Selectmen Coady and Kirk with Chairman Guthrie presiding. The warrant and minutes were approved
as submitted.
HEARING: BURIED CABLE
The Selectmen approved the petition of Mass. Electric Co. to install 12 feet of buried cable
on Great Pond Road.
CMC CONSTABLE:
An application was received from Ronald F. Ford, Nethuen, Mass. for appointment to the position
of Civil Constable of North Andover. Upon recommendation of Town Counsel and C~ief of Police
the Board denied the request stating that, at the present time, the Selectmen do not have the
power of the appointment of any person to serve as constable in North Andover.
TRAFFIC-NEW HIGH SCHOOL:
A letter received from Jacob Berhover, District Highway Engineer, in reply to a letter sent
bY the Board on September 11, 1973 concerning reduction of t~e speed limit on Chickering Rd.
vicinity of t,he new High School, among other safety requests. Additional requests were sent
by the Board in a letter dated October 11, 1973 which Berkover evidently had not received.
Mr. Berkover advi'sed that the state deemed it "unrealistic and unfair" to motorists to lower
the speed limit as requested by the Selectmen. Another letter dated October 25, 1973 was
sent to Mr. Berkover again requesting the lowering of the speed limit and requesting a reply
to their October !1, 1973 ~etter in which 7 pertinent safety measdres were requested.
SPECIAL POLICE OFFICERS:
The Board received a.request from Civil Defense Director John J. Coco, to appoint seven
men as Special Police Office;~s. The request was referred to Chief.Lawlor for recommendations.
FOREIGN STUDENT:
The Board received, too late, an invitation to attend a foreign student reception in Andover,
October 24. Other commitments on that date prevented the Board from attending.
GO SLOW CHILDREN SIGN:
A request for the above-named sign was submitted to the Board by Veronica F. Brennan and others
the sign to be installed on Salem Street. Request referred to Chief Lawlor.
PE~EST RIAN OVERPASS:
A letter was received from Bobert T.Tierney, Chief Engineer, relating steps taken to expedite
the installation of the overpass. Chairman Guthrie stated that there was no reason for any
further delay on the construction of the overpass.
APPRECIATION:
A letter of appreciation for the immediate action the Selectmen took regarding requests from
the School Department.was sent by Superintendent Garofoli.
SPECIAL TOWN MEETING:
A letter was received from the Board of Public Works and the Recreation Dept. requesting the
Selectmen to c~1~] a Special Town Meeting. The Board voted to bold a S.T.M. on November 5, 1973,
at 7:30 p.m. in the Middle School Auditorium. The Warrant was opened at 8:10 p.m. for the
inclusion of four(h) Articles and closed at §:11 p.m.
SELECTIVE SERVICE SYBT~M:
A letter sent to the Selectmen from Mary ~en Levesque, E~. Secretary of Selective Service
System requested the Selectmen to name a Volunteer Re~£strar for the Selective Service in
North Andover. The Board voted to request Town Clerk, John J. Lyons, to fill this position.
SANTA CLAUS PARADE:
A progress report was submitted by W. McEvoy, Parade Chairman, on the annual Santa Claus
Parade to be held in North Andover on Saturday, November 24, at 2:00 p.m. The Board voted to
send a letter of appreciation and thanks for the efforts and time he and his Committee are
expending to make the parade a success. ~
PLAYGROUND EQUIPMENT STORAGE:
A letter from W. McEvoy, Recreation Director, requested a place to store playground equipment
for the winter. He stated he has no room to store his car as all the equipment is in his
garage. The Board voted to have Selectman Coady contact the Public Works Department and
~Selectman ~irk contact the School Department for the necessary space.
TOWN ACCOUNTANT REPO~:
The Board voted to meet with D. Roche, Town Accountant, to discuss the annual town report
and annual reports on November 12.
LICENSING COMMISSIONERS
GASOLINE STORAGE:
The Board set a hearing on November 12, 1973, at 7:30 p.m. on application received for storage
of 1000 gals. gasoline underground on Turnpike St., corner of Andover St. for Merrimack College.
RICHLYN CLUB LICENSE:
Upon advice of Town Counsel, the Board voted to send a certified letter to Mrs. Nellie Jacques,
proprietor of the Richlyn Club, Inc. advising her if she has not obtained a suitable location
