Kirk with CImirman Joseph A. Guthrie presiding. The warrant was approved as submitted. JURORS: Georg, g. C~ron, 30 Main St. and Shirley Pinard, 51 Chadwick St. were drawn for Jury Duty at Salem, February 4 Sitting. Fred Arrag, 28 Pilgrim St. was drawn for Jury duty, at Lawrence, February h Sitting. TOWN COU~BEL LETTER-HEALTH CLINIC: Letter received fro~ Town Counsel advised the Board that they did not have the power' to re- lieve the N. A. ~using Authority from responsibility for inJries whmch might be sustained upon the Housing Authority property on ~BinghamWay in the event that the health clinic was opened upon those premises. The Selectmen voted to send a copy of the letter to Stewart Wilson, Ex. Secretary of the Housing Authority and to tell them that the Selectmen supported the program and requested the ~. A. Housing Authority to consider taking the responsibility for the clinic, themselves. TOWN COUNSEL BILL- B & M RAILROAD: A bill for services rendered re the B. & M. R.R.v. Towu of North Andoverreceived from Town Counsel. The Board voted to authorize Chainn~nGuthrie to include this bill in request from Reserve Fund. RESIGNATIOn. I: Resignation received from Ernest J. Gauthier as a member of the Civic Holiday Celebration Comittee. ~iBoard received resignation with regret and tab~ed same. LANDFILL STUDY: Highway Surveyor submitted letter sent to him by Camp, Dresser &McKee re landfill study discussed at a previous meeting. Copies were directed to be made for other members cf the Board and it was received for study and discussion, before signing. SCH00~BUS'. STREET:Lights: Letter of appreciation from the N. A. School Committee re the Selectmen's efforts to install dark areas where school busses stop and streets where school children must wal~ to school. Further action is pending until number of streets and stops is received from Philip Clark, School Bus Coordinatorwhich the electric company needs. STREET ADJUDICATION: Anthony Long0 submitted an Article for the acceptance of Morris Street as a Town Way. He was advised that he must submit 6 plans for the street and a complete list of abutters on Morris Street. He was given copy of regulations to be expedited for said acceptance. TOWN ENPIDYEES INSURANCE BENEFIT CO~ITTEEAPPOINTMENT: The Selectmen appoiuted the above-named committee. They are as .~ollows: John Lanni, Stewart '~Yilson, A~bert Goebel, Jr., Roger Lawson, Ted'McAloon and James Dewhirst. They voted to send letter to James Dewhirst, Town Treasurer, requesting him to call a meeting of the committee to expedite recommendation to the Selectmenregarding proposed Master ~dical Coverage for town employees. GAS EXCAVATION: Petitiou was approved to excavate on Main St. to repair gas main. SE~TER OF WEIGHTS & MEASURES: Budget from the above-named requested a wage increase because oE the increased work-toad. The Selectmen voted to submit an Article to increase the salary of the Sea~.er o~Weights & Measures.. Rt. L2~ Sidewalk: ;.' ,, ... A letter received from the Highway Surveyor advised the Board that a contract had been awarded by the Mass. Dept. of Public Works to constroct . 2,000 feet of sidewal~ on Route 125. The hot top paving of said sidewalks has to be done by the town of North Andover at an approximate cost of $4500. The Selectmen voted to submit an Article for this amount in the annual Town Warraht. YOUTH LEAGUE SKATING: At the request of Selectman Coady, the Board voted to subm&~a~rticte:.for~theTRecreational Council the amount of $3000. for the purpose of purchasing ice time for the Youth of the tuwn under the direction of the Selectmen. LOCAL TRANSPO~ATION AID PROGRAM: The Board voted to submit an Article in the amount of $115,618. to be accepbed by the Town to be expended under the direction of the Selectmen under the Local Transportation Aid Program (Chapter 1140). MASS. SELECTMEN'S ASSOCIATION: A letter from the Needham Selectmen protested the actions of the Executive Board of the Mass. Slectmen's Association re the nomination of Offmcers. Secretary w~s directed to make copies of the letter for the Pmard. LICENSING COM~ISSIONERS: al Letter from Atty Elias wished to be advised if an addition/Retail Package Goods Store License, All Alcoholic, would be available ~n the town because of increased population. The Board voted to communicate with the ABC l'or determination of the number of lmcenses allowed the town under Sec. 12 & 15, Ch. 138. C01~STABLE: Application received for reappoiutment as Civil C6nstable' for the town of North Andover by Clinton Vose. The Board tabled request until next meeting and voted to write to Chmef Law- lor for ~ls recommendation'. FI~J.2~EN'S HEARING: Chairman Guthrie advised the Board that he would attend the Firemen's Hearing in Boston. DOUCETTE: Robert Doucette appeared before the Board and requested t~at he be put on ~nda for next week at 7 P.M. to discuss town bumlding space re his 1.ef~er~to the~d~_ ~ec.~. Alice M. The and minutes were approved as submitted. ADULT SKATING': Notice received from the Recreation Council that an aclu_it skating nmght would be held at Brook's School on Sunday~ January 27. COUNTY CO~ISSIONERS: Letter received from County Commissioners advising the Board that they had added to their staff a Federal Funds Coordinator who~ having a wide knowledge of Revenue S~aring leg! was available to assist town officials at any time. They also have a new Planning Dept. who were available for advice from towns and cities. TheChairman expressed the Board's deep re- gret at the passing of County Commissioner, William Donovan, and the Board voted to send a letter of s2mpathy to his widow. CONTRACT-GREAT PO~rD ROAD: A contract for Chapter 90 work on Great Pond ~oad was received~by the Board and referred to Town Accountant for his records and file~. STATE CODE REQUIREMENTS: A letter from Building Inspector contained new State Code Requirements which was taken under advisement for study and tabled until next Selectmen's meeting. It is the Boa~.d's intention to appoint such a Committee as recommended by the Building Inspector as required by statue. BLUE CROSS-BLUE SHIELD: Upon recommendation of the Town E mp!oyee's Insurance Committee, the Board voted to approve the proposed Master Medical Plan for Town Employees to become effective as of March 1, 1974. A letter will be sent Kenneth Doig, B.C.-B.Shield representative in this area advising him of the change and also %rill be requested to change the anniversay date of the T own of North Andover Group Realth Insurance contract from November 1st to Ju&y 1st so the contract term W~!l comncide with the Fiscal Year. LA~)FILL STUDY: The Board discussed the above-named matter, tabled I'rom last meeting, and voted to send a letter to the Highway Surveyor advising him that the Board unahimously voted to support any request for funds i'or th~s study from the Reserve Fund or mn an Artmcle. The study was once more until next meeting. SPECIAL TOWN C~UNSEL: Upon recommendation of Town Counsel, the Board voted to appo*.nt Atty. John P. Ford, Specmal Town Counsel to represent the town to represent the Town and N.A. Fire Fighters re the Labor Relations Commission. RECEIVED FOR FILES: The Board received the Wiring and Gas Inspector's Report for the permod Oct. through Dec. '73. MEETING: MASS. LEAGUE OF CITIES& TOWNS: Notice received of an information and discussion meeting on an Airport Systems Plan on Thurs. February 7, !974, at the Framing~am Town ~all.
