HomeMy WebLinkAbout1973-10-01 Board of Selectmen MinutesThe Board of Selectmen held their regular meeting on this date with all members present; Selectmen John F. Coady, John P. Kirk with Chairman Joseph A. Guthrie presiding. The warrant and minutes were approved as submitted. BLUE CROSS- BLUE SHIELD: The Selectmen met with Town Treasurer, J. Dewhirst, to discuss proposed Blue Cross-Blue Shield program ofering new benefits and the renewal of the contract due November 1. The Board voted to authorize Town Treasurer to notify B. Cross that the town accepts the proposed new benefits and will sign the new contract when .submitted. I JOINT POLE: . ' The ~Board approved a petition to install one Joint pole on Park St. and remove 1 !pgle.~. GAS EXCAVATION: The Board approved a petition to excavate at 8~5 Salem St. to install gas service for George Schruender, Jr.' SNC~ R~MOVAL PROGRAM: Letter received from J. Berkover, District Highway Engineer, notified the Selectme~ that, as of July l, 1973, two sections of State Highway, known locally as Andover St. and Osgood St., will be removed from the State Department's Snow & Ice Control Program except where these streets are part of a numbered route. The Board voted to send all copies of correspondence on the matter to Highway Surveyor, Bud Cyr, for his information and action, if ar~. INVITATION: The Selectmen1received an invtiation to participate in Veterans' Day Observar~es on Oct. 22. They will make every effort to attend and directed the notice be posted on the Bulletin Board. STREET SIGNS: Selectmen received letter from State Commissioner's Office, Dept. of Public Works, advising them that Chapter 90 funds were available to purchase and install necessary Street Signs. The Board referred the letter to the Highway Surveyor directing~him to take the necessary action on the signs. SCHOOL CROSSING GUARDS: At the request of Chief Lawlor, the Board appointed Florence Snell and Francine Hiordan as regular School Crossing Guards and appointed Jean Dufresne and Geraldine Bradley as Reserve School Crossing Guards. OVE~PAS S: The ~oard discussed the request of Atty. Trombly who, at the last meeting on behalf of his clients; asked if the overpass could be redesigned which would result in'less land-taking. Chairman Guthrie advised the Board that he had contacted the TOPICS people, state department officials and Pavlo Engineering who bluntly told him that to redesign the pedestrian over- pass so vitally necessary for the children attending the new High School would delay the construction of said overpass ak least 8 months if no~ more. Chairman Guthrie requested the Board to wait for letter containing this information before acting on the matter. It was so voted. Mr. G~thrie will advise parties concerned of the status of the situation. BUILDING INSPECTOR: Tc confirm Town Meeting action of March, 1973, the Board formally appointed Charles H. Foster Jr., as Building Inspector, full time. Mr. Foster recently passed the qualifying examination for the position and was certified for the position in Civil Service. Town Counsel notified Civil Service on September 25, 1973, that the position was full-time. TOWN GARAGE cONMITTEE: Chairman Guthrie announced that a working meeting with the Town Garage Committee would be held on Thursday, October 4, at 7:30 p.m. in the Selectmen's Office. MEETING DATES: Because the holidays, Columbus Day and Veterans Day, fall on regular meeting nights, the Board voted the following meeting dates be posted on the Board: October 9, 1973 and October 23.
