Strobel on premises located at 80 Chickering Road, formerly Lucille's, Inc. The Board voted to hold license until properly made out. Lawyer for fo~mer license holder, James and Lucille Fiorensa stated they would like to sell license, requested reissuance of license, that they have a buyer. Chairman Coady stated that since they had not renewed their license when it expired on December 31, 1974, they would have to reapply as a "new,, license. The matter be on next meeting agenda, July 29, 1974. ~ASOLINE STORAGE APPLICATION: Application received from William F. Barron, 3 Mass. Ave. to store 80,000 additional fuel oil at 3 Mass. Ave. Hearing set for 7/29/74, at 7:35. Approval given for transfer of fuel oil license from David Rollins. ~_lice M. License was held until number of licenses available is determined by ABC. JOi~T POLE LCCATIONS: Approved: Two petitions to locate poles: 2 poles on Gray Street, 2 poles on Ingalls St. N.A. BL00~ORILE: Announcement made by 'Honcrary Chairman, Joseph A. Guthrie, the N. A. Bloodmobile will take place :on August 19, 1974, from 2 to 7:25 P.M. at Camelot. Organization meeting will be held on August 6, to which 41 citizens have been invited; churches contacted to announce Bloodmobile at all their services. AI~POP~ MEETING: Several disturbed townspeople appeared before the Board ~o protest the continuous noise and low-flying aircraft over their homes. Airpor~ Manager, Thomas Davies, stated that he had no control over aircraft landing and taking-off from other areas. He sub- mitted again the schedule of flying hours for student pilots. Offenders could not be apprehended because of lack of personnel. The Selectmen voted to send letter to Town Counsel requesting what action can be taken, legally, to alleviate the problem. A letter of protest will also be sent ~o the Airport Co~,~ssion, re the lack of control of the flying schools. GAS EXCAVATI0~: The Board approved the petitions ~o excavate on Surrey Drive and Martin Ave. to install gas services. COUNTY ADVISORY BOARD: A communication from Gordon McGtll, Director of Accounts, advised the Board that the town of North Andover were allowed two..votes on the County Advisory Board. The Board authorized Selectman Guthrie to pursue the matter. SPECIAL POLICEMAN APPT: A letter from the Board of Public Works requested the appointment of Roneld J. Wedge, a Special Policeman to police the Lake Cochiche~ick~rea. The Selectmen approved pending a written approval from Chief Lawlor who had verbally given his approval to the Public Works Dept.~ SUTTON STR~' SP~W~ LI~TS: The Board voted to hold this matter until a meeting could be set up with Andrew Coffin, Chief Lawlor and interested citizens. GReater LAWRENCE Sz~TiTARY DISTRICT: Letter received re the above-named town of North Andover building permit. to C. Foster, Building Inspector. Copy sent Letter re Corps of Engineers, Planning Study for the cleaning up of the Merrimack River received. The Board authorized the Chairman to contact the Merrimack Vn~ey Planning Commission to obtain copy of said study and the Board will not act on said plan until thoroughly studied. INGL~OOD STOP SIGN AND DALE STREET SPEED ZO~E: Lettem from Chief ~awlor contained approvals of the above-nemed traffic amendments. An attested request for the stop sign will be sent to the Dept. of Public Works. A copy of Chief Lawlor's letter approving the new Dale Street speed limits will be sent to William Murphy, 776 Dale Street. FLOOD PROGRAM: Details received of the National Flood Progarm will be sent to C. Foster and the Planning Board. JULy 29, 1974 (continued) 6J~ MERRINACK VALLEY TRANSPORTATION AUTHORITY: A discussion was held with Francis Trombly whether the town should 'Join authority or not. Mr. Trombly stated it would be to the town's advantage to Join. The Board concluded with the motion that the town would Join the authority if Town Counsel, after investigation, assured the Board that the town would not be liable or obligated for any funds now, or in the future, by this action. The vote was 2 to 1 --Coady and Kirk affirmative. Selectman Guthrie abstained from voting. Though he was concerned, he would not vote against it. A letter will be sent to Town Counsel on the matter. Letter from Building Inspector stated Sweeney had not cleaned up his properties. letter sent to Swoeney, Chief Lawlor, referred to future meeting. Strobel for a Restaurant, all alcoholic license at 80 Chickering P~ad was set for a hearing on August 12, 1974, at 7:30 p.m. l~USCULAR DYSTROPHY: Request received from above-named for a permit to hold drive on November 17,1974. Coady and Selectman Joseph A. Guthrie presiding as Acting Chairman. John Kirk was on vacation. The warrant was approved as submitted. VOTING HOUPS: John Lyons suggested that voting hours be changed to 10 A.M. to 8 P.M. because of the low percentage of voters showing up at the poles. The Board felt that thi.~ action would be critized as it shortened the hours for voting. The matter was tabled. They would observe how surro,,~ ng cozmmnities voted on the matter. JUROR: Louis S. Spinnelli, 154 Cotuit Street, was drawn to serve on jury in Salem Superior Court. At the request of l~ary Ellem Ostherr, Nartha Larson was appointed to serve on the t~wn's Bicentennial Commission. FLOOD INSURANCE PROGR~I: A letter from the Planning Board advised that they had enrolled the town of North Andover in the National Flood Insurance Progrsm. The action was approved by the Board. UNITED Board invited to the annual kick-off dinner of the United Fund. MemBers unable to attend. At the request of Chairman, Mrs. Jean Zahn, a list of employees and payroll was furnished by the Secretary. Chairm~n Kirk requested data of kick-off meeting be forwarded to him. PRECINCT WORKERS LIST: Reappointment of precinct workers was tabled to August 26 when full Board was present. SMEENEY: The Board requested Ben Sweeney once again to clean up his Junk and set a deadline of Sept. 16, 1974, for him to complete the installation of his fence. On Sept. 16, the Selectmen, Chief L~wlor and Building Inspector would survey his property.
