Kirkwith Chairman Guthrie presiding. Previous to their regular meeting, the Board met at 6 P.M. with the School Committee and Public Works. The minutes and warrant were approved as submitted. I~_AP~ING - DUCTS: A hearing was held on the petition of Mass. Electric Co. to install 5 ducts on Farnham St. It was unanimously approved. HEARINGS SET: ~ Hearings were set for August 20, 1973, at 7:30 p.m. on petitions to install 2 poles on E. Water St. and to install 3 ducts on E.Water St. MODULAR HOUSING: Letter received from Andrew Alvtno, Jr., Chairman of the Building Code Committee re Modular Housing inspections. The Board voted to table the matter until Aug. 20 meeting when the Bldg. Inspector and Chairman Alvino could be present to discuss the various requirements. copy of the letter will be sent to theBoard of Health for their comments and suggestions. INA AGREEMENT: The Board authorized Chairman Guthrie to refer to Town Counsel the Interagency Mutual Aid Agreement per advice of Chief Lawlor. ~ A MIDDLE SCHOOL PRIVIL~DES - .~LES&REGULATIONS: Letter received from Town Counsel re the Midd2e School lawn priviteges was discussed. Atty. Salisbury stated, in summary, that all town real estate is under the control of the Selectmen who have the authority to make reasonable regulations concerning the use of the area in question, which is the MidcLle School lawn. Presentwith the Selectmen were several including Mr. Cushing and son, Mr. Manacucci, Bill Hilbert, Gayton Osgood and others who participated in a lengthy discussion on the privileges of the young adults in town. Chairman Guthrie stated that the Selectmen had met with members of the School Committee, Board of Public Works, Highway Surveyor and Chief lawlor to attempt to solve the problem of the young adults vs. the Main Street residents. At this meeting, Mr. Guthrie stated that all of the above- named Boards had agreed on the following rules and regulations concerning Town property and Public Ways. All alcoholic beverages being used in violation of this rule shall be seized and safely held until final adjudication of the charge against the person or persons arrested or summoned before the court, at which time they shall be returned to the person entitled to lawful possession, provided such portion of the above defined beverages used for analysis shall be disposed of according to law. 2) There shall be no trespassing on School property while school is in session, and from one hour after Sunset to one hour before Sunrise, except, at the Middle School the eve- ning houris extended to 10 P.M. in the area designated. That area is bounded by Chick-~ ering Road, Nain Street, the drive,ray running on the South side of the School, and the parking lot on the South side of the school. Parking of vehicles willbe in this park- . ing lot and the driveway as described on earlier occasionsby the School Committee. 3) There shall be no trespassing at anytime on the Town Triangles. 4) There shall be no trespassing in Parks and Playgrounds from one hour after Sunset to one hour before Sunrise. 5) Use of Town Forest and Town Farm grounds is permissable only from Sunrise to Sunset ex- cept with Special permission. Selectman Coady stated that the Board was confident that the Police Department would 'dill enforce all the above-named regulations. Gaytone Osgood brought up the many teenage facilities provided by the town of Andover in com- parisonwith the big"Zero,'North Andover provides. He stated the gyms, machine shops should be made available to the young adults and that tennis courts, volley ball courts, etc. should be provided. The Selectmen agreed but reminded the company present that the town had voted down the installation of tennis courts every year at Town Neeting... that money had to be provided for thee~eCessary Supervision of available school facilities use during the smm,er. It was suggest?t~t responsible citizens organize and educate the town taxpayers of the gree' need to sponsorfacilities for the youth of the town andto back an Article to appropriate f~ds ~r for the projects. Needed, also, was a teenage Canteen to be ran and supervised by a Student Committee, to be used for a club room, dances, etc; ....... a place of their own to go that they could afford. AUGUST 6, 1973 (continued) ~B~ APPOINTMENT: The Board appointed Francis Trembly to be a member of the Municipal Facility Building Committee. The Board authorized the Chairman to contact other members of the committm to attend a conference meeting to be held on Sept. 6. ELECTRICAL PERMIT FEES: The above-named matter was tabl~ until August 20 meeting. TF~INAL LEAVE PAYMENTS: Two letters received from Town Treasurer concerning terminal leave payments and proper pay- ments of bills in regard to departmental articles acted on at Town Meeting. It was voted on motion of Selectman Coady to send a copy of the letters to all Boards and departments requesting they submit their co~ents on the two matters, in writing, within the next two weeks for the Aug. 20 meeting. It was also voted on Chairman's suggestion that the depart- ments be notified that a meeting will be held by the Selectmen on September 6 on 'the two matters with the Personnel Board, Town Accountant and Town Treasurer. PERSONNEL BOARD: Received: Letter from Personnel Board re Hardship Day which will be defined in 30 days. ~ A I~OVER ST. DI~I~ggAY: The Selectmen voted that a letter be sent to District Highway Surveyor, Jacob Rerkover, reqUesting that a driveway at 451 Andover Street leading onto the section of Turnpike St., between Andover Street and Peters Street, be eliminated to correct a definite safety hazard. Chief Lawlor requested the letter be sent. CHAP. 90 SAL~ ST. RECONSTRUCTION: Chairman Guthrie reported on the Chapter 90-Salem St. reconstruction meeting held by the Highway Surveyor on August 2.. Joseph D'Angelo, Asst. D.H.Engineer, J. Borgesi, Public Works Supt., Highway Surveyor, William Cyr and the Selectmen were present to explain the recon- struction and answer abutters questions. Chairman Guthrie said, "Hopefully, all problems have been clarified." PP~ECINCT WORKERS: Reappointment of Precinct Workers was tabled until the August 20 meeting to which the Board of Registrars will be invited to attend. Vacancies on the list will be filled at that time. C OML~LAINT: A1 McGregor appeared before the Board stating his bid was refused by the Highway Surveyor because he had submitted it a half hour too late...~at 10:30 a.m. instead of 10 a.m. He stated that he could have submitted it earlier, but, as the time was not on the specs sheet given to him, he assumed the bids would be opened by the Selectmen at 7:30 p.m. as had been the procedure in the past. Selectman Coady stated that it was out of the Board's juris- diction as it was the Highway Surveyor who was awarding the bids and the matter wouid have to be solved by him. BLOOD BANK: Chairman Guthrie and Jack Erle reported that the North Andover Blood Bank held for the benefit of the townspeople was successful beyond their highest expectations. Mr. Erle sta~ed that 150 pints of blood received were due to personal calls made by a small group of women. LICENSING COMMISSIONERS: ~ A Hearing was held on the license application of the Lawrence Municipal Airport to store 18,O00. gals of aviation and jet fuel, underground, and 6000 gals of aviation gas, above- ground. Abutters, Bill Hilbert, Peter Romanc and others were present at the hearing, Mr. Hilbert complained that he used to get gasoline fumes in his son's bedroom .... he isn't getting the fumes now but he wouldn't want the situation repeated. He also submitted a letter from Mr. & Mrs. John Ventrillo who objected to the installations. Other abutters present wanted t~ know if all safety precautions had been taken. Airport Manager, Davis, assured them that they had been taken and if they had any Sro~ !ems in the futur~9 please contact him.
