The Board of Selectmen held their regular meeting on this date with all members present; Selectmen Guthrie and Coady with Chairman Kirk presiding. The Warrant and minutes were approved as submitted. MORRIS ST. ADJUDICATION: Petition to accept Morris Street as a Public Way was not approved. Letters from the PI~.- ning Board, Highway Surveyor and Public Works all stated street was not in proper condition to accept, Contrary to the statement of one of the petitioner who said Morris Street had been accepted in 1967, the street is still listed in Town Clerk's records as a Private Way. T~ Selectmen advised abutters that they would peruse minutes of 1967 and look into the ma'~ter further. Until street is in acceptable condition, it would remain unaccepted. TRAFFIC PROPOSAIS-SUTTON, HIGH,· CHAE~PiCX AND POOR STREETS: Letter received from over t00 petitioners, residents of the above-named streets, requesting traffic safety proposals because of a series of accidents and near accidents at the J of these streets. The petition was referr~ to Chief Lawlor for his recommendations. GR. LAW. SA~ITARY DISTRICT: A letter from the above-named advised the Board of an important meeting to be held on April 25, 1974 on the establishment of User Sewer Charges. Selectmen Kirk and Coady will attend meeting and W.A.Cyr, Joseph Borgesie, ~ghway Surveyor and Supt. of Public Works will be requested to attend, also. · ~-~ SPREE PIT: A letter from the Building Inspector advised the Board that the drainage pit on Spree erty owned by W. Green will be filled in within the month. APPOINTMENTS: Letter from Building Inspector listed by-laws governing appointments of the Gas, Wiring and Building Inspector and their Assistants. The Board stated that all appointments will be made in due time after Town Meeting ~kich will be held on April 27. AD HOC COMNITTEE: A letter from the Highway Surveyor advised the Board of the discussion matter of meeting held on April 9. The Selectmen will request that he submit the land-taking projects for the Selectmen's study and co~mmnts under the Transportation Act. SALEM ST. CONTINUED LAY_OUT: J. D'Angelo, Asst. District Highway Engineer, sent letter advising Board to request the County Engineer's Office to continue the layout of Salem St by establishing definitive property lines mew, from its present terminus Sta. 184+, beyond the curve improvement, to Campbell Road and to the ,,A~M,, road. The Selectmen so voted. This action will make it easier for the State Dept. of Public Works and the town of North Andover to deal with fewe~ abutters, considering the present rapid development of house construction on Salem Street. A Public Hearing will be held on the land-ta~ing in the Firehouse Meeting Room on Nay 16, 1974, at 7:30 p.m. North Andover. A~.~ED FORCES DAY: Chairman Kirk accepted an invitation to attend observances of Armed Forces Day, at the Reserve- Center in Lawrence on May 18. HIST OPTIC WEEK: Upon request, Chairman Kirk read a Proclamation designating the week of May 6- 12, Preservation Week, ENE~GENCY NO. 911: Selectman Guthrie advised the Board that Peter Quigley, New England Tel. & Tel. Co., had asked the Selectmen if the Town would like to participate in a community Emergency Number 911 as a service to townspeople. Chief Daw and Chief Lawlor will be asked to submit their comments and recommendations on the matter by April 29. JTPC DESIGNEE: The Board appointed Selectman Joseph A. Guthrie, designee to the Joint Transportation Plan- ming Committee. He will represent the town of North Andover. Joseph J. Costanzo, Regional Planner was so advised. LICENSI~ COMMISSIONERS: Approved: Request from John Nclay to transfer his gasoline storage license to Getty Oil Co GASOLINE STORAGE I~CREASE: FEES: The Licensing Board unanimously wted to increase the fee of the gasoline storage~ license from fifty (.%0) cents to $%.00, effective April 16, 1974.
