Guthrie presiding as Acting Chairman. Chairman John P. was detained at his place e£ business and was unable to attend meeting. The warrant and minutes were approved as submitted. GAS EXCAVATI0~J: Notice received from Lawrence Gas Company of gas excavations on Elm Street, Boston and Gray Streets. . C~. CHamBER OF COMMERCE: .~ The Board approved request from the Greater Lawrence Chamber of Co~eroe to have the weeklyj minutes of the Selectmen's meetings sent to William G. Arvanttis, Manager of Public AffairsL Minutes will be sent on a trial basis. Selectmen requested that, after a period of time, they will be advised as ~o what use the minutes have been to the Chamber. NBTA SERVICE: Letter received from D~vid L. Gunn, NBTA Director of Commuter Rail, advising Board that rail service to North Andover would be terminated by November 18, 1974 if contact and/or payment of North Andover's share is not received by November 15, 1974, As the Article to provide the payment for rail service.in North Andover was voted down by the townspeople at the Town Meeting, the Selectmen can not act in the matter; they plan to submit another Article in the 1975 annual Town Meeting on the matter. SUTTON ST. Spw~w~ ZOOMING: Letter received from J. D'Angelo, Acting District Highway Engineer, in am~er to the Board's request to reduce speed on Sutton Street from 35mph to 30 mph. He advised that his depart- ment st~ll did not think this action necessary. However, the Board could accomplish their wishes by removing all the posted limits on Sutton Street which ~rill negate the existing regulation and automatically set a prim~ facie speed zone of 30 mph, as prescribed by Motor Vehicles Rules and Regulations. The Board voted to send letter to Town Counsel, Arnold H. Salisbury, asking to be advised if town may legally remove 'the present speed signs ami re- place them with postings of 30 mph and can the new speed limit be enforced. T~FFIC LIGHTS AT SUTTON & ~ STP*~'I'S: Another request received regarding the installation of~ traffic lights at the intersection of Sutton and ~.~in Streets. The Board stated that the matter was included in the "Topics" plan and still under study. PERSOI~EL BOA_RD: A letter from ~alter O. KoHl, Chairman of the Personnel Board, asked the Board's interpreta- tion of G. L. 1078...will it be up to the Personnel Board or the Board of Selectmen to d~ the. bargaining? A letter had already been sent to Town Counsel asking what the functions were of the Selectmen and the Personnel Board in the light of the new Municipal Employee Bargaining Law. A reply is expected shortly. ~VPC - 208 Fumding Program: Chairman James Gaines and Executive Director, Margaret K. Concanncn of the Merrimack V~lley Planning Commission met with the Board to discuss the 208 Funding Program. Mr. Gaines stated reasons why the town of North Andover should join the program. He stated that money given the M~PC would enable them to hire engineers for the co,unities to study the control of~wastewater flo~rlng into the Merrimack River. The Board stated that this study ~uld be under the control of the ~PC, not the towns or cities; that they would have to consult other town departments before considering joining any regional project. A letter from the Planning Board stated they disapprove of the 208 Funding Prog~m and, in addition, there has been no projection as to what the cost to the Town would be for implementation of this study DOG DETENTION WAITING PERIOD: Town Counsel advised that the Dog Officer should observe the 7-day ~iting period unless an immediate sale of the animal is in prospect or a possible home for the stray. LEGISLATIVE CAUCUSES; A letter received from George Stern, President of the G.L.C.C. advised the Board that the legislative caucuses would resume in December of this year. The Board commented that this Board were interested in the informative meetings and look forward to hosting the when it w~s their time to preside. SA~A CLAUS PARADE: A letter from Bi.ll McEvoy, Chairman of the annual Santa Claus Parade, asked for aid getting mere Eloats for the event. The Board requested the town reporter to alert the townspeople in the North Andover news column. LANDFILL AND DISPOSAL AREA: Highway Surveyor, Bud Cyr, appeared before the Board to discuss the future to~n disposal area. He stated he had chosen a site from appraisal of 5 sites from Camp, Dresser & McEee. Conservation Commission also approves site chosen. Now Phase II had to be expedited and rezoning of the land accomplished. CONSU~R,S COUNCIL: A letter from Paul G. Gitlin, Ex. Secretary of the Consumer's Council recommended that responsible persons in North Andover might wish to become local consumer aides to help townspeople cope with daily consumer problems. The Board voted to pursue the matter. ll, 19?h (continue ) C!TIZEUS ADVISORY CO~..rITTEE: Philip L. Pelletier,~ 18 East Water Street and James M. Bannan, 77 Court Street were appointed to represent the to~,n on the Citizens Advisory Committee of the I~rrimack Valley Planning Commission. They will attend the first meeting on November 12, at 87 Winter St., ~verhill. NO~H ANDOI~E HOUSING AUTHOP~TY: At the request of the above-named, the Selectmen voted to authorized Town Treasure~,James H. Dewhirst, to include two full-tlme personnel of the N. A. Housing Authority in the to~n~'s health insurance program. They are M. George No,.mod and Joseph Walsh. A letter will be sent to Mr. Dewhirst to confirm this motion and vote. FI~,ICIAL REPORTS: Financial reports for 18 months, compiled by the Secretary of the Board, were received and approved.
