundation approval before passed. SALEM ST. RECO~T~JCTION: Salem Street residents appeared before the Board and submitted a petition regarding the proposed reconstruction of a portion of Salem Street under Chapter 90. After a discussion, Chairman Guthrie advised them that an open meeting willbe held on August 2, at 7:30 p.m. to which all abutters of SalemStreetwere invited to discuss the matter with Highway Surveyor William A. Oyr, District Engineer, Joseph D'Angelo and the Selectmen. SCHOOL GROUND PRIVILEGES: Several young adults and residents of Main Street appeared before the Board and participated in a lengthy discussion of the prcblem of a meetingplace for young adults intown. Having been kicked off the school grounds by the School Committee, they are now congregating at a small triangle on Nain Street resulting in strong objections from residents in the area. A Mr. Cushing andMr. Miaiccuci stated that the congregating on She triangle was disrupting the residents' peace and tranquility and that Miuiccuci's te~nts were threatening to leave; that excessive drinking, littering and foul language was always present. Present in defense of the students were Nark Savnkinas and Barry Cate together with Atty. John J. Willis, John McLay and other spokesmen. Atty. Willis proposed a 4-point program that would contain a curfew, obtaining the school property for the students to congregate, asking for volunteer group of fathers to spendone night a week to help police keep order, proper facilities to dispose of rubbish. He stated students would cooperate if they realized they are being considered and not Just ignored and censored. Willis stated that all wrongdoers on public property should be prosecuted by the police department, not Just students. The question.was asked of Chairman Guthrie under what right did the School Committee have to forbid the students the use of the school grounds...that could the School Committee forbid the students the use of the school grounds...could the Selectmen issue an Emergency Order to restore permission to the students to use the school area. The matter was concluded by the Selectmen voting to send a letter to Town Counsel asking who has the jurisdiction over the school property..by what authority did the School Committee have to shut off the school area to young adults of the town. If the answer is negative, a Special Meetingwill be held by the Selectmen the early part of next week to try to resolve the ever present problem. Chairman Guthrie will also consult Frank Cunningham, Sr., President of the town's Youth Council. ~WIREWORKS BOMB: A letter received from Deputy Chief, Fire Engineers re the Fire Works Displ~ unexploded bom~ was accepted as submitted.
