ELECTRIC CONDUIT LOCATIONS:
~'ass. Electric. Co. [North-Andove,) petitioned the Board for permission to
excavate the public highways and run and m~intain underground electrical
conduits at the following locations: EL~ STREEt-On.the northwest side.at a
distance of approximately 220 feet northwesterly from Water Street, in the
sidewalk, install 1 4 inch duct running a distance of approximately 5
feet easterly to the proper, ty line. The Board voted unanimously' to accept
the petition.

Letter was received from Town Counsel Re:the. Boards letter sent to Town
Couns61 dated November B, 1974 referring to the !'.New-Municipal Employee
Bargaining haw". In the Town Counsels opinion, the new s:atute enacted by-
the General Court does not conflict in any way with the Town's Personnel
By-Law unless and until proper negotiations meetings between employee
bargaining units and the Board.
If any controversy may arise between the

.GREATER LAWRENCE SANITARY DISTRICT:
Mr. John L. Finneran, representing the Greater ~awrence Sanitary District
submitted his report to the Board iQforming them that Contracts for the Waste-
water T~eaiment Plant a6d the Pumpin~ Station we6e awarded to'the Perini
Corporation on January 9,'1974.
SANTA CLAUS~'.PARADE:
The Board was cordially invited to participate in the 12th annual South
Lawrence Assoc., Inc. Santa Clause Parade to be held on Sunday, December l, 1974
A letter has been sent informing them that the Board will make every effort to
attend and thanking them for the invitation.
,RECEIVED:
A letter was received f~om the Comm. of 2ass. Division of Insurance stating
that a certificate was issued to the N. Andover ~ousing Authority establishing
a contributory retirement ~ystem for the employees to be effective July l, 197B.
The eligible employees of the Authority become members of the Essex County
Board of Retirement.
ESSEX COUNTY ADVISORY BOARD:
The minutes of the Essex County Advisory Board meeting of October 23,
were unanimously acce~ted by the Board. A brief summarization was

given by Selectman Guthrie who represented the Town at the meetipg. It was
unanimously voted by the Board to set up a file and maintain all minutes
and any other correspondence of the Essex County Advisory Board.
NOTICE:
A not-~-~e wa~ received from the Merrimack Valley Chapter of the Instituteof
Environmental Sciences of their November 20, 197~ meeting with Mr. Ahti
Autio, Project Leader, Mass. Resource Recovery Facility Project. Due to
such short notice of the meeting, the Board would not be able to attend.
RECEIVED:
Letter from Dick Lafond (a copy) of correspondence with
re Town's Workmen's Compensation coverages.

STATE AID HIGHWAYS:
The Board was informed that the following amount will be incurred as the
actual cost during the fiscal year for construction, maintenance,, and policing
of streets and roads in accordance with Chapter 81, Sect.31 as amended by
Sect. 14, Chapter 497 of the Acts of 1971. Certified copies of the votes
and appropriations as taken at the CiTy Counsellor's Annual Town Meeting
for the above mentioned items amounting to $544,464.65; appropriated
amount $82,458.00 were also accepted by the Board.
RECEIVED:
Copy of Letter from J. Ernest Wilson.re water and drainage.problem caused
by the buildup of the eight-unit condominium at Elm Court (owned by Willis
Landers}. The Board voted to refer the matter to Charlie Foster Building
Inspector for further investigation.
PERSONNEL BOARD:
It was brought ~0 the attention of the Board of Selectmen that a violation
exists in a decision that the Board of Appeals rendered in connection
with a variance granted to Dr. William J; Patterson. The Board voted to
send a letter to the Building Inspector asking him to investigate the
alleged violation an'd report back to the Selectmen before the Board con-
siders referring this matter to Town Counsel for appropriate legal action.

RULES & ORDERS REGULATING TRAFFIC:
Article #2, Sec. #2: Police may close streets'temporarily. A letter
received from Chief Lawlor re the above article stated that the Chief of
Police is hereby authorized ~o close temporarily any.street or h~ghway
in ~n impending or existing emergency, or for any lawful assemblage, de-
monstration or procession, provided there is a reasonable justification
for the closing of such streets. As of this date no street will be
closed off without the Chief of Police permission. Traffic shall not
in any way be impeded without the Chief, s permission.
OFFICE OF EMERGENCY MEDICAL SERVICES:
A letter from the Mass. Dept. of'Public Health was received to inform the
Board that a limited amount of funds will be available in the Commonwealth
for the purchase of.ambulances through the Governor's Highway Safety
Bureau and the Office of Emergency Medical Services. The Board voted to
send a copy of this letter to Fire Chief Daw and also a c.opy to the
Advisory Board.
