REGU~.ER.~.PATROLMAN REQUESTED:
The Board voted to send for a certified list for one regular patrolman as requested by Chief
Lawlor. This will facilitate the transfer of one patrolman from Lawrence Police Dept. to N.
A. Police Dept~
NO PARKING PETITION:
Selectmen received petition from Main St. residents for the installation of No Parking Signs
on Main Street from numbers 470 through 450, inclusively. Petition referred to Chief Lawlor
for his recommendations on said request for November 19 meeting.
TOWN REPORT CONMITTEE:
The Board appointed the following to serve on this year's Town Report Committee:
John J. Lyons, David F. Roche, George Cullen and John Kirk.
BUDGETS:
C~airman Guthrie, referring to letter from Advisory Bd. Chairman, advised Board that budgets
have to be submitted by December 20, 1973. Mr. Guthrie will endeavor ~o have them prepared
for Board's perusal, December 3.

The B card of Selectmen held their regular meeting on this d~te with all members present, ·
Selectmen John F. Coady, John P. Kirk with Chairman Joseph A. Guthrie presiding. The warrant
and minutes were approved as submitted.
The Board approved at a hearing, the installation of 145' of buried cable and 2-4" ducts on
Johnson Street.
POLE & WIRE LOCATION:
A hearing was set on November 26, 1973, at 7:30 p.m., for petition for pole and wire locations
on Osgood Street.
JURORS:
Philip G. Smith, 186 Andover Street, was drawn for jury duty, December 5 Sitting, at Lawrence
Superior Court.
NO PARKING:
Upon recommendation of Chief Lawlor, "No Parking" signs will be installed on the easterly side
of Main Street, from Park Street, northerly, for a distance of 390 feet, per unanimous vote
of the Board. It will be so advertised.
GAS EXCAVATIONS:
The Board approved the following gas excavations for installation of gas services and repair
of gas mains: Johnson St. Lot C, Glenwood St., Fernwood Ave. and on 9 Chadwick Street, corner
Baldwin Street.
CERTIFICATE OF Incorporation:
Referred to Chief Lawlor for character references, members of Brookside Homeowner's Association, Inc
RECEIVED:
Letter of appreciation from Monsignor William A. Long for plaque presented to himon retirement.
Invitation to participate in Santa Claus Parade, Nov. 24, in North Andover and the South Lawrence
Associates Parade, November 25. The Board will make every effort to attend.
GASOLINE CONTRACT CONFIRMATION:
The Board confirmed their action to award the annual gasoline contract to Gulf Oil Corporation
and will so notify the company.
MIDDLE SCHOOL GROUNDS: -.
The Board confirmed their action to reopen the Middle School Grounds for one month at the re-
quest of the School Committee with the stipulation that thew must be no parking in the drive-
way, no drinking, and no littering. Chief Lawlor will be so notified and requested to make
every effort to enforce thee rules in this area.
APPROVAL:
The Board received from Attorney General approval of Special Town Meeting Warrant, Nov. 5, 1973.
The Board voted to advertise for bids on the 1967, Chevolet formerly used by the Board of Public
Works. Bids to be received up to 7:30 p.m. on December 3, 1973.

STREET SN~CLEARANCE:
Selectman Coady advised the Board that the State would continue to plow Rt. 12~ and Rt. 133
in the years of 1973-1974. !~r
HOUSE BILL 1086:
Selectman Coadymade a motion which was seconded to send a letter of commendation to Rep. ~
James P. Hurrell on the action ne took on the above-named bill. It was so voted. Mr.
Coady stated that the Bill was of vital importance to Home Rule. If firefighters and police
men nad one, central body to approach to submit their grievances, instead of three differen~
groups, they would be better served.
BLOODNOBI~ DECEMBER 9:
Chairman Guthrie announced that there would be a North Andover Bloodmobile on December?9,
and that calls would be made after Thanksgiving.
TOWN GARAGE COMMITTEE:
Selectman Guthrie advised the Board that the Town Garage facility had become so involved,
the Committee had an organizational meeting and elected Frank Gelinas, Chairman. The
Selectmen will act on an advisory basis.
TRAFFIC SAFETY RE,JESTS:
Chairman Guthrie advised the Board that Chief Lawlor and he had met with Senat~rRurak
to endeavor to get assistance to expedite the town's safety, traffic requests for the new
High School.
Selectman Kirk requested that all businesses restrict the use of electricity and lighting
of their stores during the energy crisis.
LIDENSI~G CONMISSIONEP~:
A memo received from the Alcoholic Beveragcs Control Commission requesting the Board to
send notice to all license holders to conserve energy producing fu~ls. Ail license holders
under G.L.c. 13§, S.12 and Sec. 15 may use one electric, neon, gas, oil, fluorescent or
'incandescent light or sign between the hours of 6 p.m. and 8 p.m. to advertise the name of
their establishment only. Ail other licensees are to refrain from all such outdoor and
outside advertising forthwith. Exception, lighting of .p~k~ng lots immedia~tely adjacent to
said licensed premises and the use of exit signs upon th~lpremises may b~c~ntinued.to be

'The Board approved a petition to locate 1 pole on Osgood Street, westerly side, at the north-
east corner of Foulds Terrace.
POLE REMOVAL:
The Board tabled a petition ~o remove 1 pole on Fast Water St. approximately 10'

TRAFFIC MEETING:
The Selectmen~ill meet on Thursday, 11:15 A.M. in Boston to discuss traffic safety requests

COMPLAINT:
A letter received from Blout Real Estate, Reading, Mass. complained they couldn't sell real
estate in North Andover because the BuilcLing Inspector and the engineer of the Board of
by up-holding the By-Laws of North Andover, have placed ~c~many restrictions on said proper-
tys discouraging prospective buyers. Chairman Guthrie stated the letter w~s a commendation
to these men who are doing their Job well.
CULVERT BID:
The Board of Selectmen officially awarded the bid for a culvert replacement on Waverly Rd.

APPROVED LOCATION:
The Board approved the proposed location of the Mass. Dental Assistants Association, Inc.
FIRE WARDEN-KEEPEROF THE LOCK-UP:
The Board of Selectmen appointed Chief James P. Daw and Joseph W. Lawlor, Fire Warden and
Keeper Of the Lock-Up, respectively, on April 17, 1973, with the stipulation that they would
continue these positions, without stipend, as of June 3~, 1973. Chief Daw voiced his ob-
