The Board voted to authorized the Chairm~n to consult Town Counsel on the matter. APPOINTMENT-PATROLMAN G~J0Y: WALTER F. The Board approved the transfer of Patrolman Grady from the Lawrence Police Dept. and appointed him Patrolman in the North Andover Police Dept. effective November 28, 1973, subject to Civil Service certification. SANTA CLAUS PARADE CHAIRMAN: The Board received a letter from William McE~oy, Parade Chairman, containing a report on the Santa Claus Parade held November 24. In the letter, he also requested the Selectmen to appoint another Chairman for next year's parade as he had filled that position for l0 years. The Selectmen voted to send Mr. McEvoy a letter of thanks and appreciation for all his ef£orts during the past years and requested his recommendatiou on whom they should appoint to take his place. TOWN GARAGE: A ~ rotter from Congressman Harrington to Richard Hart Harrington, Town Garage Committee member, stated that hopes were quite dim for Federal funding for a new Town Garage facil- ity. Nicosia who submitted the highest bid of $277.00. POLE R~OVAL: Tabled once again was petition on removal of a joint pole on East Water Street. ALL NIGP~ PARKING BAN: The Board voted to have advertised the seasonal all night parking ban, effective Dec. 15, 1973 throughout the months of January, FebrUary, March u'~less otherwise notified. N. READING BOUNDS: The Board of Selectmen received a letter from N. Reading Selectmen inviting them to perambUlate the N. Andover-N. Reading bounds on December 23. The Board voted the Chairman to contact the N. Reading Selectmen re arrangements and time. TRAFFIC: . Letter received from E. Lionel Pavlo Engineering. Co. advising the Board of possible reimburse' ment of traffic control devices installed in High Accident areas. The Board voted to refer letter to Chief Lawlor for his perusal and action. YOUTH COMMENDATION: Letter of high praise and commendation was sent by the Highway Surveyor on a group of students who diligently cleaned up glass and debris in the Middle School area. Copies of the letter were sent b~ the Selectmen to the students involved with a letter of their own commending the youths. SNOW REMOVAL PROGRAN: Official notice received from the State D.P.W. that state streets, And over and Osgood, would be cleared of sno~ by them during the 1973-1974 winter season. The Town will have to assume the Snow and Ice operations on these streets starting with the winter of 1974-1975. Copy of letter sent to Highway Surveyor. "BANDING" EXAMINATIONS: A letter from Civil Service stated that, in the future, they nad adopted the policy of giving a single open competitive examination for state and municipal ~positions which are substanti- ally similar in duties and responsibilities. POLICE SERGENT APPOINTMENT: The Board voted to send letter to Chief Lawlor requesting his recommendation on the above- named appointment prior to their meeting on December 10, the day of appointment. FINANCIkL POI2CIES-TOWN: The Board voted to accept policy on travel allowance and table policy on uniform expense vouchers. (continued)
