Acting Chairman/~etho vote should be a written one. Secretary counted 2 votes for Degnan and 1 vote for Buturlia. Result Leonard Degnan was reappointed Dog Officer with a 2 to I vote. PROCLA~M.T I0N: Selectman Guthrie motioned that the day of June 6 be proclaimed, "Dennis Falone'~' Day and that he be made an Honorary Citizen of North Andover on that day. Dennis is an American Field Service Student from France. The Board so voted. Clerk's 0 HIGHWAY SURVEYOR-ROAD BONDS: A letter from Bud Cyr advised the Board that the hole in the street in front of Anthony Lally's driveway had nnt been taken care of..that he has spent a lot of time tryi.ng to contact the ponsible contractor. He finally was contacted and the Johnson Street area would be repatched satisfactorLly. Mr. Cyr requested the to~m to initiate a policy that any contractor not only take out a permit to excavate, but also be required to put up a performance bond, assuring the town not only of a satisfactory finished Job, but also a time limit for completion. He stated that other towns have this policy and the above-named problems do not exist. The Board voted to send copy of letter to Town Counsel requesting advice on the necessary steps to take to expedite a policy as suggested. NBTA: Received: Contract Agreement from NBTA and bill for services. The Board authorized Chairman to contact Town Counsel and to take whatever action necessary to fulfill wishes of town as voted at Town Meeting. ~ JUNE 10, 197h (continued) f~Pf~L-~T~ NEIES: Appointments were made by the Board which will be listed on a separate sheet. Among the appointments were the Playground Instructors for the sum~er as reccmended by Bill McEvoy, Chairman of the Recreation Council. AIRPOE~ SITE - ALDEPJ.DI~I LIPPE: ~.lderman Ltppe appeared before the Board to seek permission from the town to have land adja- cent to the Airport submitted by them as a site for the Gr. La~,ense Sanitary Waste Treat-- ment Plant. L~i~pe told the Board. that if they .~.u~.d submit the site for a study committee the Town would~,~n any way, be ob!mgated to submmt mt as a site after the study. Lippe needed North Andover's and the Airport Commission's o.k. before he proposed it as a possible site for study. Selectman Guthrie: We did not appreciate the City of La~,ence submitting a site that did not belong to them-~'~~-~'~. If any town is to submit, North Andover should. I, personally, would like site situated in another conmmmity...North Andover has done their share,citing the Air- perb and the Waste Water Treatment Plant. Our Highway Surveyor does not want any traffic on Sutton Street. That North Andover should submit one site, not two sites. Selectman Guthrie made a motion to inform the City of La~rense that the site that is proposed is not acceptable to th.e Tn own of North Andover and does net it wanted proposed. Selectmen Coady seconded the tactine but voted, "No,' to the motion. Kirk and Guthrie voted, "Yes". The final motion: Move site be submitted as a site to beI studied. Selectman Guthrie made a motion to authorize Chairman Kirk to sign contract after To~m Counsel had perused and approved it. It was so voted. OVERPASS: Selectman Guthrie advised the Board that Mr. Prette, DPW. had called and requested two matters: 1. A r~appraisal of land owned by GAR. Board confirmed Guthrie's action ~ho had asked Town Counsel to have R. Whipple reappraised said land. 2. Public Works wants statement from Conservation Commission. Guthrie requested J. D'Angelo, Asst. Disj,rict / Highway Engineer, to send r .equired letter. D.Angelo is also member of Conservation Cmm~.J BUILDING CODE BOARD OF APPF~,IS: The Board voted to send letter to applicants requesting a resume for the Board's perusal. A copy of the rules and regulations will be sent to each applicant. LICENSING COI,~ISSIONEP~: At the request of Mrs. Spellman, A. A. Dept. of Public Well:re, the Board granted a tsmi-cab license to Barbara' Jolly with stipulation as typed on license. Said license ~,ill be revoked if license used commercially. BUILDING II~PECTOR APPOINT~,I~: In reply to the Board's inquiry, Town Counsel sent a letter stating that as the 'position of the Building Inspector has been duly placed under the rules and regulations of the Civil Service Division, it has since become unnecessary to be reappointed by the Selectmen on au annual basis.
