The Board of Selectmen held their regular meeting on this date with all members present;
Selectmen Joseph A. Guthrie, John F. Coady with Chairman John P. Kirk presiding. The
warrant and minutes were approved as submitted.
POLE PETITIOI~S:
Three petitions for pole locations, held over from previous week, were approved by the
Board. Franklin Simon, abutter, ~ithdrew his objections.
TRAFFIC DANGER: F~. i25:
Rev. Donald Coburn, 47 Peters St., appeared before the Board protesting dangerous traffic
situation which has prevailed for years at the intersection of Rt. 125 and Rt. 133 (Peters
Street). The Board voted to send letter to Chief Lawlor ko investigate and con~ac~ Topics
officials to find out ~y this project had not been completed as promised, In 1973.
RECEIVED:
Notice of Flu Clinic, Oct. 3, town building.
Notice of Community Center Director's meeting, Oct. 8, 114 Academy Ed. Bal. will attend.
Letter f~om Mrs. Mary Armitage re Appledore Development. Ben Osgood stated that the Sta~e
is concerned and agrees with Appledore Development. Board stated that the matter was the
concern of the Planning Board and Conservation Commission.
DOG OFFICER:
Leonard Degnan, Dog Officer, met with the Selectmen to discuss the following:
DaTs to keep impounded or. unclaimed doss: State law was 10 days, changed to 7 days. Town
By-Laws~ 10 days. Voted. ~quest To~m Counsel's advice on legal number of days.dogs to
be held.
Should owner or town pay for emergency treatment of dogs in~_ured? (Emergency treatment
often vital to preserve life of dog and prevents needless pain and suffering). It was
voted that the town should pay .for emergency treatment, owners pay for dog license. When
Dog Officer ascertains yearly cost appromimately, Selectmen will request sum fzom Reserve
~,~. The ~,~ will also pay for disposal of dogs.
N~ed for a larser freezer: Pet Memorial Park owner picks up dead dogs from Bulger's 2
times a month. Presently, size of freezer necessitates a weekly pick-up which would be
costly. Mr. Degnan stated that if the town could purchase a larger freezer to be stored
at Bulger's, the problem would be solved. 'The Board instructed Degnan to look arched for
a large freezer, preferably a 2ndaha~d one, find out cost and they would request funds
from Reserve Fund to pay for same. Chairman authorized ~o implement fund requests.
C~¥~L SERVICE:
The Board voted to send letter to Civil Service Director, Edward W. Powers, stating that
in accordance with the provisions of Ch. 650 of the Acts of 1974, the Board of Selectmen,
appointing authorities of the town of North Andover, respectfully requests that 'Resident
Preference' be used on all eligible lists for patrolmen for the town after October 28,
The Board of Fire Engineers also sent a letter re the hiring of firemen.
LAKE COCHICHE~IICK: and
Edward Scanlon, member of the Board of Health, appeared before the Board/requested the
services of J. W511f.s, Staff Specialist, to work with a Ed. of Health engineer to make
tests and surveys of Lake Cochichewick to determine if it has any allergies, lacks suffi-
cient oxygen, contains pollution, etc. Questions in survey would be prepared by the Bd.
of Health and Public ~$orks. The Board voted to have Mr. Willis and Selectman Coady meet
with the Public Works on Thursday, Oct. 3, at 10 a.m. to discuss the proposition.
TO~FN GARAGE:
The Board voted to send memo to Frank Gelinas advising him that all bills to be paid for
the new T own Garage should be submitted to the Selectmen.
BICENTENNIAL COmmISSION FUI~I$:
The Bicentennial Co~,~,,~ttee sent letter requesting $100. to h?e George Cunya, Director of
of the New England Document Conservation Center, whose work ms to identify and preserve
valuable records. The Committee plans to renovate a section of the Town Building basement
for use as a records center for a~l town departments. The Board ~oted to request the sum
from the Reserve Fund.
BOND ISSUE:
The Board voted that the sale of the following 5.80 per cent bonds of the town dated,
October 15, 1974, $462,000 Town Garage Bonds (Nos.~l to 94) payable October 15 $102,000 in
1975 and $90,000 in 1976 and 1979, to Kidder, Peabody & Company, Inc. This Vote was
certified by the Clerk of the Selectmen, Joseph A. Guthrie. T own Treasurer, James H.
Dewhirst, concurred with th~ above award. The sale is at 100.027 and accrued interest is
hereby confirmed.
~o/3/74 PERLE CORPORATION:
On October 3, 1974, Selectmen Guthria. J. Coady, Town Counsel, Arnold Salisbury, Building
Inspector, Charles Foster, Jr., met ~th the representative of the Perint Corp., Paul
Par~dio and the company attorney, John ReAlly, Esq. The matter at issue was the omission
of the Perini Co. to apply and complete the form for a permit to build the project for the
Gr. Lawrence Sanitary District. They were told by Selectman Guthrie that the Board intend-
ed to issue a'Work Stop' order if permit is not obtained, within a 21 day
