HomeMy WebLinkAbout1974-08-26 Board of Selectmen MinutesAUGUST 26, 1974. The Board of Selectmen held their regular meeting on this date with all members present; Selectmen Joseph A. Guthrie, John F. Coadywith Chairman John P. Kirk presiding. The warrant was approved as submitted. JUROR: Fred S. ZaJac, 360 Waverly Road, was drawn to serve as a Juror in Lawrence, Sept. 16, 1974. POLE LOCATION: Hearing was set for Sept. 9, 1974, 7:30 p.m. for installation of a pole on ~iverview St. GAS EXCAVATION: Petition approved to excavate on Salem St. to install a gas main. PR~EINCT WORKERS: The Board reappointed list of precinct workers prepared by the Secretary. List included names submitted by Democrat Chairman, Joseph Devan in letter dated, 8/1/74. Republican Chairman did net reply. STks~T LIGHTING RATES: Letter received from Mass. Electric Co. re new street lighting rates. Selectman Guthrie stated he was advised that there would be a 16% increase in rates and that the present street lighting already takes up the full street lighting budget. He suggested to the Board that they ask for additional money from the Advisory Board to take care of th~ increase in rates plus the fact that there is a great need for additional lighting in some areas and there are areas where street lighting should be cut back on. Mr. Guthrie motioned that tho Chairman contact Hr. Saalfrank .to discuss the increase in rates and the stree~ lighting bud- get. VOTING HOURS: The Board unanimously voted' to set the voting hours from 8:00 a.m. to 8:00 p.m. ANDOVER-N. ANDOVER POLICE LEGAL ADVISOR: Letter received from the Andover Town Manager re the above-captioned matter. Chairman Kirk would like to know how money from N. Andover spent. The matter was tabled and placed in pending folder. Copies were given to Selectmen Guthrie and Coady. STATE A~D HIGHWAY: Letter received from State D.P.W. re highway State Aid. Copy sent to Highway Surveyor. COPY MACHINE: W. J. Janitkowshi, representing Apeco Co., came before the Beard with a comparison sheet comparing the new IBM copy machine the town Just purchased to an Apaco copy machine. He said he,as' there as a concerned citizen and insisted that he was net ma~ing a sales pitch for Apeco- because his tax money was paying for the new machine. Mr. Coady did net feel that he was being fair at al~, making this presentation to the Board after.the fact that the town had already purchased a machine and that he could not accept the statement that he was Just there as a concerned citizen. They accepted his data and went on'with the meeting. CO~(0%UiTY CENTEP~, INC. The Board voted to authorize the Chairman to get in touchwith Henry Greento set up a meet- ing with the Com~m~:ity Center directors audtho Selectmen to discuss the future of their premises. STOP SIGN: ' The request for a Stop Sign at the intersection of Inglewood and Malhin Avenue was granted. The Board submitted their amendment to the traffic rules and regulations by signing three, attested copies. Upon rec,!pt of the amendment, the State I~W will issue permit for same. Copy sent to Chief Lawlor. M.V. REGIONAL TRANSIT AUTHORITY: Upon advice of Town Counsel, the Board voted unanimously to Join the Merrimack Authority. They discussed designating Francis Trombly to represent the town. tabled and placed in pending. Natter ~as MBTA: Upon advice of Town Counsel, the Board did not set up any kind of. seperate contract with the NBTA. Chairman motioned that a copy of Town Counsel's letter be sent to MBTA; letter is self-explanatory. GLSD: Letters received from the Gr. Law. Sanitary District and.~placed in pending. SELECTMAN GUTHHIE REPORTS: EEA: The EEA had approved the three positions which North Andover had submitted. views could begin in five days and applications could immediately be accepted. positions must be advertised. Inter- Blood Mobile: Only 77 pints of blood were donated to the Blood Bank. Mr. Guthrie attribut the low count to the fact so many people were away on vacation. ~6 AUGUST 26, 1974 (continued) SCEniC ROAD: The Board voted to set up a meeting with all parties involved in the request for a Special Town Meeting re a scenic road for Great Pond Road. Meeting set for Sept. 5, 1974, at 7:30 p.m. LICENSING CO~MISSIO~ERS: Hearing held on application of Charles T. Matses, 200 Sutton St. to store 10,000 gals. of gasoline underground. J. Coady motioned to grant the license and J. Guthried seconded. WINSTON'S: Ja~es Winston, proprietor of PJ' s appeared before the Board to requesting permission to serve Sunday breakfast from 8 a.m. until 2 p.m. He said he would cover the bar until 12 noon. Cbairman Coady motioned that they confer with Chief Lawlor, the ABC and Town Counsel before giving permission. Mr. Winston will be so notified. Unanimous vote. Jane E. The warrant and minutes were approved as submitted. POLE LOCATION HEARING: Hearing held on petition of New England Tel. & Tel. Co. and Nass. Electric Co. for pex~mission to locate a pole on Riverview Street. The petition was granted. No objectors. BUILDING INSPECTOR: Acting upon a request from Building Inspector, Charles Foster, contained in letter dated Sept. 9, 1974, the Board voted unanimously to approve Underwriter's Laboratories, Inc. as the Agency to inspect a modular home for Mr. San Gianci located on Wesley Street. C~$ EXCAVATION: Petition approved to e~cavate on Boxford Street to install gas service. LEAGUE OF WOMEN VOTERS: The Selectmen proclaimed the week of Sept. 8-14, League of Women Voters Week. the league, Nfs. Benoit, accepted the Proclamation. A member of RECEIVED: Minutes of Personnel Board meeting. Comendation from Superintendent of Schools re the Board's work on the Overpass at new High School. Letter from Gulf Oil Co. containing scheduled prices for all gasoline. Letter from J. Murphy Yule, Esq. Senate Aid, requesting permission to attend Board meetings beginning this fall so that Senator R~rak and himself may be able to keep in vital contact with the needs and concerns of the town of North Andover. Permission granted. POLE & WIRE LOCATIONS: Hearings were set for 3 petitions on September 23, 1974, at 7:30 p.m. for pole and wire locations on Chtckering Road.
