Guthrie presiding as Acting 5hairman. Chairman. John P. K~rk was absent due to a business meeting. JURORS DRAWN: James J. Nanever, 147 Waverly P~. was drawn for the January 6, 197% sitting at Superior Criminal Court, in Salem. Grace J. Coupal, 22 F~rblehead Street, was drawn for the January ~, 197~ sitting at Superior Court, in 8s.lem. BARGAINING BOARD: ~etters received from the North Andover Firefightere ~ Personnel Board requesting tho Sel- ecs. men to determine w~o the bargaining Beard w~uld be under Oh. 1078 of the. General Laws. Personnel Board stated they had no objection to being tho bargaining agents but would like to know as soon as possible because of petitions submitted and hearings coming up. Three m~bers of the N.A. Firefightere appeared before the Board amd stated they would like the Bergai-~ board appointed fairly soon. ~electman Guthrie stated that until a bargaining Beard is appointed, the Board of Selectmen should be the bargaining committee. Selec+.~ Guthrie also stated that Town Co-~-el should be consulted as to whom should Be the bargain- ing committee ~er Ch. 1078...the Personnel Bal. or Selece. m~n. Selec~ Coady stated the decision should Be made soon...that at least 2 or 3 m~mbers of the Personnel Board should be on the Commlttee...that the employee representative on the Personnel Board, Nr. Lawson, should not be on it as he is an employee of the Highway. Dept. ~ no ~her of any dept. should Be on the cmmittee. AIRPORT: Letter received frem Thomas J. Davies, Jr., Airport N~ger, listed certain measures, to be taken in an effort to alleviate the noise level at the airport.
