HomeMy WebLinkAbout1974-12-02 Board of Selectmen Minutes iQ9 'DEC~BE~I 2, 1974. Th~ard of Selectmen held their regular meeting on this date ~ith all members present; Selectmen Joseph A. Guthrie, John F. Coady with Chairman John P. Kirk presiding. The minutes and warrant were approved as submitted. T U,.YL~ GARAGE: Selectman Guthrie made the motion to reject all bids for the Town Garage and to meet with the Town Facility Garage Committee between now and nex regular an~,~l Town Meeting, to dis- cuss another article for the new Town Garage. f~tion was seconded by Selectman Coady and it was an unanimous vote. Chairman Kirk was authorized to set up meeting, tentative date, December 11, 1974. Mr. Guthrie stated that it was not the intention of the Board in any way to critizize the action of the To~m Facility Committee requesting a Special To%rn Meeting..that it was the intention of the Board to build the towa garage but the necessary time must be taken to appropriate the funds needed. Chairman Kirk stated that the Town Facility Committee has done a very good job, a time, consuming effort to get the new Town Garage started and hope they realize that this can be accomplished by having it come up before the arm~l Town Meeting and not a Special Town meeting. The Board agreed with ~.~r. Kirk and highly co~nended the committee for its efforts. GAS EXCAVATIO~B: Four petitions to excavate received on the following streets: Approved were 90 Surrey Dr. Brentwood Circle and Adams Avenue. Johnson Street was not approved on recommendation of the Highway Surveyor who stated that he had just resurfaced Johnson Street and did not want it torn up again. The petition was tabled until next meeting. ~JATER POLLUTI0:,h To~m ~ngager of Andover sent copy of the Resolution of Intent regarding Andover's decision to support designation of the Division of ~ater Pollution Control for purposes of waste treatment management planning under Sec. 208 of Public Law 92-500. Resolution was adopted by the Andover Bd. of Selectmen, Nov. 4, 1974. Copies of the resolution were made for the Selectmen and one copy sent to Town Counsel for his perusal. ~"~lso received, a copy of the 10-year plan of the Federal Aviation Administration, sent by the MVPC. Copies were made for the Selectmen for their study. .RECEIVED: Notice of Personnel Board meetings on town petitions. Letter requesting meeting on the To~en Report. I4ARR~T 0P~iNG: Selectmen Guthrie made motion that the opening of the warrant for articles to be submitted at the annual Town Meeting in April be .placed on the Agenda for next meeting. It was so voted. LEONARD DEG~N: Selectman Coady made a motion that it be recorded on a page of Selectmen's minutes a tribute to Leonard Degnan, our town's Dog Officer, who passed away suddenly on Sunday, December l, 1974. The .Selectmen and townspeople were shocked and deeply grieved at the sudden passing of Leonard, a friend to all who knew him, a wenderful father and last, but not least, an excellent Dog Officer. It was so voted. BO~D ~ETI4B: Selectmen Guthrie made a motion to change the policy of the Board to have the reorganizationA1 meeting from N~roh to the first of the year which would be consistent with the calendar year. It was so voted that the officers of the Board would be elected on January 6 to serve 1 year. CHRISTP~S PAP~DE: The Board congratulated the Committee, headed by Bill ~E~oy, on the Christmas Parade held Saturday.
