Coady with Chairman John P. Kirk presiding. The warrant and minutes were approved as submitted. POLE LOCATION: Approved: Petition for pole and wire location on First Street. GAS EXCAVATION: Approved: petition to excavate on Osgood St., cor. Pleasant St. to repair gas main. TOPICS 75% PLAN: Upon request of A1 Jenkins, Pa~lo~ Engineeri~ Co., ~he Board set up a meeting for Nov. 21, at 7:30 p.m. in the Fire Meeting Room for all department heads and committees concerned with the "Topics'! program in North Andover. Mr. Jenkins and Robert Tierney, Sumner Hoffman will be so notifed, Chief Engineer and Topics Coordination in the State Dept. of Public Works. Joseph WiLlis gave a progress report on meetings held on this subject. CE~A PROGRAM: Notice received from Robert W. Jackson, Acting CE~A Director, that 4 positions had been approved for the T own of North Andover under CE~A Title II Public Service ~ployment. They are Clerk-Secretary,Bd. of Selectmen - Assistant Mechanic, Town Garage, Program Coordinator and Building Custodian, Town Hall. He also advised that in the near future, upon receipt from OMA,there will be more jobs available. The Board will discuss applications in executive session after their meeting on November 4. GR. LAW. COD~. ACTION COUNCIL, INC.- TOWN I~MBERS: The above-named council requested re-appointment of present member~.representing the town of North Andover, John J. Menteiro and Joseph Morksski. The Board unanimously appointed the two appointees for the ensuing year, and will so advise the GLCAC directors. RECEIVED: Letter from League of Women Vote~.con~nending Selectmen's action in Regions1 Transit Authority. Letter of appreciation and thanks for town's contribution to Merrimack Valley Home Care Center Letter from Rev. Donald Ccburn for Selectmen's endeavors re traffic its. on Rt. 125. NVPC CITIZEN"S ADVISORY COMMITTEE: Letter received from the MVP6 requested representative of the town to be recommended +' erve on the above-named co~m~.~ttee. The Board authorized the Chai~n to contact the Leagu_ of Women Votem to submit three names for the committee. PERINI CORP. PERMIT: Letter received from Town Counsel advised the Board that the Perini Corp. were not exempt from applying and paying for a b,,~lding permit re the Gr. Lawrence Sanitary District project they are ~,~lding. The Board voted to authorize the Building Inspector, Charles H. Foster, ~o take x~hatever action necessary to acquire this permit. FUEL OIL BIDS: The Board voted to advertise for the ann,,~l fuel oil bids. her 18, at 7:30 p.m. &n the Selectmen's office. Bids will be accepted.up to Noyes- The Board voted to appoint .Leo Flynn to appraise the Rockwell property as per his listed fee as stated in his letter of October 26, 1974. CASA AGENCY: Received letter from Gr. Lawrence Community coUnCil, Inc. advi~sing Board of new agency formed called the CASA. Received for further study. LICE~ING C0~ISSIONERS: The following applications for renews2 of 'license for 1975 were approvod by the Board: Niddlesex Narket - Ret~ Package Goods Store - Wine and Nalt.
