HomeMy WebLinkAbout1974-10-15 Board of Selectmen MinutesOCTOBE 1 74 7.8 The Board of Selectmen held their regular meeting on this date with all members present; Selectmen Guthrie and Coady with Chairman Kirk presiding. The minutes and warrant were approved as submitted. JURORS: Daniel J. Carney, 437 Mass. Ave. was drawn for Jury duty, Nov. 4, at Lawrence. Anna P. O'Connor, 88 Martin Ave. and Donald W. Kierstead, 103 Old Village Lane were drawn for Jury duty , Nov. 18, at Salem. POLE LOCATION: A hearing was set for October 30, 1974, 7:30 p.m. on petition for pole location on First St. REGIONAL TRANSIT: Letter from Town Counsel re the town's participation in the Regional Transit Authority ad- vised the Board that they could so Join without any obligation to fund project. ~ TRAFFIC CONTROL, E~. 125: Letter from Chief Lawlor stated that he had contacted the TOPICS officials on the proposed installation of traffic lights at Peters St. and Rt. 125 who advised him that the project was being "reviewed" by the Department of Public Works and it would be 3 or 4 months before bids would be advertised for the project. Chief Lawlor suggested the Board write to legis- lators for their aid in the matter. Copy of letter sent to Rev. Coburn. C1W~L SERVICE: Letter from Civil Service re salary reports under Civil Service referred to the Personnel Bd and TownTreasurer. Letter from Civil Service re Municipal Classification Plan forMass, received. Board authorized Chairman to take any action that is necessary to conform to the requests. Letter re minimum height of Police & Fire employees sent to Chief Lawlor and Chief Daw. GAS EXCAVATIONS: Approved: petitions to exca~te for gas services on Water, Beverly and Sutton Streets and Johnson Street. SCHOOL INSURANCE: Letter from School Co~m~.~ttee contained proposal for a School District Legal Liability Ina. Program. The~.Board voted to confer with insurance chairman, Dick Lafond, at a i~ture work meeting. They will advise accordingly. FLOOD CONTROL PROJECTS: Letter from Department of Army re above-rm~ed referred to the Planning Board for their recommeudetiona at their earliest convenience. NOTICES, RECEIVED: North Andover Town exhibit at Northern Essex Community College, Oct. 11-31. United Fund movie to be shown on Oct. 17, Firehouse meeting room. Invitation to attend annual Director's meeting, Gr. Law. Commity Action Council, Inc. Oct.16 United Nations Eay, Oct. 24. Zetter sent to Principal Desmond re participation. Request for list of activities of town from Boston Globe. Copy sent to Bicentennial Comm. Notice that Capital Outlay Committee was award for their booklet. Request for list or number of employees from Dept. of Labor & industries. Will be sent. ESSEX COUNTY ADVISORY BOARD: N6tice received of organizational meeting of Essex County Advisory Board, Oct. 23, 8 p.m. in Lawrence. Board designated Selectman G~thrie to represent the Board. Selectman Coady stated that Mr. Guthrie should be coz~ended for his interest in the Advisory Board. COI~-NIT Y CENTER: Selectmen Guthrie and Coady ~ttended a director's meeting , ~.~ the Community Center. personnel will contact the Board of Selectmen re combined use of the Center. VOTING HOURS: Upon recommendation of Town Clerk, the Board voted to have election day voting hours from 8:00 a.m. to 8:00 p.m. NEX2 NEETING: Because of holiday, October 28, the Board voted to hold their next meeting on October 30. New Town Garage bids will be opened on that date. LICENSING CGMNISSIO~E~S: Notices received on regulations pertaining to Veterans Day and Election Day.
