Kirk with Chairman Joseph A. Guthrie presiding. The warrant and minutes were approved as submitted. HEARINGS: Approved: Petition to install 375 feet of conduit and one manhole on Sutton St. and to install 1 pole on Second Street. Police officer required on Sutton St. petition. 'PEDESTRIA~N OVERPASS AGREEMENT: Executed by the Selectmen, an Agreement (in duplicate) re the construction of the Pedestrian Overpass, vicinity of the new High School. Chairman will contact DPW re a tentative schedule. APPOINTMENT: John L. Finneran was unanimously z~appointed North Andover Representative for three years to the Greater Lawrence Sanitary District effective January 14, 1974. MANPOWER AFFAIRS. Chairman Guthrie reported that a meeting ~ld be held on the above-captioned m~tter on March 21 or 22 and it would be to the town's benefit for a member of the Board to attend. RECEIVED: Letter from Civil Service Director re new rules ami regulations. Letter from John Connors, m~mber of Advisory Board, offering assistance from Western Elec. Notice of work done on Contract No. 28066 from DPW. Copy to he given to Highway Surveyor, Financial statement from Town Accountant which will appear in Town Report. MORRIS STREET ADJUDICATION: Application received from Morris Street residents requesting the acceptance of the street as a Town Way. Hearing on application was set for April 16, 1974, at 7:30 p.m. Recommenda- tions will be requested from the Planning Board, Highway Dept. and Public Works. PATROLMEN: A letter from Chief Ia~or requested the Selectmen to send for a certified list from Civil Service rs appointment of two permanent patrolmen in his department. HOUSE BILL 2113: Selectman John F. Ooady reported that the above-named BiLl had been passed. Ck~irman ~uthrie stated the Bill was passed mainly due to the continuous w~rk and efforts of Selectman Oeady and Representative James Hurre]]. Town meeting date will remain the same as will Election Day date, March 4. FIREFIGPEEBS: Selectmen Ccady motioned that the North Andover Firefighters he cozm~nded for their ability to contain a large, barn fire ,~der the weather co-~tions that pre~ailed on Eebruary 27th. BICENTENNIAL PLAN~: ' Thomas Leavitt, Director of the Merr~w~ck V~lley Textile Nnseum and a member of the N. A. Historical Commission appeared before the Board and discussed the program that would~ be prepared for the Bicentennial Obserw~ees. It is to be a brochure containing pictures ~ script that will show or trace the develo?eut of the commmuity from the Revolution to the present day. Textile industries will be focused showing their effect on the s~-~th of the ce~.~nity. Mr. Leavitt also stated that an archive and public records center is needed as the center in Danvers to correlate the history of the town and for reference to townspeople. A letter will be required from the Selectmen to the Mass. Revolutionary War ~icentennial Commission stating their ur~us approval of the above-described project entitled, "North Andover iu the Age of the Hills: New Neighbors, New Neighborhoods."
